EuropeanChats with European Movement Serbia & European Movement Spain
On Tuesday, 28 September from 12:00-13:00 CEST, the European Movement International will hold the ninth edition of EuropeanChats, this time featuring the European Movement Serbia and the European Movement Spain. EuropeanChats gathers activists and stakeholders from the European Movement International network, to discuss with European citizens different issues surrounding the COVID-19 crisis, and how it affects European economies and societies. We also aim to tackle the wider debate around the future of Europe.

Monday 27 September
Committee on Foreign Affairs (AFET), Committee on Development (DEVE) and the Subcommittee on Human Rights (DROI)
Members of the AFET, DEVE and DROI Committee will jointly present the candidates for this year’s Sakharov Prize for Freedom of Thought.
Subcommittee on Human Rights (DROI)
Debates: Human rights and democracy in the world and the European Union’s policy on the matter – annual report 2021.
Committee on Development (DEVE)
Debates: new orientations for the EU’s humanitarian action.
Committee on International Trade (INTA)
Debates: Panel on U.S Trade Policy and a possible joint strategic approach to fight unfair trade practices for a global level playing field. Stavros Lambrinidis, European Union Ambassador to the U.S.A., will deliver a keynote speech.
Committee on Budgets (BUDG)
Debates: BUDG Members will exchange views with Director-General Gert Jan Koopman from the European Commission’s DG Budget on the current state of play of the Union budget support to Afghanistan and to refugees from Afghanistan in neighbouring countries.
Committee on Budgetary Control (CONT)
Votes: Members of the Committee on Budgetary Control will vote on the 2019 Discharge to the Council and European Council; on the 2019 discharge to Frontex, the European Border and Coast Guard Agency.
Debates: Members of the Committee on Budgetary Control will hold exchanges of views on the 2020 annual activity reports (in particular on the reservations issued in these reports by the Commission Directorates-General) with: DG BUDG, DG HOME, DG RTD, DG EMPL, DG SANTE, DG AGRI, and DG REGIO; an exchange of views with the Secretary-General of the European Parliament, Klaus Welle, on the follow-up of the 2019 discharge to the European Parliament on the observations detailed in the resolution.

Committee on Employment and Social Affairs (EMPL)

Committee on Industry, Research and Energy (ITRE)
Votes: The Committee on Industry, Research and Energy will vote on its report and the decision to enter interinstitutional negotiations on the proposed revision of the 2013 regulation on trans-European networks in energy (TEN-E). It will also vote on amendments and compromise amendments on the Roaming Regulation review.
Committee on the Internal Market and Consumer Protection (IMCO)
Debates: Public hearing – Consumer protection and automated decision-making tools in a modern economy.
Committee on Transport and Tourism (TRAN)
Debates: ‘Fit for 55’ package.
Committee on Fisheries (PECH)
Debates: The future of fisheries in the Channel, North Sea, Irish Sea and Atlantic Ocean in
the light of the UK’s withdrawal from the EU.

Committee on Budgets (BUDG)
Votes: This meeting will mark an important milestone of the budgetary year, as Members will process the 1450 amendments tabled to the Council’s position on the Commission’s Draft Budget 2022 and vote on it.
Committee on Budgets (BUDG) and the Committee on Budgetary Control (CONT)
Debates: The BUDG and CONT committees decided to jointly issue an Own-Initiative report to set out their views on the revision of the Financial Regulation, notably as regards the improvement of parliamentary oversight, democratic accountability and ability to respond to citizens’ needs.

Committee on Employment and Social Affairs (EMPL) and the Committee on Women’s Rights and Gender Equality (FEMM)
Debates: The EMPL and FEMM Committees will consider the joint draft report on ‘Strengthening the application of the principle of equal pay for equal work or work of equal value between men and women through pay transparency and enforcement mechanisms’; EMPL Members will also hear a presentation on the effects of Covid-19 on young people’s economic and social situation.
Committee on Agriculture and Rural Development (AGRI)
Debates: ‘Animal welfare: support, enablers and incentives to reinforce EU leadership and guarantee economic sustainability for farmers’ to comprehensively assess the implementation of the related policies.
Votes: opinion for CONT on the impact of organised crime on EU own resources.
Committee on Women’s Rights and Gender Equality (FEMM)

Competitiveness Council meeting (Research)
Research ministers will convene to approve conclusions on a global approach to research and innovation, and exchange views on governance and implementation of the European Research Area.
Wednesday 29 September
Competitiveness Council (Internal market and industry)
Ministers responsible for internal market and industry will meet and debate on the implementation of the updated new industrial strategy for Europe, with a focus on the ‘Fit for 55’ package from an industrial perspective.

At the online thematic panel of the Zagreb Forum VI Conference – “Europe’s Future in the Context of Global Change” Vice-President Dubravka Šuica will deliver an introductory speech.

Commissioner Jutta Urpilainen will take part in a meeting of the College of Commissioners.

Commissioner Margaritis Schinas will present an EU action plan against migrant smuggling (2021-2025), a Communication on the application of the employer’s sanctions Directive and a report on migration and asylum.

Event of the Communities for Future
This online event aims to bring awareness that the path to transformation is through localisation of policy and decision-making, share expertise and bring policy recommendations to the attention of EU and national institutions and explore ways of incorporating civil society’s and communities’ recommendations into legal frameworks.

8th Western Balkans Civil Society Forum
Main topics on the agenda will be: how to enhance the accession process – a credible EU perspective for the Western Balkans (new accession methodology, Economic and Investment Plan for the Western Balkans and Common Regional Market, opportunities for citizens and CSOs from the Western Balkans to participate in the Conference for the Future of Europe, EU communication strategy towards the region); the contribution of CSOs to the Green Agenda and sustainable development of the Western Balkans as part of the EU accession process; the state of social dialogue, as well as enabling civic space in the Western Balkans.

The topics of the meeting are: the EU action plan for organic farming, sustainable blue economy and aquaculture, Europe’s Beating Cancer Plan and long-term vision for rural areas.

Conference on Stabiltiy, Economic Coordination and Governance in European Union
This conference is organised according to Article 13 of the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union, which provides a legal basis for dialogue and coordination between national parliaments and the European Parliament on budgetary and financial matters within the EU.
Wednesday 29 September
Meeting of Directors-General for Higher Education
The DG’s responsible for higher education will discuss the proposal for Council recommendations on education for environmental sustainability and conclusions of the public debate on micro-credentials and address the HEInnovate project report.
Thursday 30 September
Conference “Space for a green and digital recovery”
The conference will address the use of space technologies in solving the worlds greatest challenges, such as climate change. It will tackle the green recovery, new digital solutions and the economic development opportunities that the space segment offers

The European Ombudsman will meet with the president of the European Parliament, president Sassoli, to present him with a copy of the European Ombudsman’s Annual Report for 2020.

Fundamental Rights Forum presentation
FRA will present its Fundamental Rights Forum to the Council of the EU.
Tuesday 28 September
Webminar on protecting civic space in the EU
FRA will hold a webinar with its civil society network, the Fundamental Rights Platform (FRP), to present and discuss the findings and related opinions from its new report on ‘Protecting civic space in the EU’. FRA Director Michael O’Flaherty will open the meeting.

ECB Forum on Central Banking 2021
Christine Lagarde, President of the European Central Bank will deliver an introductory speech at the online conference “Beyond the pandemic: the future of monetary policy”. Micro and macroeconomic perspectives on corporate indebtedness as well as structural change and the implications of climate change for monetary policy will be addressed during the conference.

Promoting Sustainable Growth – EIB and KfW perspectives
This event will discuss the following questions: How did promotional banks react during the crisis? What did KfW and the EIB Group as public financial institutions and the European Commission as a European institution do to support the economy of Member States? How can institutions make sure the transition is sustainable? How will KfW and the EIB Group support the private sector in the recovery? How will the European Commission address this topic? What are the future challenges ahead of us? Ms Elena Flores Gual, Dr Jan Klasen and Mr Markus Berndt are going to be key-note speakers at this event.
