Monday 18 May

Education, Youth, Culture and Sports Council (Education)
EU ministers responsible for education will meet, via video conference, to discuss the impact on education of the gradual lifting of the COVID-19 containment measures. They will exchange views on the approaches taken for the reopening of education and training institutions, the organisation of school leaving examinations and students’ admission to higher education, and the impact of COVID-19 measures on cross-border learning mobility including the Erasmus+ programme and what measures could be taken to facilitate the continuation of current and planned exchanges.

Tuesday 19 May

Economic and Financial Affairs Council
Ministers will exchange views on the progress achieved on the EU’s response measures taken to tackle the COVID-19 crisis. The Commission and the European Central Bank will present their assessment of the economic and financial situation, and ministers will take stock of ongoing discussions to operationalise the safety net for businesses via the European Investment Bank’s pan-European guarantee fund. Ministers will also hold a discussion on how to further strengthen the EU’s fight against money laundering and terrorist financing.  The presidency will inform ministers of the preparation of Council conclusions on the European Semester 2020 country reports. 

Education, Youth, Culture and Sports Council (Culture)
EU ministers responsible for culture and audiovisual will meet, via video conference, to take stock of the measures taken already to support the culture and media sectors in the context of the COVID-19 pandemic. They will also discuss what further action should be taken to ensure the activities of the cultural and creative sectors in the context of the foreseen gradual lifting of containment measures.

Education, Youth, Culture and Sports Council (Youth)
EU ministers responsible for youth will meet, via video conference, to discuss the impact of COVID-19 on young people and the youth sector. The COVID-19 pandemic is having a very negative impact on the youth sector, particularly in terms of mobility, youth programmes and activities, access by young people to services and employment, overall wellbeing and youth participation in decision making processes.

Exchange of views with ECRI’s Bureau
The FRA Director will address the Bureau of the European Commission against Racism and Intolerance (ECRI). He will exchange views on how the Agency can best support the work of ECRI and on the findings from FRA’s research on the fundamental rights impact of the measures taken by EU Member States in response to the COVID-19 outbreak; the Agency’s work on racism and related intolerances, such as antisemitism, anti-Muslim hatred, anti-Gypsyism as well as its most recent report ‘A long way to go for LGBTI equality’.
