The First Meeting of Europeans resident outside their country of origin was held in Paris on 30 September 2008 at the instigation of the Assembly of French Expatriates under the French Presidency of the European Union. They adopted a common declaration called the ‘Declaration of Paris’ and noted the need for a European white paper for a policy on citizens resident outside of their country of origin.
