European Parliament


Monday 22 March

Committee on Budgetary Control (BUDG)
Votes: General Budget of the EU amendments, Adoption of Draft Reports.
Debates: Implementation report on the EU Trust Funds and the Facility for Refugees in Turkey 

Committee on Petitions (PETI)
There will be a Workshop on LGBTI+ rights in the EU and discussion on several petitions related to LGBTI and fundamental rights from petitioners in Germany, Poland, Spain, Hungary and Germany. There will also an exchange of views with Commissioner Dalli on the new disability strategy and on the protection of persons with disabilities through petitions.

Tuesday 23 March 

Committee on Budgetary Control (BUDG)
There will be an update on advance purchase agreement of vaccines against COVID-19, a joint meeting with DEVE on EU humanitarian aid for education, a joint meeting with ENVI on marine environment protection and on the EU’s initial contribution to the public health response to COVID-19, and joint meeting with ECON and JURI where there will be a public hearing on WIRECARD.

Committee on Economic and Monetary Affairs (ECON)
Debates: There will be debates on digital taxation covering OECD negotiations, tax residency of digital companies and a possible European Digital Tax. There will also be public hearings with the Chair of the Supervisory Board of the ECB and the Chair of the Single Resolution Board .

Committee on the Environment, Public Health and Food Safety Debates (ENVI)
There will be an exchange of views with the Commission on the issue of export of pesticides that have been banned in the EU and the setting of maximum residue limits for pesticides banned in the EU as well as an exchange of views the Executive Director of the European Medicines Agency, on the update of evaluation and authorisation of COVID-19 vaccines

Wednesday 24 March 

Plenary Session
Debates: There will be debates on the preparation of the European Council meeting of 25 and 26 March 2021, the Reform of EU Own Resources, Shaping digital education policy, cohesion policy and regional environment strategies in the fight against climate change, the Capital Markets Recovery Package: adjustments to the securitisation framework, the new EU-Africa Strategy, the implementation of the Ambient Air Quality Directives, the impact on fisheries of marine litter, the EU Strategy for Sustainable Tourism, strengthening the international role of the euro.
Votes: There will be votes on the procurement in the fields of defence and security and transfer of defence-related products and onApplication of the Rule of Law conditionality mechanism.

Thursday 25 March 

Plenary Session
Debates: Control of exports, brokering, technical assistance, transit and transfer of dual-use, European strategy for data, Commission evaluation report on the implementation of the General Data Protection Regulation two years after its application.

European Council


Thursday 25 March

COVID-19
The European Council will take stock of the roll-out of vaccines and the epidemiological situation and pursue the coordinated response to the pandemic crisis

Single Market, Industrial Policy Digital and the Economy
The European Council will discuss the key priorities for the single market, industrial policy and the digital transformation. The leaders will look at the Digital Compass, including targets set for 2030, and review work on digital taxation.

Friday 26 March

Eastern Mediterranean and Russia
The European Council will discuss the situation in the Eastern Mediterranean. The High Representative and the Commission are expected to submit a  report on EU-Turkey relations ahead of the meeting, following the conclusions of the European Council in December 2020. The EU leaders will also hold a strategic debate on the relations with Russia.

Council of Ministers


Monday 22 March

Foreign Affairs Council
EU ministers of foreign affairs will be briefed by the High Representative for Foreign Affairs and Security Policy, Josep Borrell, about current affairs, thereby reviewing a number of recent developments and upcoming events. They will then exchange views on the Southern neighbourhood and Turkey. Ministers will also hold an informal exchange with United Nations (UN) High Commissioner for Human Rights Michelle Bachelet

Monday 22 March – Tuesday 23 March

Agriculture and Fisheries Council
EU agriculture and fisheries ministers will meet to discuss fishing opportunities for stocks shared with the United Kingdom, the reform of the Common Agricultural Policy and measures against plant pests.

Tuesday 23 March 2021

Informal meeting of European affairs ministers
Ministers will prepare for the European Council on 25 and 26 March 2021. They will exchange views on the synthesis report on Council contributions on the 2021 European semester and will prepare the draft recommendation on the economic policy of the euro area. The Portuguese presidency will present an updated roadmap on the 2021 European semester. The Portuguese presidency will also inform ministers about the Conference on the Future of Europe.

Wednesday 24 March

Tripartite Social Summit
The main theme of this tripartite social summit will be “How to achieve a fair and sustainable recovery”, focusing on managing the health, economic and social crisis while maintaining emergency measures the contribution of the social partners at EU and national level for an economic and social recovery, the road to the Porto Social Summit.

Tuesday 23 March

Commissioner Timmermans delivers speech at the online Clean Energy Summit and holds a call with representatives of the CEO Action Group for the European Green Deal of the World Economic Forum.  

Wednesday 24 March

College Meeting
The College will meet to discuss the EU strategy on the rights of the child as well as the Action plan for the development of organic production: on the way to 2030.

Mr Josep Borrell receives Mr Antony Blinken, Secretary of State of the United States and participates in the NATO ministerial meeting.

Thursday 25 March

President von der Leyen participates in the European Council meeting.

Friday 26 March

The session will feature a debate on the European Disability Rights Strategy with Helena Dalli, European Commissioner for Equality, a debate with Olivér Várhelyi, European Commissioner for Neighbourhood and Enlargement, on Enhancing the accession process – A credible EU perspective for the Western Balkans, and a debate with Valdis Dombrovskis, Executive Vice-President of the European Commission for An Economy that Works for People

The 7th NAT commission meeting
The meeting will feature presentations on experiences and lessons learned by regions and cities during t​he COVID-19 crisis, European Health Union: Reinforcing the EU’s resilience, and a pharmaceutical strategy for Europe and legislative proposal for changing the mandate of the European Medicines Agency (EMA) among other things.

Friday 26 March  

Social Responsibility from a Gender Perspective 
his event, organised in partnership with the CoR, aims to discuss good practices for equal opportunities on the labour market. Discussion will centre around the EU Charter of Fundamental Rights. Territorial governance strategies will be defined to support a process based on local authorities’ actions.

7th ENVE Commission meeting
The ENVE commission meeting will feature debate on the Green Recovery and Climate Action in a global context.

The road towards 55: Implementing the EU 2030 Climate Target Workshop
The meeting will prepare the ground for the European Commission’s “Fit for 55” package to be presented in June.

Wednesday 24 March

National Procedures in the Implementation of the Civilian Common Security and Defence Policy Compact Workshop
This workshop aims to assess the current situation regarding national processes relating to the implementation of the Civilian Common Security and Defence Policy Compact. It also represents an opportunity to consider the route to follow in order to implement the pact by the summer of 2023.

Thursday 25 March

Conference on strengthening the role of the EU in the context of global health
The Ministry for Health and the Directorate-General for Health are organising a Conference on Global Health, dedicated to the topic of reinforcement of the role of the European Union in global health. Global health diplomacy, leadership in the plan for universal health coverage and the impact of climate change on health will be some of the issues covered.

Investment and Investment finance in the Czech Republic
The Czech Banking Association and the European Investment Bank in partnership with the Confideration of Industry of the Czech republic andIDEA are hosting the webinar ‘Investment and investment fiance in the Czech Republic’. The webinar will focus on investment needs and priorities for the Czech Republic in times of COVID-19, digitalisation and climate change. It brings together a group of economists, policymakers, as well as representatives from financial institutions and the business community.

Measuring impacts: The experience of the EIB-GDN program webinar
The webinars, designed as dissemination events for the EIB-GDN program on Applied Development Finance, will gather experts from around the world to discuss learnings from the program in terms of assessing impact investments in real time using local researchers and world experts; and adapting measuring and monitoring impacts during the current crisis, by using digital technology.

EU Climate leadership in the spotlight
This event that will see the European Commission and the European Investment Bank join forces to gather global leaders on climate action to forge a truly global green deal aimed at massively reducing our global carbon footprint, ensuring an equitable distribution of clean technologies, investing in breakthrough technologies and supporting a circular economy.

Tuesday 23 March – Wednesday 24 March

Session of Congress of Local and Regional Authorities
On the occasion of the first part of its 40th session, the Congress of Local and Regional Authorities will elect its President, and the Presidents and Vice-Presidents of its Chamber of local authorities and its Chamber of regions. The priorities for 2021-2026 and the Budget for the next biennium will be presented to members. The Monitoring, Governance and Current Affairs committees of the Congress will meet in parallel and elect their chairs and vice-chairs on this occasion. In addition, the Congress will consider a report on “Ensuring the respect of the European Charter on Local Self-Government in major crisis situations” and exchange views with German Minister of State for Europe, Michael Roth, on the priorities and activities of the German Presidency of the Committee of Ministers of the Council of Europe.
