Monday 14 – Thursday 17 December
Plenary session
MEPs will vote and debate on several issues, including a new strategy for European SMEs, the conclusion of the EU-Japan Civil Aviation Safety Agreement, recent developments in the Eastern Partnership, rules and general principles concerning mechanisms for control by Member States of the Commission’s exercise of implementing powers, Awards of the Sakharov Prize, and the Union action for the European Capitals of Culture for the years 2020 to 2033.

Council of Ministers
Monday 14 December
Justice and Home Affairs Council
EU home affairs ministers will discuss the migration and asylum pact. Ministers will also hold a debate on how to improve EU engagement with third-country partners for effective readmission procedures and better migration management.The Council should approve conclusions on internal security and the European police partnership. Ministers will also take stock of progress in the implementation of interoperability. They will focus in particular on the implementation timeline, taking into account the delays caused by the COVID-19 pandemic.
Energy Ministers
EU energy ministers will hold an informal video conference to discuss energy system integration in the EU.
Tuesday 15 December – Wednesday 16 December
Agriculture and Fisheries
EU ministers aim to reach an agreement on the fishing opportunities for next year for several issues, including the Atlantic and North Sea and the Mediterranean and Black Seas. On top of that, ministers plan to find agreement and adopt conclusions on EU-wide animal welfare label and front-of-pack nutrition labelling, nutrient profiles and origin labelling. In addition, the German presidency will brief ministers on the state of play of the post-2020 Common Agricultural Policy (CAP) reform package.
Thursday 17 December
Environment Council
Environment ministers will convene to discuss the European Climate Law and an updated Nationally Determined Contribution (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC).

Reynders speaks on the Rule of Law with the Dutch Parliament
Didier Reynders, Commissioner on Justice, speaks with the Dutch parliament on the Rule of Law.
Tuesday 15 December
College meeting
The Commission is expected to adopt its Communication on cybersecurity strategy, review the Directive on security of network and information systems, propose a Directive on the resilience of critical entities, additional measures on critical infrastructure protection, and adopt its Action plan for non-performing loans (NPLs). In addition, the Commission will also put forward a package of legislation which includes the Digital Service Act and the Digital Markets Act.
Wednesday 16 December
Mariya Gabriel participates in the China High Level Dialogue
Mariya Gabriel, Commissioner on Innovation, Research, Culture, Education and Youth, participates via videoconference in the to the China High Level Dialogue on the China EU Roadmap.
Commission launches European Climate Pact
The European Commission will launch the European Climate Pact during an online event on 16 December 2020 at 09:00-11:00 CET. More information can be found here.
Thursday 17 December
Wojciechowski speaks with Minister of Agriculture and Fisheries of Morocco
Janusz Wojciechowski, Commissioner on Agriculture, holds a videoconference call with Mr Aziz Akhannouch, Minister of Agriculture and Fisheries of Morocco.

Tuesday 15 December
NAT Section
During the meeting, several topics will be discussed, including the accelerating action on the SDGs in the EU for a sustainable recovery and a presentation of the Europe Sustainable Development Report 2020.
Thursday 17 December
Section for Employment, Social Affairs and Citizenship
During the meeting, a discussion on the ECO priorities for 2021 will take place.
Friday 18 December
Meeting of the Section for External Relations
During the meeting a debate on, among other things, Belarus will take place.

Conference on fundamental rights protection in an era of artificial intelligence
A joint event, hosted by the FRA and the German Presidency of the Council of the EU, on balancing the importance of promoting technological, economic and social innovation with the need to protect individuals and society from its potentially harmful effects.
