European Parliament


Monday 14 June

Inter-parliamentary conference on migration and asylum
National MPs and MEPs will meet to discuss the impact of the COVID-19 pandemic and the external dimension of asylum and migration policies. The conference will be opened by Parliament President David Sassoli, the Presidents of the Portuguese parliament, Eduardo Ferro Rodrigues, the Slovenian parliament, Igor Zorčič, and the German parliament, Wolfgang Schäuble.

Committee on Foreign Affairs
In association with the Delegation for Northern cooperation and for relations with Switzerland and Norway and to the EU-Iceland Joint Parliamentary Committee and the European Economic Area, there will be a joint parliamentary committee with an exchange of views on the decision of the Swiss Federal Council to terminate negotiations of the EU-Swiss Institutional Framework Agreement. There will also be an exchange of views with the European External Action Service on the situation in Burkina Faso.

Committee on Development
There will be an exchange of view with the European Commission on the EU’s humanitarian response to the crisis in Nagorno-Karabakh and alleged sexual abuses by humanitarian aid workers in Eastern Democratic Republic of Congo. There will also be an adoption of joint DEVE/AGRI oral question on EU contribution to transforming global food systems to achieve Sustainable Development Goals.

Committee on Budgets
There will be a joint committee meeting with the Committee on Economic and Monetary Affairs and the Committee on Budget where there will be an exchange of views with Commissioner Elisa Ferreira on the implementation of the Technical Support Instrument.

Committee on Budgetary Control
There will be debates on the adoptions of a draft report on Control of the financial activities of the European Investment Bank – annual report 2019 and the Protection of the EU’s financial interests – combatting fraud – annual report 2019. There will also be a consideration of the draft opinion of European political parties report 2021.

Committee on Economic and Monetary Affairs
There will be votes on the adoption of draft report on the Amending Directive on the common system of value added tax as regards conferral of implementing powers to the Commission to determine the meaning of the terms used in certain provisions of that Directive, and on the European Statistical Governance Advisory Board: Nomination to the Board. There will be debate on the “digital finance” package including the Markets in Crypto-assets; the Pilot regime for market infrastructures based on distributed ledger technology; the Digital operational resilience for the financial sector regulation; and the Digital operational resilience for the financial sector and temporary exemption for multilateral trading facilities, directive.

Committee on Legal Affairs
There will be a joint vote with the Committee on Economic and Monetary Affairs on the provisional agreement resulting from interinstitutional negotiations on the disclosure of income tax information by certain undertakings and branches. There will be debates on the consideration of the draft report for an intellectual property action plan to support the EU’s recovery and resilience and consideration of the draft opinion for contestable and fair markets in the digital sector. There will be a presentation of the study on A Statute for a European Associations and Non-profit Organisations. There will also be a vote on the provisional agreement resulting from interinstitutional negotiations on the disclosure of income tax information by certain undertakings and branches.

Committee on Employment and Social Affairs
There will be a hearing on the EU-OSHA Executive Director nominee. There will be an exchange of views with Commission representatives on the introduction of an European Social Security number with a personal labour card.

Joint Meeting: Special Committee on Artificial Intelligence in a Digital Age & Committee on Agriculture and Rural Development
There will be a joint public hearing on the draft programme on “Artificial intelligence on agriculture and food security”.

Tuesday 15 June

Committee on Foreign Affairs
Jointly with the Committee on Development, there will be an exchange of views with Special European Envoy and Minister of Foreign Affairs of Finland on his recent visit to Ethiopia and Sudan. There will also be an adoption of motion for a resolution on the EU global human rights sanctions regime. There will be an extraordinary meeting jointly with the Committee on Development on geopolitical dialogue on the Neighbourhood, Development and International Cooperation Instrument – Global Europe

Joint Meeting: Committee on Development & Committee on Foreign Affairs
There will be a geopolitical debate on the Neighbourhood, Development and International Cooperation Instrument – Global Europe Vice-President Borrell.

Special Committee on Foreign Interference in all Democratic Processes in the European Union, including Disinformation
There will be a hearing in association with the Committee on Culture and Education on How history, culture and education can help counter disinformation.

Committee on Budgetary Control
There will be an exchange of views on the OLAF Annual report 2020, the OLAF Supervisory Committee Annual Activity Report 202, and the Alleged Fraud on Eu funds – The “Mafia Trial”. There will be a public hearing re: Will simplifications suggested for the new period bring the necessary balance between more efficient, effective and correct spending of EU funds? There will be a debate on The creation of guidelines for the application of the general regime of conditionality for the protection of the Union budget as well as a presentation of the ECA Special Report 06/2021:  Financial instruments in cohesion policy at closure of the 2007–2013 period: verification work yielded good results overall, but some errors remained.

Committee on Employment and Social Affairs
There will be an exchange of views with the Director of the European Union Fundamental Rights Agency on their opinion “Equality in the EU 20 years on from the initial implementation of the equality directives” and a debate on EU-Africa: facing social and economic challenges together.

Committee on the Environment, Public Health and Food Safety
There will be an exchange of view with the Commission on the post-Euro 6/VI emission standards for cars, vans, lorries and buses, the regulation concerning batteries and waste batteries, repealing Directive 2006/66/EC and amending Regulations (EU) No 2019/1020 (2020/0353(COD)), and a presentation report on the Joint Research Centre report on “The European bioeconomy in 2050: four foresight scenarios”. There will be a vote on the adoption of the draft report on the General Union Environment Action Programme to 2030.

Committee on Regional Development
There will be votes on the Common provisions on the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, and the European Maritime and Fisheries Fund and financial rules for those and for the Asylum and Migration Fund, the Internal Security Fund and the Border Management and Visa Instrument; European Regional Development Fund and on the Cohesion Fund; Specific provisions for the European territorial cooperation goal supported by the European Regional Development Fund and external financing instruments; and Guidelines for trans-European energy infrastructure and repealing Regulation. There will be a presentation on the Study commissioned by Policy Department B on “EU lagging regions: state of play and future challenges”.

Joint Meeting: Committee on Legal Affairs & Committee on Civil Liberties, Justice and Home Affairs
There will be a presentation of the study on The Use of SLAPPs to Silence Journalists, NGOs and Civil Society.

Committee on Constitutional Affairs
There will be debates on Citizens’ dialogues and Citizens’ participation in the EU decision-making, Modification of the Act concerning the election of the Members of the European Parliament by direct suffrage pursuant to Article 223(1) of the Treaty on the Functioning of the European Union, the Assessment of the implementation of Article 50 TEU, The Conference on the Future of Europe and the role of the European Parliament, and on Strengthening transparency and integrity in the EU institutions by setting up an independent EU ethics body. There will also be a public hearing on “The Legislative Power in the EU”, as well as an exchange of views on the European political parties report 2021 with representative of the European political parties. There will also be votes on the adoption of amendments and the draft report on the Citizens’ dialogues and Citizens’ participation in the EU decision-making.

Committee on Women’s Rights and Gender Equality
There will be a hearing on various aspects of women in poverty following the COVID impact. There will be adoption of question for oral answer on MeToo and the consequences in the institutions/ There will be an exchange of view on the Generation Equality Forum, Paris and the Gender perspective in the national plans and implementation of the Recovery and Resilience Facility.

Wednesday 16 June

Special Committee on Beating Cancer
There will be an exchange of views with the World Health Organisation, the European Commission and Member States on National Cancer Control Programmes.

Subcommittee on Human Rights
Jointly with the Special Committee on Foreign Interference in all Democratic Processes in the EU, including Disinformation, there will be a presentation of the study: “Digital technologies as a means of repression and control”. Jointly with the Committee on Foreign Affairs and in association with the Delegation for relations with Afghanistan, there will be an exchange of views on women’s rights and women’s participation in the reconstruction process of Afghanistan. In association with the Delegation for relations with the countries of Southeast Asia and the Association of Southeast Asian Nations there will be an exchange of views on the human rights situation in Myanmar.

Subcommittee on Security and Defence
There will be an exchange of views with the Director General of the EU Military Staff on the mission report from the Federal Republic of Somalia. Jointly with the Committee on Foreign Affairs, there will be an exchange of view on the crisis in the Republic of Mali and the implication for CSDP. There will be an exchange of views on moving towards a European Union Operational Headquarters: the Strategic Review of the Military Planning and Conduct Capability and the EU’s Climate Change and Defence Roadmap and presentation of the study on “Preparing the Common Security and Defence Policy for the new security environment created by climate change”. In association with the Delegation for relations with the People’s Republic of China, there will be an exchange of views on China’s military build-up. There will also be a consideration of amendments on measures for a high common level of cybersecurity across the Union, repealing Directive and consideration of the draft opinion for resilience of critical entities

Subcommittee on Tax Matters
There will be consideration of amendments on Reforming the EU policy on harmful tax practices and there will be an exchange of views with Members of the Finance Committee of the French national parliament, the Assemblée nationale on the reform of the international tax system and on the EU’s digital levy.

Committee on International Trade
There will be an exchange of views on the trade aspects of the updated 2020 New Industrial Strategy, and on the EU-Switzerland trade relations following Switzerland’s decision to terminate the negotiations on the EU-Swiss Institutional Framework Agreement.

Joint Meeting: Committee on Petitions & Committee on Agriculture and Rural Developments
There will be a joint public hearing on “How to treat farmers in a fair and equal manner across the European Union”.

Committee on Fisheries
There will be an exchange of views with Commission representatives on World Trade Organisation negotiations on fisheries subsidies. There will be a public hearing on the Future of EU-UK fisheries relations after Brexit. There will also be final votes on the adoption of a draft report for rebuilding fish stocks in the Mediterranean Sea: assessment and next steps; Fishers for the future: Attracting a new generation of labour to the fishing industry and generating employment in coastal communities, adoption of draft report; and A European strategy for offshore renewable energy, adoption of draft opinion.

Committee on Civil Liberties, Justice and Home Affairs
There will be consideration of draft recommendation for second reading and adoption  for the Proposal for a Regulation of the European Parliament and of the Council amending several regulations, and for amending regulations as regards the establishment of the conditions for accessing other EU information systems for Visa Information System purposes. There will be an exchange of views with Europol and European Data Protection Supervisor on the implementation of Europol action plan to address the admonishment by EDPS following an own-initiative inquiry on internal big data challenges and on a Presentation of the European Drug Report 2021. There will be a presentation by Europol on Europol’s annual EU Terrorism Situation and Trend Report and a presentation by Commissioner Johansson on the EU strategy on voluntary return and reintegration. Activities of the Frontex Scrutiny Working Group and LIBE Democracy, Rule of Law and Fundamental Rights Monitoring Group activities will be reporting back to the committee.

Committee on Petitions
There will be a final vote on Draft Oral Question on Vaccine strategy and a vote on amendments to the Draft Motion for Resolution on Vaccine strategy.

Thursday 17 June

Subcommittee on Human Rights
In association with the Delegation for relations with the South Caucasu there will be a follow-up to the EU-Azerbaijan Human Rights Dialogue of 26 April 2021. There will also be an exchange if views on  corruption and human rights in the context of the recommendation on the matte and on the human rights dimension of the new European Union’s Integrated Strategy in the Sahel.

Subcommittee on Security and Defence
In association with the Delegation for relations with Japan there will be an exchange of views on the EU-Japan Strategic Partnership: trends and prospects for closer cooperation in security and defence as well as a consideration of amendments on the State of EU cyber defence capabilities.

Committee on Fisheries
There will be debates on the Sustainable Fisheries Partnership Agreement between the European Union on the one hand, and the Government of Greenland and the Government of Denmark, on the other hand and the Implementation Protocol thereto. There will also be s presentation by the Commission on the Commission Working Document evaluating Regulation 2016/2336 establishing specific conditions for fishing for deep-sea stocks in the north-east Atlantic.

Committee on Petitions
There will be a final vote on the draft motion for a resolution on Vaccine strategy.

European Council


Monday 14 June

EU-Canada Summit
The EU and Canada will hold their 18th summit in Brussels. The EU will be represented by the President of the European Council, Charles Michel, and by the President of the European Commission, Ursula von der Leyen. Canada will be represented by Prime Minister Justin Trudeau. The leaders are expected to discuss COVID-19 response and recovery; fighting climate change and protecting the environment; trade, technology and innovation; and promoting democratic values, peace and security, among other topics.

Tuesday 15 June

EU-US Summit
The EU and the US will hold a summit in Brussels. The EU will be represented by the President of the European Council, Charles Michel, and by the President of the European Commission, Ursula von der Leyen. The US will be represented by President Joe Biden. The leaders are expected to address various issues including COVID-19, climate, trade and investment, technology, foreign affairs, and common values.

Council of Ministers


Monday 14 June

Informal video conference of foreign affairs ministers (Development)
This meeting will be chaired by EU High Representative for Foreign Affairs and Security Policy, Vice President Josep Borrell. Ministers will discuss EU cooperation with middle-income countries – development in transition. There will also be an exchange of views on human development.

Monday 14 – Tuesday 15 June

Employment, Social Policy, Health and Consumer Affairs Council
Employment and social affairs ministers will meet on Monday to discuss minimum wages, the follow up of the Porto Social Summit and the new challenges for social dialogue and collective bargaining. The Council is expected to adopt a recommendation establishing a European Child Guarantee. On Tuesday the health ministers will discuss a reinforced role for the European Medicines Agency in crisis preparedness, and access to medicines and medical devices. Ministers will also exchange view on the EU’s response to the pandemic situation.

Thursday 17 June

Eurogroup
The Eurogroup meet today, the topics on the agenda include post-programme surveillance, Greece: 10th enhanced surveillance report and policy contingent debt measures, the International Monetary Fund article IV interim mission to the euro area, the functioning of the Exchange Rate Mechanism II as well ass reporting from the working group chai and preparation of the June Euro Summit on completing the banking union.

Friday 18 June

Economic and Financial Affairs Council
EU economic and finance ministers will debate the economic recovery in Europe on the implementation of the Recovery and Resilience Facility, VAT issues and the state of play of the banking union. They will also exchange views on financial services and fiscal sustainability and focus on the European Semester 2021. Ministers are also expected to approve terms of reference for the meeting of the G20 finance ministers and central bank governors that will take place from 7 to 10 July 2021.

Covenant of Mayors investment forum: Energy efficiency finance market place
The 2021 edition of the Covenant of Mayors investment forum – energy efficiency finance market place is jointly organised by the European Commission’s Directorates-Generals for Energy and Climate Action and the Executive Agency for small and medium-sized enterprises. The conference will include representatives from the Covenant of Mayors initiative, the investment community and the European Commission. It will also showcase successful projects financing energy efficiency, climate adaptation, clean mobility and innovative energy planning.

Annual privacy forum 2021
The EU Agency for cybersecurity, the European Commission and the University of Oslo are organising the online Annual Privacy Forum 2021. The forum will discuss how the value of personal data in the online world has significantly increased over the last years as electronic products, services and processes have permeated every fold of everyday life. It will also discuss limitation in the transparency, the functionality and interconnectivity of online and communication services increases the risk of having personal data processed out of control of any accountable person or organisation, or simply becoming exposed to all sorts of privacy threats.

Friday 18 June

Vice-President Šefčovič delivers a speech on EU-UK relation at the closing ceremony of the 2020-21 Mario Soares Promotion at the College of Europe in Bruges, Belgium

Inaugural Plenary on the Conference on the Future of Europe
The inaugural plenary on the Conference on the Future of Europe will take place in Strasbourg, with remote and physical participation and will include presentations on the European Citizens’ Panels and on the Multilingual Digital Platform.

Webinar of the Digital Transition and the Single Market Observatory
This online webinar will focus on two topics related to digitalisation. It will discuss how AI can help address Covid-19 crisis and also focus on the Digital Innovation Hubs and their role in promoting the uptake of digital technologies in EU businesses.

Friday 18 June

Towards a holistic strategy on sustainable and equitable rural and urban development
The European Economic and Social Committee and the European Rural Parliament are hosting an online public hearing to discuss ways to achieve sustainability and prosperity through new ways of cooperation between rural and urban areas. The event will share ideas on how to co-develop a holistic, forward-looking approach for sustainable rural and urban development in the EU.

Monday 14 June

Pastoralism: A crucial tool to tackle with sustainability challenges in EU and beyond  
This online event is organised by the European Committee of the Regions’ NAT Commission with the support of Yolda Initiative, Euromontana and Regional IYRP Support Group for Europe. This event aims at providing a platform for a well-informed dialogue and for raising suggestions on the content of a future EU Action Plan for Pastoralism, including actions to support the UN designation of an IYRP.

Tuesday 15 June

Meeting of the CoR-EC Broadband Platform
European Commission experts and local and regional politicians will virtually gather to discuss challenges and opportunities linked to digital transition and connectivity for the cities and regions in Europe. This second meeting in 2021 will focus on how to measure digital transformation, including through the Digital Compass/Digital Decade initiative by the European Commission and the CoR-ESPON LORDI index, and on embedding these initiatives in the green and digital transformation at local level. 

Wednesday 16 June

Migration and the European Union: Multi-Level Governance as a Solution  
This online webinar is organised by the European Committee of the Regions and the European Parliamentary Research Service and the Austrian Institute for Federalism and sims to highlight the current challenges in relation to migration and integration policies in the European Union, and propose a solution.

Friday 18 June

Online Workshop for Local and Regional Authorities: Setting Up a Local Integration Strategy – Stakeholder Involvement and Ownership
The European Commission and the European Committee of the Regions are organising this online event which will bring together cities and regions from across the EU to share experiences and good practices on how to design and implement local integration strategies and will focus specifically on how to involve relevant stakeholders in the design and implementation of these strategies.

C-DAYS 2021 – Cybersecurity Conference
The C-DAYS Annual Cybersecurity Conference is an important moment for debate between decision-makers, professionals, researchers, students and civil society on subjects related to cybersecurity, from different perspectives: strategic, operational and technical. It will focus on cybersecurity skills and the need to make these commonplace among people and organisations.

Tuesday 15 June

European Competition Day
This conference will cover several current topics, including digital markets, the economic recovery and the role of competition for a more inclusive and social Europe. It will bring together experts in competition law and economics, including government representatives, competition authorities and representatives of the private sector and academia.

Thursday 17 June

European Citizens Event
The Portuguese Presidency is hosting a European citizens event in Lisbon, Portugal in the framework of the Conference on the Future of Europe. This hybrid event will give participants the opportunity to discuss their expectations from the Conference with the three Co-Chairs.

Thursday 17 – Friday 18 June

 17th European Forum of Official Gazettes
The representatives of the organisations responsible for publishing the official gazettes of the Member States of the European Union and the EU Publications Office will be attending the annual conference of the “European Forum of Official Gazettes”. This annual event is aimed at sharing ideas and experiences on publication processes, the accessibility of the law, technological innovations and best practices among official publishers. Since 2005, the forum has also invited journalists from countries outside the EU to take part as observers.

Conference on the Launch of the Creative Europe Programme
To launch the Creative Europe Programme, the Portuguese Presidency is hosting a two-day hybrid conference. This conference will feature speakers from all over European representing different stakeholders, with the aim of getting Europe behind the new Creative Europe Programme and fostering broad debate on the main strategic innovations and new priorities for the 2021-2027 cycle.

Friday 18 June

The Trans-European Networks for Energy – A Milestone towards a Renewables-powered EU
This online conference is organised by the EIB, IRENA and the Ministry of Energy of Luxembourg and will gather experts from various backgrounds, political leaders, industry and civil society organisations to discuss the future of the EU energy infrastructure.

Tuesday 15 – Thursday 17 June

Second part of the 40th Session of the Congress
The Congress of Local and Regional Authorities will hold the second part of its 40th Session remotely. It will consider two report on LGBTI issues: the Protection of LGBTI people in the context of rising anti-LGBTI hate speech and discrimination and the role of local and regional authorities,; and the role of local authorities and the situation and rights of LGBTI people in Poland. The Congress will adopt the monitoring reports on Armenia, Azerbaijan and Bulgaria. and will also consider “Recurring issues based on assessments resulting from Congress monitoring of the European Charter of Local Self-Government and election observation missions (reference period 2017-2020)”.

Saturday 19 – Monday 21 June

Armenia: PACE election observation mission
A delegation of the Venice Commission will accompany the Parliamentary Assembly of the Council of Europe election observation delegation to advise on the legal framework of the early parliamentary elections held on 20 June 2021 in Armenia. The delegation will observe the opening, voting and counting process of the election.

OSCE Parliamentary Assembly


Monday 14 – Wednesday 16 June

21st Conference of the Alliance against Trafficking in Persons
This hybrid conference will take place in Hofburg, Austria and on Zoom and will put a spotlight on addressing demand as a means of prevention – and specifically on discouraging the demand that fosters trafficking for the purposes of labour and sexual exploitation as a core, long0term strategy towards ending Trafficking in Human Beings. he conference will aim to raise high-level attention to the international obligations States have to discourage that demand, discuss the value of this approach as a method of prevention, provide States with knowledge of effective tools, and offer guidance on how to implement such tools in order to meet their international obligations and commitments.

Addressing Demand in Human Trafficking: Ensuring Survivor Voices in All Anti-Trafficking Policies
The OSCE Office for Democratic Institutions and Human Rights and the Inter-Agency Coordination Group against Trafficking in Persons are organising this joint online event as part of the 21st Alliance Against Trafficking in Persons Conference. The event will also aim to foster the growth of national and international survivor networks, and survivor leadership so they can provide OSCE participating States with a valuable resource to strengthen national anti-trafficking efforts in implementing Palermo Protocol Article 9.

Community Policing and Addressing Demand for Trafficking in Human Beings
This online event is jointly organised by the OSCE Office for Democratic Institutions and Rights and the Transnational Threat Department/ Strategic Police Matter Unit to provide a forum for reflection on community policing and the valuable role of law enforcement in addressing demand for trafficking in human beings. The event will focus on the promotion of a dialogue between law enforcement and communities at large, and those at risk of human trafficking in particular.
