Using the Istanbul Convention to Counter Gender-based Violence during the COVID-19 Pandemic
During the 16 Days of Activism against Gender-Based-Violence and ahead of the European Movement International and the European Women’s Lobby sixth edition of the Women of Europe awards highlighting the contribution of women in promoting and advancing European issues, this digital event is the opportunity to discuss the protection of women’s rights with high level speakers. The panel will include: Milena Kadieva, Human rights Lawyer at the Gender Alternatives Foundation and Winner of the Women in Action Award 2019; Claire Fourçans, European Women’s Lobby Policy Director; Alexandra Lily Kather, Legal Consultant in International Justice; Cindy Southworth, Meta Global Head of Women’s Safety.

2021 Women of Europe Awards
The Women of Europe Awards are jointly organised by the European Movement International and the European Women’s Lobby, building upon the national awards of several National European Movement Councils. In 2021, the Women of Europe Awards’ celebrate its sixth anniversary. Indeed, the Women of Europe Awards were launched in 2016, to highlight the contribution of women in promoting and advancing European issues, and to increase the involvement of women in debates about Europe and its future. While the role of women in the European project remains largely unrecognised, the awards aim to acknowledge and showcase their inspiring initiatives which lend a voice to women across Europe and defend European values such as democracy, inclusion and diversity. This edition of the Women of Europe award ceremony will be held online. The event will be live streamed on the European Movement’s Facebook, Twitter, YouTube and LinkedIn pages.

Foreign Affairs Council (Trade)
EU trade ministers will approve two sets of conclusions. They are also expected to adopt a Council decision on the EU position at the WTO Ministerial Conference.

Education, Youth, Culture and Sport Council
Education ministers will aim to adopt a recommendation on blended learning. The Council is also expected to approve a resolution on a new agenda for adult learning and a resolution on the governance structure of the strategic framework for European cooperation in education and training. Ministers are also expected to approve conclusions on the implementation of the EU youth strategy.

Tuesday 30 November

Education, Youth, Culture and Sport Council
Ministers are expected to approve conclusions on culture, high-quality architecture and built environment as key elements of the New European Bauhaus initiative. Ministers will aim to approve a resolution on key features of a European Sport Model.

Thursday 2 December

Transport, Telecommunications and Energy Council (Energy)
Ministers will discuss the rise in energy prices in the EU. The presidency will present a progress report and ministers will exchange views on the Fit for 55 package as a whole and will revise the energy efficiency directive and the renewable energy.

Friday 3 December

Transport, Telecommunications and Energy Council (Telecommunications)
The presidency will present a progress report on measures for high common level of cybersecurity across the Union and ministers will exchange views on artificial Intelligence Act and European Digital Identity.

College meeting
In this meeting, the College of Commissioners will discuss the Global Gateway initiative on connectivity, presided by High Representative Josep Borrell. Commissioner Věra Jourová is responsible for the discussion on the Digital justice package, which includes digital information exchange on cross-border terrorism cases, joint investigation teams collaboration platform and digitalisation of cross-border judicial cooperation. The College will also address the new COVID-19 challenges, together with Commissioner Margaritis Schinas.

The seventh edition of the Forum “Cities and Regions for International Partnerships” will take place as a fully digital event on the 29th and 30th November 2021. Organised jointly by the European Commission and the European Committee of the Regions, the forum provides a unique space for dialogue and fostering cooperation among local and regional authorities from the European Union and its partner countries. The 2021 edition will focus on Sustainable and Green Recovery and Participatory Citizenship and good governance.

147th CoR Plenary Session
The Members of the European Committee of the Regions will hold a hybrid meeting for the 147th Plenary Session on 01-02 December 2021. The session will include​ debates on:​ ​Strengthening European democracy in the context of the Conference on the Future of Europe; Eradicating homelessness in the European Union; European Year of Youth 2022 and Fight against disinformation to ensure a functioning and resilient democracy at all levels.

Implementing ECHR judgments
The Committee of Ministers will hold its quarterly meeting to oversee the implementation of judgments and decisions from the European Court of Human Rights. The ECHR will notify in writing 19 judgments concerning Armenia, Bulgaria, Denmark, the Republic of Moldova, Romania, Turkey, and the United-Kingdom on Tuesday, and on the Court will notify in writing 90 judgments and/or decisions concerning Azerbaijan, Bosnia and Herzegovina, Bulgaria, Croatia, Denmark, Hungary, Ireland, Italy, the Republic of Moldova, the Netherlands, North Macedonia, Norway, Poland, Portugal, Romania, Russia, Serbia, Slovakia, Turkey, and Ukraine.

MEDICRIME Convention marks its 10th year
The Convention on the counterfeiting of medical products and similar crimes involving threats to public health (MEDICRIME Convention) will mark its 10th anniversary with an online event taking a look at its background, added value, success stories and the unprecedented challenges in this sphere. It is marking this milestone in a context of escalating trafficking in medicines and medical products linked to the Covid-19 pandemic (fake vaccines or masks that can turn out to be ineffective or dangerous for their users) as well as in other products, such as anti-cancer drugs or painkillers. Secretary General Marija Pejčinović Burić will give a keynote speech on this occasion.

Online lunch with human rights defenders
On the occasion of the International Day of Women Human Rights Defenders, ODIHR will host an informal online lunch with a moderated debate in which women human rights defenders from the OSCE region will reflect on their work, the challenges they face and their achievements. The audience will have an opportunity to ask questions. The event is organized in the framework of the 16 Days of Activism Against Gender-based Violence campaign.

28th OSCE Ministerial Council
The Ministerial Council is the central decision-making and governing body of the OSCE. The meeting, held annually, provides the Foreign Ministers of the 57 OSCE participating States an opportunity to review and assess the Organization’s activities and strengthen the dialogue on security issues in the OSCE area.
