Creating a Union of Freedom and Equal Rights for All
The European Movement International, with the kind sponsorship of METRO AG, is holding its upcoming digital panel discussion entitled Creating a Union of Freedom and Equal Rights for All. The panel discussion will serve to promote dialogue and explore how to amplify the voice and enhance the protection of the LGBTIQ community across Europe and worldwide, and what role the EU, civil society and business can play.

European Parliament


Monday 21 June

Delegation for relations with the People’s Republic of China
The delegation for relation with the People’s Republic of China will have a meeting and exchange views on China’s 14th Five-Year Plan.

Committee on Economic and Monetary Affairs
There will be a vote on the adoption of a draft report on The  review of the macroeconomic legislative framework for a better impact on Europe’s real economy and improved transparency of decision-making and democratic accountability. There will be a structured dialogues on taxation with the Commissioner for Economy, Monetary Dialogue with the President of the European Central Bank, and Economic Dialogue and exchange of views with the President of the Eurogroup.

Committee on the Internal Market and Consumer Protection
There will be debates on Contestable and fair markets in the digital sector, an exchange of views with the Vice-President of the European Commission in charge of Interinstitutional Relations and Foresight, on the Internal Market and Customs aspects of the implementation of the Protocol of the Withdrawal Agreement of the U.K. on Ireland and Northern Ireland, and the Single Market for Digital Services. There will also be a public hearing on the Regulation of online platforms and digital service providers in the digital single marker: ensuring effective protection of European consumers in the digital economy.

Committee on Culture and Education
There will be debates on the Draft Budget 2022, Strengthening Democracy and Media Freedom and Pluralism in the EU: the undue use of actions under civil and criminal law to silence journalists, NGOs and civil society, An intellectual property action plan to support the EU’s recovery and resilience, and Contestable and fair markets in the digital sector.

Tuesday 22 June

Delegation for relation with ASEAN countries
The Delegation for relations with the countries of Southeast Asia and the Association of Southeast Asian Nations will host an Interparliamentary Assembly.

Special Committee on Foreign Interference in all Democratic Processes in the European Union, including Disinformation
There will be a presentation of the study on “Best Practises in the whole-of-society approach in countering hybrid threats”, presented by the Global Security Programmes, The Finnish Institute of International Affairs. There will also be a presentation of the study on “Investing in destabilisation: How foreign money is used to undermine democracy in the EU” presented by Montalcini” Assistant Professor in Political Science. There will also be consideration of working documentation building EU resilience against hybrid threats on Foreign interference in all democratic processes in the European Union, including disinformation.

Subcommittee on Tax Matters
There will be a public hearing on “The development of new tax practices: what new schemes should the EU pay attention to?”. There will be an exchange of views with the Deputy Assistant Secretary for Multilateral Tax Office of Tax Policy – US Department of the Treasury.

Joint Meeting: Committee on Civil Liberties, Justice and Home Affairs & Committee on Budgets & Committee on Budgetary Control
There will be a presentation of the special report on the European Court of Auditors Special Report 08/2021: Frontex’s support to external border management: not sufficiently effective to date.

Committee on the Internal Market and Consumer Protection
There will be a debate with the Council on the safety of toys (Toy Safety Directive).

Committee on Agriculture and Rural Development
There will be a public hearing on Perspectives of animal production in the EU in the context of the Green Deal, Farm to Fork and Biodiversity Strategies.

Committee on Culture and Education
There will be a presentation of the study on “EU sports policy: assessment and possible ways forward” by Policy Department B. There will be an exchange of views on the Eu sports policy: assessment and possible wats forward and with the Director of EACEA. There will also be a public hearing on “Creative Europe and the cultural and creative sectors in Horizon Europe: how can synergies and potential be maximized?”.

Committee on Constitutional Affairs
There will be votes on amendments to Parliament’s Rules of Procedure concerning Rules 99, 197, 213, 214, 222, 223, 230, 235 and Annex V, and on insertion of a new Rule 106a , and on Strengthening transparency and integrity in the EU institutions by setting up an independent EU ethics body. There will be an interparliamentary Committee Meeting on Reform of the European Electoral Law and the European Parliament’s Right of Inquiry – European Parliament – National Parliaments. There will be debates with European political parties, assessment of the implementation of Article 50 TEU, the General budget of the European Union for the financial year 2022, and the Working Document N°4 on The principles of subsidiarity and proportionality.

Wednesday 23 June

Plenary Session
There will be debates on Council and Commission statements – Preparation of the European Council meeting of 24-25 June 2021 and Relaunch of the Malta Declaration and the use of an effective solidarity mechanism; Common provisions on European Regional Development Fund, European Social Fund Plus, Cohesion Fund, Just Transition Fund, European Maritime, Fisheries and Aquaculture Fund and financial rules for those and for Asylum, Migration and Integration Fund, Internal Security Fund and Instrument for Financial Support for Border Management and Visa Policy 2021–2027; European Regional Development Fund  and Cohesion Fund 2021–2027; Specific provisions for European territorial cooperation goal  supported by European Regional Development Fund and external financing instruments 2021–2027; Commission’s 2020 Rule of law report; Sexual and reproductive health and rights in the EU, in the frame of women’s health; 25th anniversary of the International Conference on Population and Development; 2019-2020 Reports on Bosnia and Herzegovina; Foreign Interference in democratic processes; and European High Performance Computing Joint Undertaking. There will also be a presentation of Regulatory fitness, subsidiarity and proportionality – report on Better Law Making 2017, 2018 and 2019.
Votes: There will be a vote on the provisional agreement Conservation and enforcement measures applicable in the Regulatory Area of the Northwest Atlantic Fisheries Organisation. There will be a single votes on Cross-border payments in the Union; Official controls on animals and products of animal origin in order to ensure compliance with the prohibition of certain uses of antimicrobials; Regulations and general conditions governing the performance of the Ombudsman’s duties; EU-Thailand, Eu-Indonesia, and EU-Argentina Agreements: : modification of concessions on all the tariff-rate quotas included in the EU Schedule CLXXV as a consequence of the United Kingdom’s withdrawal from the European Union; and Challenges and opportunities for the fishing sector in the Black Sea. There will be votes on amendments to the Visa Information System: visa processing and conditions for accessing other EU information systems for VIS purposes; and  The role of the EU’s development cooperation and humanitarian assistance in addressing the consequences of the COVID-19 pandemic.

Thursday 24 June

Delegation for relations with the Maghreb countries
The delegation or relations with the Maghreb countries and the Arab Maghreb Union, including the EU-Morocco, EU-Tunisia and EU-Algeria Joint Parliamentary Committees will have an exchange of views with the Minister for Foreign Affairs of Mauritania.

Plenary Session
There will be debates on the European Climate Law; the Public sector loan facility under the Just Transition Mechanism; Council and Commission statements – Urgent need to complete the procedures for nominations for the full functioning of the European Public Prosecutor’s Office; and the Commission statement – The Future of EU-Swiss relations.

European Council


Thursday 24 – Friday 25 June

European Council
EU leaders will meet for a two day Council in Brussels. The topics that will be discussed will include the current epidemiological and vaccine situation with COVID-19 and the current obstacles related to the freedom of movement across Europe; the implementation of Next Generation EU and the economic recovery; the migration situation; and external relations, including relations with Turkey and Russia.

Friday 25 June

Euro Summit
EU leaders will discuss the economic challenges for the euro area in the aftermath of the COVID-19 crisis. They will also review progress on the banking union and capital markets union.

Council of Ministers


Monday 21 June

Foreign Affairs Council
The Foreign Affairs Council will be chaired by the High Representative for Foreign Affairs and Security Policy, Josep Borrell. The meeting will discuss current affairs and ministers will have the opportunity to receive updates and react to the latest developments regarding the issues on the agenda. There will be an exchanges of views on Belarus, Iraq and Latin America. EU Foreign Affairs Ministers will also have an informal exchange with the Foreign Minister of Iraq, Minister Fuad Hussein.

Tuesday 22 June

General Affairs Council
The Council will prepare for the European Council meeting. Ministers will also exchange views on enlargement and the stabilisation and association process, ahead of the intergovernmental conferences with Serbia and Montenegro taking place on the same day. The presidency will inform ministers about the Conference on the Future of Europe. The Council will hold hearings concerning Article 7 TEU procedures: on rule of law in Poland and on values of the Union in Hungary. The ministers will also be briefed about EU-Switzerland relations.

Monday 21 June

President von der Leyen visits Austria and the Slovak Republic in relation to the recovery and resilience facility/ Next Generation EU and the national Recovery and Resilience Plan

ECCA 2021 – 5th European climate change adaptation conference
The European Climate Change Adaptation 2021 conference will turn the spotlight on the pressing need to accelerate the transfer of knowledge from research and innovation to policies and practices, including societal transformation and behavioural change, in order to increase resilience in Europe and beyond, in a context of rising climate risks. The goal of the conference is to inspire adaptation action by showcasing solutions, exchanging knowledge, creating connections and encouraging dialogue on how to act more and faster at every level.

College Meeting
The college will meet to discuss a communication on a new occupational safety and health strategy framework. There will also be a recommendation on a joint cyber unit.

Vice-President Borrell participates in the Berlin Conference on Libya hosted by the United Nations.

European Research and Innovation Days 2021
This European Commission’s annual flagship research and innovation event will bring together policymakers, researchers, entrepreneurs and the public to debate and shape the future of research and innovation in Europe and beyond. Cooperation in research and innovation is essential in the recovery from the COVID-19 pandemic and will pave the way to a greener and more digital future. The European research and innovation days represent a unique opportunity to add citizens’ voices to the conversation.

Monday 21 June

Advertising for modern, responsible consumption
The EESC organizes a hearing which aims at gathering the point of view of different actors on the framework of the elaboration of its own-initiative opinion on “Advertising for modern, responsible consumption“. The conclusions of the hearing will then de integrated into the opinion.

The impact of the Covid-19 crisis on the Roma community: identifying measures how this can be addressed
he hearing aims to look at the Covid situation for the Roma community living in settlements, as well as their access to services, particularly health services. It will then discuss the measures that are needed to address the situation, with the participation of organisations from various Member States.

Tuesday 22 June

Strategic Foresight and EU Decision-Making – Economic Aspects
The conference will focus on the economic aspects of strategic foresight, and how strategic foresight influences considerations and policy making in public authorities in the EU in this area. It will look at the methods of foresight employed, in particular in the economic field. Speakers will discuss how economic and social actors use foresight in their organisations, and in which way this shapes their actions and involvement in the policy making process.

Monday 21 June

Meeting of the Green Deal Going Local working group  
The members of the Green Deal Going Local working group will be meeting remotely for their 6th meeting. During the meeting, the members will be discussing several points including:​​ Green Local Recovery, ​CoR campaign on the European Green Deal, Presentation of the Network of European Regions Using Space Technologies (NEREUS)​, and Project Highlight.

Tuesday 22 June

COTER Commission Meeting  
The 9th meeting of the COTER commission will take place online. Members will discuss and vote on Effectively engaging local and regional authorities in the preparation of the Partnership Agreements and Operational Programmes for the 2021-2027 period. There will be an exchange of views on the gender dimension of structural and cohesion funds 2021-2027, with a focus on the preparation of the operational programmes. There will also be debates on an update on the European Year of Rail 2021 and CoR Cooperation with OECD.

Updating the 2020 Industrial Strategy: towards a stronger Single Market for Europe’s recovery 
There will be a stakeholders consultation on Updating the 2020 Industrial Strategy: towards a stronger Single Market for Europe’s recovery. The CoR therefore sees an important role to adopt an opinion on “Updating the 2020 Industrial Strategy: towards a stronger Single Market for Europe’s recovery” on the basis of the new Commission communication

Wednesday 23 June

SEDEC commission meeting
The 8th SEDEC commission meeting will take place online. Members will discuss and vote on the opinion EU strategy on the rights of the child and the European child guarantee. They will exchange views on an European Approach to Artificial intelligence – Artificial Intelligence Act and a presentation of the European Youth Capital award. There will also be a debate on Promoting European Values and Citizenship through Education and Culture, the European Platform on Combatting Homelessness and on the Healthy recovery and resilience through sport and physical activity in the regions and cities.

Making digital transition work for all SMEs  
This webinar will look at the state of digital transformation in European regions and will explore ways to develop an enabling regional policy framework for a digital transition of Small and Medium Enterprises (SMEs), showcasing some best practices and collaboration initiatives from the European Entrepreneurial Regions.

Young Local Leaders for a climate neutral Europe: implementing the renovation wave  
Representatives of the European Committee of the Regions, the Covenant of Mayors Initiative, the European Investment Bank, the European Infrastructure and Environment Executive Agency (CINEA) and the European City Facility Initiative will debate and provide the participants of the Young Elected Politicians Programme of the CoR with the key information, tools and financial support opportunities for local and regional authorities to reduce energy consumption and greenhouses emissions.

European Platform on Combatting Homelessness Conference
This Platform aims to promote a political dialogue on combating homelessness in order to establish common understanding, commitment and concrete progress in Member States on fighting homelessness. Based on the launching of the Platform, the debate will pay special attention to key areas that affect the daily lives of homelessness people and to the solutions that can help combating this situation in Europe.

European Ombudsman ‘Award for Good Administration’ 2021
the European Ombudsman “Award for Good Administration” ceremony will take place online this year. It will feature a keynote speech from President of the Commission Ursula von der Leyen. The award will be split across four categories: excellence in citizen-focused services delivery, excellence in communications, excellence in innovation/transformation, and excellence in crisis management.

Maltese Fundamental Rights Charter event
FRA will host a national round-table discussion on the role of the Fundamental Rights Charter in the EU. The European Commission Representation in Malta is FRA’s partner for the event.

Tuesday 22 June

European Guardianship Network provides feedback on draft FRA manual
The European Guardianship Network will discuss the training materials for guardians that FRA and its contractor Defence for Children International Italy are developing. The draft manual targets trainers of guardians. The content covers ten modules.

Wednesday 23 – Friday 25 June

FRA Director strengthens ties in the Netherlands
The FRA Director will visit the Netherlands where he will meet the head of the European Commission Representation in The Hague, Didier Herbert, representatives of civil society organisations and FRA’s Dutch Management Board member, Rick Lawson.

As part of the public consultation on the EIB Environmental and Social Sustainability Framework the EIB will be organising a series of webinars for interested stakeholders. These will cover the EIB Environmental and Social Policy, the eleven Standards, and cross-cutting issues such as human rights.

Ukraine Conference
On the occasion of its 25th anniversary as well as the 25th anniversary of the adoption of the Constitution of Ukraine, the Constitutional Court of Ukraine will organise an international conference on “The Constitution of 1996: Ukraine within the framework of European constitutionalism” in co-operation with the the IRZ-Foundation and the Venice Commission.

Friday 25 June

Execution of the decisions of the Constitutionals Courts and equivalent bodies – theory and practice
The Constitutional Council of Kazakhstan and the Venice Commission are organising an international online seminar on the “Execution of decisions of constitutional courts and equivalent bodies – theory and practice”. The President of the Venice Commission, Mr Gianni Buquicchio, as well as several other members of the Commission will participate in the seminar.

This online event will look engage with students and young professionals from Liechtenstein. It will discuss stakeholders views for a safer future in groups, moderated by a member of the Perspectives 2030 Core Group of Experts and OSCE staff. The discussion will be structured around the Discussion Paper on “Engaging Youth for a Safer Future”.

Thursday 24 – Friday 25 June

Addressing Human Trafficking and All Forms of Sexual Exploitation: Emerging Trends and Long-Term Strategies 
This online event will discuss combating human trafficking and all forms of sexual exploitation will be the focus of an online conference ODIHR. Following an analysis of the impact of existing policies in Germany, this conference will focus on re-examining the German legal and policy approaches to combating trafficking for the purpose of sexual exploitation and its interlinkage with prostitution, including from the perspective of gender equality.
