European Parliament


Monday 12 July

Committee on the Environment, Public Health and Food Safety
The Slovenian Presidency will present its programme and exchange views with the Slovenian Minister of Health.

Joint meeting Committee on Civil Liberties, Justice and Home Affairs & Committee on Foreign Affairs
There will be an exchange of views on the migratory pressure on the Lithuanian borer with Belarus.

Subcommittee on Tax Matters
There will be a public hearing on “Green Taxation”.

Committee on Women’s Rights and Gender Equality
There will be an exchange of views with the European Commission on the results from the Generation Equality Forum.

Committee on Internal Market and Consumer Protection
There will be presentations of the Policy Department study “Online advertising: the impact of targeted advertising on advertisers, market access and consumer choice” and of the Council Presidency’s programme with Slovenian Minister of Economic Development and Technology, and Slovenian Minister of Public Administration. There will also be votes on Insurance against civil liability in respect of the use of motor vehicles, and the enforcement of the obligation to ensure against such liability; Access of third-country goods and services to the Union’s internal market in public procurement and procedures supporting negotiations on access of Union goods and services to the public procurement markets of third countries ; and Tackling non-tariff and non-tax barriers in the Single Market.

Special Committee on Foreign Interference in all Democratic Processes in the European Union, including Disinformation
There will be a hearing on disinformation and discrimination. In association with the Civil Liberties, Justice and Home Affairs Committee there will be a presentation of the study on “Strategic/critical infrastructure, a way to interfere in Europe: state of play and recommendations” and an exchange of views om Foreign information manipulation and interference.

Subcommittee on Human Rights
In association with the Delegation for relations with the Arab Peninsula there will be an exchange of views on the fight against impunity in Yemen. Jointly with the Committee on Foreign Affairs and in association with the Delegation for relations with Belarus and the Delegation to the Euronest Parliamentary Assembly, there will be discussion on the fight against impunity in Belarus with a special focus on the protection of journalists. In association with the Delegation for relations with the Mashreq countries, there will be an exchange of views on the recent human rights developments in Lebanon. In association with the Delegation for relations with the countries of Central America, there will be discussion of the European Parliament Resolution of 8 October 2020 on the ‘Foreign Agents’ Law in Nicaragua.

Subcommittee on Security and Defence
There will be an exchange of views with the Vice-President of the Management Committee of the European Investment Bank; Enhancing Resilience and Countering Hybrid Threats in the context of CSDP missions and operations; and Towards the Strategic Compass: capabilities and new technologies dimension.

Committee on Budgetary Control
There will be voting on the opening of the remote voting procedure and the 2021 European political parties report. There will be a presentation of the ECA Review ‘Financial contributions from non-EU countries to the EU and Member States’ and the study on the impact of organized crime on the EU’s financial interest. There will also be an exchange of views with Commission and OLAF representatives on the administration of EU funds in shared management in Bulgaria.

Committee on Fisheries
There will be debates on Sustainable Fisheries Partnership Agreement between the EU, Greenland and Denmark; and Laying down management, conservation and control measures applicable in the Indian Ocean Tuna Commission Area of Competence. There will be an exchange of views with the Commissioner for Environment, Oceans and Fisheries; and the Minister of Agriculture, Forestry and Food, on the priorities of the Slovenian Presidency. There will also be a presentation by the Commission on the state of play and orientations for 2022 towards more sustainable fishing in the EU.

Tuesday 13 July

Subcommittee on Human Rights
There will be an exchange of view on the human rights situation in Chad.

Subcommittee on Security and Defence
There will be an exchange of views of the Director General of the EU Military Staff on Mission reports from the Central African Republic and the Republic of Mali and Burkina Faso; and Towards a European Union Operational Headquarters: the Strategic Review of the Military Planning and Conduct Capability. There will also be an exchange of views on the implementation of the EU’s industrial defence cooperation programmes: new awards and the European Defence Fund’s first work programme and 2021 calls for proposals.

Committee on International Trade
The Slovenian Presidency will present their priorities. There will be an exchange of views with the Commission on the review of the 15-point action plan on the effective implementation and enforcement of Trade and Sustainable Development Chapters in trade agreements; trade dimensions of the G7 Summit; the ongoing preparations for the upcoming WTO Trade Negotiations Committee meeting at Ministerial Level and WTO General Council meeting; and the state of EU-Morocco trade relations and developments.

Committee on Budgetary Control
There will be debates on the Administration of EU funds for the development of the Danube Delta;  EU space programmes report; Interreg cooperation – The potential of the European Union’s cross-border regions has not yet been fully unlocked; special report on Disinformation affecting the EU: tackled but not tamed; The effectiveness of Member States’ use of EU Solidarity Fund money in cases of natural disasters; and the EU efforts to fight money laundering in the banking sector are fragmented and implementation is insufficient.

Committee on Culture and Education
The Slovenian Presidency will present their priorities. There will also be debates Single Market For Digital Services Act; the situation of students, activists and media in Belarus. There will be votes on the 2022 Budget. There will also be a public hearing on “The Future of Media and Media Pluralism in Europe”.

Committee on Women’s Rights and Gender Equality
The Slovenian Presidency will present their priorities. Jointly with the Committee on Legal Affairs there will be a vote on the impact of intimate partner violence and custody rights on women and children.

Committee on the Internal Market and Consumer Protection
There will be an exchange of view with the Commissioner for Justice on the revision of the Consumer Credit Directive and the General Product Safety Directive.

Committee on the Environment, Public Health and Food Safety
There will be votes on the Proposal for a regulation of the European Parliament and of the Council on health technology assessment; the Regulation on serious cross-border threats to health; Protecting workers from asbestos ; and establishing the criteria for the designation of antimicrobials to be reserved for the treatment of certain infections in humans.

Committee on Budgets
Jointly with the Committee on Development and Committee on Foreign Affairs there will be a vote on the EU Trust Funds and the Facility for Refugees in Turkey.

Committee on Regional Development
The Slovenian Presidency will present their priorities. There will be debates on establishing the Brexit Adjustment Reserve; A new approach to the Atlantic maritime strategy; Towards a stronger partnership with the EU outermost regions; and a Presentation of the Communication from the Commission “A long-term Vision for the EU’s Rural Areas – Towards stronger, connected, resilient and prosperous rural areas by 2040”

Committee on Development
The Slovenian Presidency will present their priorities. There will be votes on the role of development policy in the response to biodiversity loss in developing countries, in the context of the achievement of the 2030 Agenda; and an intellectual property action plan to support the EU’s recovery and resilience. There will be debates om the Global humanitarian and food security situation: European leadership in the fight against famines; General budget of the European Union for the financial year 2022; and Association of the Overseas Countries and Territories with the European Union including relations between the European Union on the one hand, Greenland and the Kingdom of Denmark on the other.

Committee on Economic and Monetary Affairs
There will be votes on Credit servicers and credit purchasers; Pilot regime for market infrastructures based on distributed ledger technology; the Banking Union 2020 report; and the Reforming the EU policy on harmful tax practices. There will also be an exchange of views on Economic dialogue and a public hearing with experts on prospects of international cooperation in the field of financial services with the Biden Administration.

Wednesday 14 July

Committee on Employment and Social Affairs
There will be an exchange of views on EU strategic framework on health and safety at work 2021- 2027 – Occupational safety and health in a changing world of work and a presentation of the Slovenian Council Presidency’s programme. There will be a vote on Fair working conditions, rights and social protection for platform workers – New forms of employment linked to digital development.

Committee on Civil Liberties, Justice and Home Affairs
There will be debates on the Agreement between the European Union and the Republic of Cabo Verde amending the Agreement between the European Union and the Republic of Cape Verde on facilitating the issue of short-stay visas to citizens of the Republic of Cape Verde and of the European Union; A Legal Action against the European Border and Coast Guard Agency (Frontex) under Article 265 TFEU, submitted to the Court of Justice of the EU by Front-LEX for human rights violations; an exchange of views on TikTok with the European Data Protection Board and the European Commission; Amending Council Framework Decision 2002/465/JHA, as regards its alignment with EU rules on the protection of personal data; Amending Directive 2014/41/EU, as regards its alignment with EU rules on the protection of personal data; European Union Agency for Asylum; Budget 2022; and a presentation of a Communication from the Commission “A strategy towards a fully functioning and resilient Schengen area”. There will be a joint debate with the LIBE and FEMM committee meetings on Identifying gender-based violence as a new area of crime listed in Article 83. There will also be a vote on the European Union Agency for Asylum.

Committee on Foreign Affairs
There will be votes on the future of EU-US relations, the direction of EU-Russia political relations, and a new EU-China strategy. There will be an exchange of views with the EEAS and the European Commission on Moldova in the aftermath of the parliamentary elections, and with the Minister of Foreign Affairs of the Republic of Slovenia. In association with the Subcommittee on Human Rights and the Subcommittee on Security and Defence there will be a structures dialogue on the Commission Work Programme.

Committee on the Environment, Public Health and Food Safety
There will be an exchange of views with the  Commission on the communication “A new approach for a sustainable blue economy in the EU – Transforming the EU’s Blue Economy for a Sustainable Future”; Secretary-General of the World Meteorological Organization o present the latest WMO report on “the State of the Global Climate in 2020”; and the Fit for 2030 Package. There will also be a presentation on the Council Presidency’s programme.

Committee on Constitutional Affairs
There will be debates on the Council Presidency’s programme, the Parliament’s right of initiative, and a study on “Primacy’s Twilight? On the Legal Consequences of the Ruling of the Federal Constitutional Court of 5 May 2020 for the Primacy of EU Law”. There will be votes on Strengthening transparency and integrity in the EU institutions by setting up an independent EU ethics body, and the General budget of the European Union for the financial year 2021.

Thursday 15 July

Delegation for relations with Afghanistan
The 6th EU-Afghanistan inter-parliamentary meeting with Members of the National Assembly of Afghanistan for EU relations with Afghanistan will be held in Brussels.

Committee on Foreign Affairs
There will be votes on the future of EU-US relations, the direction of EU-Russia political relations, and a new EU-China strategy.

Committee on Civil Liberties, Justice and Home Affairs
There will be presentations on Activities of the Frontex Scrutiny Working Group; and Cooperation and Verification Mechanism: Report from the Commission to the European Parliament and the Council on Progress in Romania under Cooperation and Verification Mechanism. There will be an exchange of views on the criminalisation of NGOs providing humanitarian assistance to migrants.

Special Committee on Beating Cancer
There will be a discussion on strengthening Europe in the fight against cancer – towards a comprehensive and coordinated strategy.

Committee on Industry, Research and Energy
There will be debates on the European data governance Act; Establishing the Joint Undertakings under Horizon Europe; The participation of the Union in the European Partnership on Metrology jointly undertaken by several Member States; General budget of the European Union for the financial year 2021 – all sections; An EU strategy to reduce methane emissions; Sustainable and Smart Mobility Strategy; and 2021 UN Climate Change Conference.

Council of Ministers


Monday 12 July

Eurogroup
Minsters will exchange views on the international dimension of euro area economic and financial policies. The President of the Eurogroup, Pascal Donohoe, will brief minister on the June Euro summit focusing on the banking union. Minister will discuss the budgetary situation and prospects in the euro area and prospects for 2022. They will also discuss the potential implication of a digital euro for citizens, businesses and the Economic and Monetary Union as a whole.

Foreign Affairs Council
The Council will discuss current affairs and receive updates on the latest developments concerning Afghanistan, South Caucasus and Lebanon. There will be an exchange of views on the geopolitics of new digital technologies, Ethiopia and the Strategic Compass. Ministers are also expected to approve conclusions on a Globally Connected Europe and on the EU’s priorities at the 76th General Assembly of the United Nations.

Tuesday 13 July

EU-Bosnia and Herzegovina Stabilisation and Association Council
The fourth Stabilisation and Association Council will discuss relations under the Stabilisation and Association Process, in particular, the pre-accession process in light of the Commission’s 2020 Report, with a focus on political criteria, economic criteria, the ‘acquis, and pre-accession assistance. The participants will also review the state of play of implementation of the Stabilisation and Association Agreement. An exchange of views on developments in the Western Balkans will also take place.

Economic and Financial Affairs Council
Ministers will focus on the economic recovery. They will exchange views on the implementation of the Recovery and Resilience Facility and adopt the first batch of Council implementing decisions on member states’ recovery and resilience plans. The Slovenian presidency will present its work programme in the field of economy and finance for July-December 2021. Ministers will also be informed of the outcomes of the G20 finance ministers meeting.

Wednesday 14 – Friday 16 July

Informal meeting of justice and home affairs ministers
The minster of interior will discuss combating crime in the digital age, the proposed regulation on artificial intelligence, the new Pact on Migration and Asylum, the Schengen strategy and Member States expectations to revisions to the border code as well as Eu’s assistance to Western Balkan partners in addressing migrations challenges. Ministers of Justice will exchange views on recent proposal for an Artificial Intelligence Act. Ministers will also discuss aspects of the new EU strategy on the Rights of the Child and digital inheritance.

President von der Leyen meets with Ms Janet Yellen, Secretary of the Treasury of the United States, and Ms Christine Lagarde, President of the European Central Bank.

Vice-President Timmermans holds a call with Ms Barbara Creecy, Minister for Forestry and Fisheries and Environmental Affairs of South Africa.

Commissioner Gabriel delivers a speech at the Future Insight Days 2021.

Tuesday 13 July

President von der Leyen receives Mr Alexander Van der Bellen, Federal President of the Republic of Austria and Mr Mateusz Morawiecki, Prime Minister of Poland.

Vice-President Timmermans participates in the Youth Climate and Sustainability Round Table, at the European Economic and Social Committee.

College Meeting
This week the college will discussion the Commission’s proposed Fit for 55 package including revisions and amendments. It will also discuss a Digital levy and a proposal for an own resources decision.

Vice-President Schinas receives Ms Simona Kustec, Minister of Education, Science and Sports of Slovenia.

Commissioner Gentiloni participates in the EU side event at the UN High Level Political Forum on Sustainable Development Goals.

Thursday 15 July

Commissioner Gabriel delivers a speech at a ceremony with the European Women in Venture Capital Group, on the importance of the European Innovation Ecosystems.

Friday 16 July

President von der Leyen visits Ireland in relation to the recovery and resilience facility/ Next Generation EU and the national Recovery and Resilience Plan

Vice-President Timmermans visits Prague, Czechia and meets with Prime Minster Andrej Babiš, ministers of state, local government representatives, and representatives of environmental NGOs, including small farmers’ representatives.

Employers’ Group meeting with Commissioner Wojciechowski
As the role and competitiveness of the agri-food sector are of utmost importance to employers and businesses across the EU, the  EESC Employers’ Group has organised the debate with the EU Commissioner Janusz Wojciechowski to discuss the future of the European food markets.

The role of Critical Raw Materials to form a strong industrial base
The EESC is organising a series of events on the updated new industrial strategy. The main objective of these events is to hear the view of civil society organisations on the future of European industry. The objective of the meeting will be to understand the international and European scenario for critical raw materials, the actions ongoing from an institutional point of view and how civil society sees the interaction between the industrial strategy and the critical raw materials action plan.

Thursday 15 July

Anticipation of structural and sectoral change
The EESC is currently preparing an own initiative opinion on Anticipation of structural and sectoral change and reshaping industrial cultures – up to new borders of recovery and resilience in the different parts of Europe. Within the EESC, the Consultative Commission on Industrial Change is responsible for the preparation of the opinion. In order to gain insights by experts from relevant sectors of civil society representatives.

COVID-19 and emergency measures to support employment and income: good practices and remaining challenges
To prepare its own-initiative opinion “Emergency measures to support employment and income during the pandemic crisis”, the EESC is organising a public hearing to gather input from other EU institutions, national authorities, social partners, civil society and experts.

The 6th Enlargement Day
The European Committee of the Regions in cooperation with the Slovenian Presidency of the Council of the EU will hold the 6th Enlargement Day. This online event will discuss the role of regions and cities in the EU accession process and sustainable recovery pathways in the region.

Wednesday 14 July

Disinformation as a threat on EU democracy
This meeting organised by the CIVEX commission of the European Committee of the Regions in the framework of its activities on the European democracy action plan and as a contribute to the debate in the Conference on the Future of Europe will look at the threat caused by disinformation on EU democracy and its different dimensions, such as political elections, foreign interference, and media freedom and pluralism.

Thursday 15 July

Conference on Introducing Innovative Solutions for Resilient Healthcare systems
The conference focuses on climate change in the Arctic, especially from the point of view of young people. The conference programme includes expert speeches and panel discussions. Another aim of the conference is to promote dialogue between young people and decision-makers.

GEORGIA – Conference on rights and responsibilities of the opposition in parliament
The European Parliament and the Parliament of Georgia are organising an online conference on the importance of ensuring the rights and responsibilities of the opposition in a modern and inclusive parliament. The main speakers are prominent politicians with extensive experience in the European and national parliaments. They will offer both normative framework as well as comparative analysis of best practices across Europe. A member of the Venice Commission will present its report on the “Role of the opposition in a democratic Parliament”.

OSCE Parliamentary Assembly


Monday 12 July

Digital Technologies and Human Rights – Opportunities and Challenges: Supplementary Human Dimension Meeting III
The third Supplementary Human Dimension Meeting of 2021 will provide a platform for an exchange of views among OSCE participating States, OSCE institutions and other executive structures and international organizations, civil society and other stakeholders on digital technologies and human rights. It will include three working sessions, each with a separate focus.

Tuesday 13 July

ODIHR Advocacy School on Gender and Politics
ODIHR is organizing its first Advocacy School on Gender and Politics to strengthen its engagement with civil society organizations and women’s movements in Central Europe, Eastern Europe and the South Caucasus. This school will bring together 20 young gender advocates to create a platform for exchange, capacity building. It will also look to develop practical advocacy campaigns on women’s political participation and gender equality in politics on national level. 

Thursday 15 July

The role of independent detention monitoring in protecting human rights in prisons while preventing and countering violent extremism and radicalization to terrorism 
The OSCE Office for Democratic Institutions and Human Rights , in collaboration with Penal Reform International , will hold a webinar to launch their new publication “Protecting Human Rights in Prisons while Preventing Radicalization Leading to Terrorism or Violence: A Guide for Detention Monitors”. The publication underlines the importance of independent detention monitoring and looks in detail at a number of specific human rights risk areas in preventing and countering violent extremism and radicalization that lead to terrorism in a prison context. For each of those risk areas, the guide highlights relevant issues for detention monitors to consider and assess in carrying out their work; and it discusses specific practical challenges that may arise when examining VERLT-related issues in detention monitoring.
