Monday 10 May
Delegation for the European Economic Area and the North
There will be a meeting with the delegation for northern cooperation and for relations with Switzerland and Norway and to the EU-Iceland Joint Parliamentary Committee and the European Economic Area Joint Parliamentary Committee.
Special Committee on Beating Cancer
There will be an exchange on financing Europe’s Beating Cancer Plan; the European Union’s legislative competences in policies for fighting cancer; and on the Public Consultation Synopsis Report regarding the impact of the COVID-19 pandemic on cancer prevention, health services, cancer patients and research.
Committee on Foreign Affairs
Votes: The adoption of amendments on the recommendation to the council on the “75th Session of the United Nations General Assembly” 2020/2128(INI).
There will be debate on the EU long-term strategy towards Russia; the future of EU-US relations; a new EU-China strategy; and an exchange of views on the EU-India Leaders’ virtual meeting of 8 May 2021.
Committee on Development
Votes: Adoption of draft opinion on trade related aspects and implications of COVID-19.
There will be an exchange of views on the forced displacement situation – global challenges and prospects; and strengthening the future European financial Architecture for Development.
Joint Meeting: Committee on Economic and Monetary Affairs & Committee on Budgets
Votes: The provisional agreement resulting from interinstitutional negotiations: Public sector loan facility under the Just Transition Mechanism 2020/0100(COD).
There will be debates on the ongoing interinstitutional negotiations; and on the Recovery and Resilience Dialogue.
Committee on Economic and Monetary Affairs
Votes: Adoption of Competition policy – annual report 2020/2223(INI); Commission Delegated Regulation on the annual supervisory fees charged by the European Securities and Markets Authority to trade repositories for 2021; Commission Delegated Regulation regarding regulatory technical standards setting out the criteria to define managerial responsibility, control functions, material business units and a significant impact on a material business unit’s risk profile, and setting out criteria for identifying staff members or categories of staff whose professional activities have an impact on the institution’s risk profile; and Appointment of the Chairperson of the European Insurance and Occupational Pensions Authority.
Committee on Fisheries
Votes: There will be vote on the adoption of the opinion for establishing the Brexit Adjustment Reserve (COD); and challenges and opportunities for the fishing sector in the Black Sea (INI)
There will be a presentation by Scientific, Technical and Economic Committee for Fisheries, monitoring the performance of the Common Fisheries Policy (Art. 50 CFP).
Committee on Culture and Education
Votes: There will be votes on ‘Erasmus’: the Union programme for education, training, youth and sport (COD); Establishing the Creative Europe programme (2021 to 2027) COD); and Establishing the European Solidarity Corps programme (COD).
There will be debates on Presentation of the study “Education and Youth in post-COVID-19 Europe – Crisis effects and policy recommendations” by the Policy Department B; Presentation of the House of European History’s work during Covid times; and exchange of view with Commission Vice-President Věra Jourová; and a structured dialogue with youth.
Committee on Legal Affairs
There will be structured dialogue with Margrethe Vestager, Executive Vice-President of the European Commission for A Europe Fit for the Digital Age; and Věra Jourová, Vice-President of the European Commission for Values and Transparency. There will also be reporting on disclosure of income tax information by certain undertakings and branches(COD).
Committee on Civil Liberties, Justice and Home Affairs
Votes: There will be voting on the election of the third Vice-Chair of the LIBE Committee; and the adequate protection of personal data by the United Kingdom (RSP).
There will be debate on the communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on the EU Strategy on Combatting Trafficking in Human Beings 2021-2025; and on the reporting of LIBE Democracy, Rule of Law and Fundamental Rights Monitoring Group activities. There will also be debates on the framework for the issuance, verification and acceptance of interoperable certificates on vaccination, testing and recovery (1) to facilitate free movement during the COVID-19 pandemic and (2) to third-country nationals legally staying or legally residing in the territories of Member States during the COVID-19 pandemic (Digital Green Certificate) (COD); and an exchange of view with journalists on recent investigations linked to the migration situation in the Mediterranean.
Joint Meeting: Committee on Women’s Rights and Gender Equality & Committee on Civil Liberties, Justice and Home Affairs
There will be a presentation on the communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on the EU Strategy on Combatting Trafficking in Human Beings 2021-2025.
Committee on Constitutional Affairs
There will be an exchange of views with Maroš Šefčovič, Vice-President of the European Commission for Interinstitutional Relations and Foresight.
Committee on Women’s Rights and Gender Equality
Votes: There will be voting on the amendment of the situation of sexual and reproductive health and rights in the EU, in the frame of women’s health (INI); and on the workshop on “GBV in education: Addressing behaviours and patterns of perpetrators, raising awareness among the boys” organised by Policy Department C.

Joint Meeting: Committee on Legal Affairs & Committee on Civil Liberties, Justice and Home Affairs
There will be an exchange of views on strengthening Democracy and Media Freedom and Pluralism in the EU: the undue use of actions under civil and criminal law to silence journalists, NGOs and civil society (INI).
Committee on Civil Liberties, Justice and Home Affairs
Votes: There will be votes on the adoption of the implementation report on the EU Trust Funds and the Facility for Refugees in Turkey (INI); Parliament’s right of initiative (INI); The adequate protection of personal data by the United Kingdom (RSP); Establishing an exchange, assistance and training programme for the protection of the euro against counterfeiting for the period 2021-2027 (the ‘Pericles IV programme’) (COD); and Regulation extending to the non-participating Member States the application of Regulation (EU) No …/2018 establishing an exchange, assistance and training programme for the protection of the euro against counterfeiting for the period 2021-2027 (the ‘Pericles IV’ programme) (APP).
Committee on Women’s Rights and Gender Equality
There will be a vote on the adoption of the situation of sexual and reproductive health and rights in the EU, in the frame of women’s health (INI) .

Monday 10 May
Foreign Affairs Council
EU ministers of foreign affairs will be briefed about current affairs by Josep Borrell, EU High Representative for Foreign Affairs and Security Policy. They will review a number of recent developments and upcoming events. Ministers will also exchange views on the Western Balkans, transatlantic relations and Belarus.
EU-Kazakhstan Cooperation Council
The 18th meeting between the EU and Kazakhstan will discuss the state of play and next steps concerning the EU-Kazakhstan Enhanced Partnership and Cooperation Agreement, political, economic and trade matters, including internal reforms, regional trade, the rule of law and human rights and regional and international developments and cooperation, including security
Tuesday 11 May
General Affairs Council
Ministers will prepare for the special European Council. They will be briefed by the presidency on the Conference on the Future of Europe. Ministers will also focus on the state of play of the coordination of the EU’s response to COVID-19.

Mental health and the pandemic: living, caring, acting!
This online event aims to highlight the mental health impact of COVID-19 by giving a voice to those affected,
illustrating what it means to live in a world defined by COVID-19; looking at the situation of different groups in our society, including people with pre-existing mental health problems and those providing care, sharing examples and promising practices, exploring what we know and what we need to understand better, and discussing how to ensure that our health systems are well-equipped, now and in the future.

The European Citizens’ Initiative: Denmark in focus
This event will cover how the European Citizens’ Initiative (ECI) works and how people can get involved – and co-create a participatory space to connect, exchange and understand the support network available to initiative organisers. It will take place online and focus on a Danish audience.

Vice-President Dombrovskis speaks at the webinar ‘EU Trade policy in a post-COVID world’ organised by the Institute of International and European Affairs.
Wednesday 12 May
College Meeting
This week the college discuss a communication on zero-pollution for water, air and soil, and a communication on a new approach for a sustainable blue economy in the EU, which refers to sustainable economic activities related to oceans, seas and coasts.
President Von der Leyen chairs the Steering Board of the Recovery and Resilience Task Force.
Vice-President Schinas receives United Nations High Commissioner for Refugees, Filippo Grandi.

Public hearing on the European Pillar of Social Rights Action Plan
The European Economic and Social Committee will host a virtual public hearing on the European Commissions proposed European Pillar of Social Rights Action Plan with the aim of gathering opinions from institutional and civil society on the proposal to form their opinion.

This webinar aims to create an opportunity for debate and focus on the needs and the rights of LGBTI people, revealing the importance of International Day Against Homophobia, Transphobia and Biphobia (IDAHOT) and reaffirming the commitment to combating discrimination based on sexual orientation, gender identity and expression, and sex characteristics.

Conference on “Gender equality and the Istanbul Convention: a decade of action”
This online conference marks the 10th anniversary of the opening for signature of the Istanbul Convention. It is expected to reaffirm the political will of states parties to fully implement the Convention, and to generate genuine interest in the Convention among key stakeholders, media and NGO representatives in states who are not yet parties. The conference will discuss the implementation of the Council of Europe Recommendation on preventing and combating sexism and the related Council of Europe campaign “Sexism: See it. Name it. Stop it!”, highlighting relevant initiatives of decision makers and civil society at the national and regional level.

Ibero-American Federation of Ombudsmen – Venice Principles
The aim of this online conference, organised by the Venice Commission, is to raise awareness of the “Venice Principles” in Latin America and to strengthen a common tradition of democracy, human rights, rule of law and good governance in Latin America as well as to compare the regional experience with the European one. The Conference is an opportunity to make the “Venice Principles” a living text that can be adapted to different legal and political contexts beyond the European model.
