European Parliament
This week, MEPs will be working outside the European Parliament, either in their respective constituencies or in Parliamentary delegations. Parliament will resume its activities in the last week of September.

Tuesday 21 September
General Affairs Council
The Slovenian Presidency will present its priorities for the next months. Ministers will exchange views on the draft agenda for the European Council on 21-22 October, the current situation regarding EU COVID-19 coordination and the state of play in EU-UK relations. The Commission will present its letter of intent concerning its draft work programme for 2022 and its annual foresight report. The presidency will give information about the Conference on the Future of Europe.

President of the European Commission Ursula von der Leyen will attend the Opening of the General Debate of the 76th Session of the United Nations General Assembly.

College Meeting
The College will convene to present a Joint Communication on a strategic approach to support disarmament, demobilisation and reintegration of ex-combatants.

Gentiloni speaks at the event of the newly formed SDG Alliance
Commissioner Paolo Gentiloni will deliver a keynote speech at the launch event of the newly formed SDG Alliance in the European Parliament.

Public hearing on Volunteers – citizens building the future of Europe
This remote hearing aims to gather the points of view of social partners and other civil society organisations, experts and coordinators of projects related to volunteering, on the topic, and to hold a discussion on the impact of civil society trends for volunteering and the current state of play of volunteering at European level.

Debates: on Cohesion with Elisa Ferreira, Commissioner for Cohesion and Reforms; on Securing Media Freedom and Diversity in Europe with Christophe Deloire, Secretary-General of Reporters without Borders and Ricardo Gutiérrez, Secretary-General of the European Federation of Journalists.

Wednesday 22 September
Local Dialogue “House of European Democracy”
This is local dialogue is held in Friuli Venezia Giulia in the framework of the Conference on the Future of Europe: young locally elected officials of FVG have therefore been invited to share their vision on how the EU will be and should be. Following a keynote speech by President Tzitzikostas, the dialogue will focus on issues that have a strong local and territorial impact, such as the involvement of young officials in building the European common house and in bridging the gap between EU institutions and European citizens, and common legislation and programs for cross-border areas.
Thursday 23 September
Event on Cohesion Policy
The Young elected Politicians (YEPs) will engage in a debate with CoR Members, Slovenian politicians, representatives of the European Commission and Eurofund on the importance of “cohesion as a value” for Europe, especially for the recovery phase from the pandemic crisis. A special focus will be dedicated to young people, their needs, expectations and the externalities of the post COVID-economy for the young generation. Social rights in the digital economy will be an additional topic for discussion that will help boosting the recovery while ensuring that no one is left behind.

Seminar on the green transition
Seminar ‘Let’s talk about the green transition – tips from Nordic cities on the European Green Deal’ aims to promote good practices in the implementation of green transformation projects.

Wednesday 22 – Thursday 23 September
Informal meeting of transport and energy ministers
The meeting will be dedicated to consideration of the Renewable Energy Directive and the Energy Efficiency Directive as part of the “Fit for 55” climate and energy package. The ministers and Energy Commissioner Kadri Simson will exchange views on these two dossiers. The transport and energy ministers, Commissioner for Transport Adine Vălean and Energy Commissioner Kadri Simson will consider issues related to the establishment of infrastructure for alternative fuels and the functioning of the internal energy market.
Friday 24 September
Informal Meeting of Consumer Protection Ministers
The meeting will bring together around 60 stakeholders from all EU member states, including the Consumer Protection Commissioner, ministers and experts in this area to discuss the operational priorities and open issues.

European Union Agency for Fundamental Rights
Monday 20 September
European Plaform for Roma Inclusion
This year’s meeting discusses challenges and barriers in view of the new EU strategic framework for Roma equality, inclusion and participation until 2030. The meeting focuses on how to tackle antigypsyism and how to mitigate the impact of the Covid-19 pandemic on Roma communities. It will look at unequal access to education, residential and spatial segregation.
Tuesday 21 September
FRA Director will visit the Council of Europe
He will exchange views with the Group on External Relations of the Council of Europe’s Committee of Ministers, have bilateral meetings with European Court of Human Rights President Spano, Parliamentary Assembly President Daems, Human Rights Commissioner Mijatović, Human Rights and Rule of Law Director General Giakoumopoulos and Anti-Discrimination Schokkenbroek. The discussions will focus on how to further strengthen cooperation between FRA and Council of Europe. The visit also offers an opportunity to exchange views on current and future priorities. These include the European Union Fundamental Rights Information System, artificial intelligence, migration and asylum, civil society, Roma and Travellers, social rights, the impact of the Covid-19 pandemic on fundamental rights, and the Fundamental Rights Forum 2021.

Building the green consensus
Distinguished speakers – including European Investment Bank President Werner Hoyer, President of the European Bank for Reconstruction and Development Odile Renaud-Basso, Director for the Center of Sustainable Development at Columbia University Jeffrey D. Sachs, and CEO of Climate Investment Funds Mafalda Duarte – will explore how new regulatory frameworks and green public finance can be used to accelerate private-sector investment in the green transition.

Within this conference, the Enlarged Partial Agreement on Sport wants to address this specific issue and consider it also in the context of the broader range of discriminations and barriers that prevent LLGBT people from participating in sport.
Monday 20 – Tuesday 21 September
Conference on “Gaining an Edge over the Pandemic”
Conference of Directors of Prison and Probation Services will discuss the impact COVID-19 has had on the mental health of offenders and staff as well as on the enhanced use of new technologies, including artificial intelligence (AI). It will take stock of the situation and will discuss the lessons learned and the way forward. The attention of the participants will also be drawn to the Council of Europe current work on the treatment of offenders with mental health disabilities and disorders as well as on the ethical and organisational aspects of the use of AI by prison and probation services.
Thursday 23 – Friday 24 September
19th meeting of the Joint Council on Constitutional Justice (JCCJ)
The Constitutional Court of Bulgaria will host the 19th meeting of the Joint Council on Constitutional Justice of the Venice Commission (JCCJ). On this occasion the JCCJ will hold a mini-conference entitled “Measures taken by States in response to the Covid-19 crisis and their impact on constitutional justice – constitutional case-law on emergency situations”.
