The mandate for the next IGC, to be discussed at the tomorrow’s Summit of EU Heads of State and Government, has just reached the European Movement. The document sets out the draft conclusions to be agreed on the Summit and shows outline of the “Reform Treaty” that might replace the current Constitutional Treaty.
