Council of Ministers


Monday 17 February

Eurogroup
Ministers of euro area countries will tackle the following issues: Appointment of the Eurogroup Working Group President; Presentation of the Commission priorities for the Economic and Monetary Union (EMU); Presentation of the Commission Six- and Two-Pack review – euro area related issues; Thematic discussion on growth and jobs: tax wedge on labour; Ireland – Post Programme Surveillance; Economic situation in the euro area – Commission winter forecast; 2020 euro area recommendations; EU finance ministers will discuss the ‘Budgetary instrument for convergence and competitiveness: report on a possible Intergouvernmental Agreement (IGA)’
Moreover, Denmark and Sweden are expected to report on Banking Union.

Foreign Affairs Council
The Foreign Affairs Council, chaired by Josep Borrell, EU High Representative for Foreign Affairs and Security Policy, will focus on current affairs including the situation in the Middle East, Sahel, Venezuela and the Western Balkans, the latest developments in Libya, the EU-African Union and EU-India relations.

General Affairs Council
The Council will prepare the special meeting of the European Council on the multiannual financial framework (MFF) for 2021-2027. Ministers will exchange views on the draft European Council conclusions.

Tuesday 18 February

Economic and Financial Affairs Council
The Council will adopt a revised list of non-cooperative jurisdictions for tax purposes in the framework of new conclusions on this matter. As part of the EU’s external strategy for taxation, the list contributes to ongoing efforts to prevent tax avoidance and promote tax good governance worldwide. The Council will adopt conclusions on the Commission’s annual sustainable growth strategy and on macroeconomic imbalances in the member states. The Council will also adopt conclusions on the budget guidelines for 2021 and its recommendation for a discharge for the 2018 budget.

Information seminar on the European citizens’ initiative

The European Economic and Social Committee (EESC) and the French Economic, Social and Environmental Council wish to hold a joint information seminar on the European citizens’ initiative (ECI). Speakers will include members of the EESC and the French Council, as well as representatives of the European Commission and organisers of ECIs launched in France. The aim of the seminar is to present the ECI, as well as the work done by the EESC in this field, and to exchange experiences of initiatives undertaken at national and European level to better understand and manage the impact of citizen-led campaigns on the actions and decisions of legislators.

Stakeholder consultation

The European Committee of the Regions’ ENVE Commission is currently working on the “Fitness check of the Water Framework Directive and the Floods Directive” The Rapporteur Piotr CAŁBECKI (PL/EPP) and his expert Professor Maciej ZALEWSKI wish to discuss the topic of The Water Framework Directive, which was published on the 10th of December 2019 by the European Commission, with relevant stakeholders.

Wednesday 19 February

Conference on Intellectual Property for the European Union in a World of Challenges
The conference will review how well aligned are current and considered European and global initiatives regarding the intellectual property system with the European Union industrial strategy. Furthermore, the conference will examine the role of intellectual property in achieving greener Europe. It will also stimulate discussions about the relationship between the growing importance of the data economy and the protection of intellectual property, development, and the importance of copyright infrastructure, as well as the role and challenges of trade secrets protection for business in digital environment.

Thursday 20 February

Meeting of Chairs of 4 Macro-Regional Strategies
This is an initiative of the Croatian Chairmanship of the Danube Region Strategy which would for the first time establish a format for meetings of 4 chairs of macro-regional strategies. The event is organised with the view of better coordination of 4 macro-regional strategies, exchange of good practices and good preparation for the programming period 2020.

Conference on EU Child Guarantee
The European Commission is exploring the possibility of establishing an EU Child Guarantee. During the Conference the preliminary findings of a feasibility study into creating a Child Guarantee will be discussed. European Union Agency for Fundamental Rights will speak about the legal framework for EU intervention and the enforcement of legal obligations from a child rights perspective.
