Threats and Challenges to the Rule of Law in Europe
On Wednesday, 17 November 2021 from 12:15-13:30 CET, we will hold a digital panel discussion entitled Threats and Challenges to the Rule of Law, organised by the European Movement International. By bringing together the perspectives of activists, representatives of civil society and leading political figures, panelists will share their views on the challenges and state of the Rule of Law in Europe and how they can foster citizen engagement and change.

Spotlight on the Western Balkans | EU Enlargement: Albania & North Macedonia
On Thursday, 18 November from 15:00-16:00 CET, we will hold the first digital panel discussion of a new series entitled Spotlight on the Western Balkans: EU Enlargement – Albania & North Macedonia, jointly organised by the European Movement International and the European Movement Finland. The first edition will discuss the EU enlargement process in the Western Balkans in the context of the candidate countries of Albania and North Macedonia.

Council of Ministers
Monday 15 November
Eastern Partnership Foreign Ministers meeting
Participants will have an exchange of views on ways of advancing the partnership and ensuring it delivers for the people. A specific focus will be given to issues of governance and investment, as well as reinforcing the partnership for resilience, recovery and reform.
Agriculture and Fisheries Council
Ministers will aim to approve conclusions on the EU forest strategy for 2030. Also, ministers will hold an exchange of views on the market situation for agricultural products.
Foreign Affairs Council
EU foreign affairs ministers will discuss current affairs. They will then take stock of the recent developments in the Western Balkans, followed by a debrief on the situation in the Sahel.
Tuesday 16 November
EU-Uzbekistan Cooperation Council
Participants will first discuss general and political matters – including the status of negotiations on the Enhanced Partnership and Cooperation Agreement, internal reforms, justice & home affairs, human rights and rule of law issues. They will then look into trade, economic and investment issues.
Foreign Affairs Council (Defence)
Ministers will attend the European Defence Agency (EDA) Steering Board meeting. EU defence ministers will then review current affairs and they will have a discussion on EU training missions.
Thursday 18 November
General Affairs Council (Cohesion)
Ministers in charge of cohesion policy will hold a policy debate on the contribution of cohesion policy programmes to the recovery, the green and digital transitions, and economic, social and territorial cohesion. They will focus on the synergies between cohesion policy funds and other EU instruments, especially the Recovery and Resilience Facility.
Friday 19 November
Foreign Affairs Council (Development)
Development ministers will discuss water in external action, with a focus on Central Asia.

Monday 15 November

College Meeting
The first topic on the agenda is: Nature: soil, deforestation, waste – soil strategy, waste shipment and minimising the risk of deforestation and forest degradation associated with products placed on the EU market. Commissioners are also going to discuss a review of competition policy: fit for new challenges. Lastly, they will discuss the Global Gateway initiative (connectivity).

The right to make decisions: advancing the issue of Legal Capacity for persons with disability
The aim of the event is to show the cross-cutting nature of legal capacity, and how not being entitled to it has repercussions in different areas of life reflects on which steps the EU could take to make progress in its legal capacity.

23rd EU DAG meeting under the EU-Republic of Korea Free Trade Agreement
This meeting will give the opportunity for the EU DAG members to follow up on the joint meeting with its Korean counterpart and discuss activities ahead.
Thursday 18 – Friday 19 November
Connecting EU 2021 “What kind of Europe do you dream of?”
The European Economic and Social Committee will hold its Connecting EU Seminar, which every year brings together communicators from civil society organisations represented in or linked with the EESC. They will debate health, stronger economy, social justice and jobs; and European democracy.

The Committee of the Regions is hosting a Multi-Level Dialogue in partnership with the European Commission, promoting exchange between the different levels of governance in the just transition journey.

The climate emergency: the role of regions, cities and people
The province North-Holland, the House of the Dutch Provinces, Pakhuis de Zwijger and the European Committee of the Regions will hold an event in Amsterdam to reflect on the outcome of the COP26 and raise public and political awareness about the EU’s climate ambitions and investment opportunities.

Conference on the Access to EU documents
The EU institutions are obliged to keep records of documents relevant to their work and any EU citizen can request to view them. This right is enshrined in EU law but Regulation 1049/2001 is now 20 years old. New technologies, as well as changing expectations about the transparency of public administrations, mean it is time to discuss the future of the EU’s access to documents rules. Transparency and access to documents inquiries account for around one quarter of the Ombudsman’s inquiries each year. The conference is divided into two parts: an expert panel looking into the experiences people have when they request documents and a high-level panel considering the future of access to document rules.

The European Day for the Protection of Children against Sexual Exploitation and Sexual Abuse
The goal of the day is to raise public awareness of sexual exploitation and sexual abuse of children, and the need to prevent such acts.
