Thursday 10 – Friday 11 December

European Council Summit
EU leaders will meet in Brussels to discuss further coordination on COVID-19, climate change, trade, security and external relations. On 11 December the leaders will also meet for the Euro Summit.

Friday 11 December

Euro Summit
This Euro Summit will focus on the banking union and the capital markets union.

Council of Ministers


Monday 7 December

Foreign Affairs Council
The Foreign Affairs Council will take stock of current affairs and exchange views on transatlantic relations. A discussion about EU strategic autonomy is also foreseen.

Telecommunication Ministers
Ministers will discuss, among other things, a policy debate on the proposal for a data governance act and ministers will hear information on several additional matters, including the e-Privacy regulation.

EU-Algeria Association Council
Ministers will discuss security and recent developments in the region, implementation of the EU-Algeria partnership priorities, and important attention will also be given to the EU’s support of the diversification of the Algerian economy, the cooperation in the energy sector and the green economy, as well as migration and mobility.

Tuesday 8 December

European Affairs Ministers
Ministers will exchange views on the upcoming European Council (10-11 December) and they will likely take stock of the state of play of EU-UK relations. In addition, the German presidency will inform ministers about the EU legislative priorities for 2021 and the policy objectives and priorities for 2020-2024.

Transport Ministers
EU ministers will hold a policy debate on the proposal to revise the EU road-charging rules. EU institutions are updating these rules, in part to better reflect the environmental impact of vehicles in the tariffs.

College meeting
The Commission is expected to launch its strategy for sustainable and smart mobility, to adopt an EU agenda on counter-terrorism: prevent, protect, respond, anticipate, present its Security Union progress report, adopting its legislation on strengthening of Europol’s mandate.

INT Meeting

On the agenda is, among other things, a debate on reinforcing the political cooperation between the European Parliament and the CoR.

Plenary Session
On the agenda of this plenary session are several debates, including on the EU-UK agreement and territorial consequences of Brexit; on the Enlargement Package and European Neighbourhood Policy; and, on a new pact on migration and asylum.

Wednesday 9 December

From Paris to 2030
Five years after the landmark Paris climate agreement, most countries still lag behind in meeting their 2030 greenhouse gas emission-reduction targets, and will now have to double or even triple their commitments in order to prevent dangerous levels of global warming. The discussion will focus on Europe’s role in the global equation, America’s prospects in the coming years, and China’s recent 2060 carbon-neutrality plan. The event will also focus on action for the next ten years and beyond. More information can be found here.
