Eurogroup
The Eurogroup will meet in Luxembourg to discuss the Euro area macro-economic situation and outlook: The euro area impact from the war in Ukraine in the short; as well as the Banking Union Update including reporting on operational aspects: fifteenth hearing of the Chair of the Supervisory Board and reporting on recent activities of the Single Resolution Board.
Education, Youth, Culture and Sport Council
Ministers are expected to discuss culture, audiovisual, media and sport: Mobility of artists and cultural and creative professionals; Cultural and creative industries ecosystem; Protecting the Ukrainian cultural sector and its actors; Adapting sport practices to the current environment; Promoting EU values through sport. Ministers will also be discussing other matters, such as : the election of the European Capital of Culture 2026, Trenčín; Naples Conference of the Ministers for Culture of the Euro-Mediterranean Region – first meeting of the EU Southern Partnership’s ministers for culture (Naples, 16-17 June 2022). The Croatian delegation will also provide information about a meeting between Croatian and Ukrainian museologists, conservators and restorers on 15 March 2022. Moreover, Estonia, Latvia and Lithuania raised the need for coordination of European actions in the culture and media sector to support Ukraine. Ministers will also discuss the impact of the war in Ukraine on the sport sector in Europe. Poland will give an account of the impact of the Ukraine war on the European sport sector.

Roadmap on security and defence technologies – Hearing
The European Economic and Social Committee is currently preparing an opinion on the roadmap on critical technologies of defence and security. Within the EESC, the Consultative Commission on Industrial Change is responsible for the preparation of the opinion. In order to gain insights by experts from relevant representatives of EU institutions and civil society, the Rapporteur (Maurizio Mensi), Corapporteur (Jan Pie) and President (Ivan Kokalov) of the Study Group that is drafting the opinion have decided to organise a hearing with institutional and civil society representatives.
Roma children and young people in public education: assessing the situation and the way forward
The EESC’s Thematic Study Group on the inclusion of the Roma is organising a remote public hearing on 5 April 2022. Whilst some progress has been registered in education, more work is clearly needed to achieve the new Roma framework’s objective of increasing effective equal access to quality inclusive mainstream education. The aim of the hearing is to discuss the situation of Roma children and young people in public education, particularly in view of the pandemic as well as segregation in education. It will also discuss measures on how to increase Roma participation in education and contribute to the debate around the European Year of Youth.
For an inclusive, sustainable, strengthened and efficient cohesion policy in Europe: the opinion of European civil society
In the context of the 8th Report on the progress towards achieving economic, social and territorial cohesion that the Commission adopted on 9 February 2022, the EESC is elaborating an opinion. In this framework, the EESC will organise a hearing together with the French ESC in Paris labelled as an event under the auspices of the French Presidency with the title “For an inclusive, sustainable, strengthened and efficient cohesion policy in Europe: the opinion of European civil society.” It will provide an important input to both the opinion and the Council conclusions in the second half of French Presidency. The hearing will provide an opportunity for the representatives of civil society to express their views on this important issue and propose possible solutions to achieve the recovery from the COVID-19 crisis.

Employment of young people with disabilities
The EESC is organising a public hearing on “Employment of young people with disabilities” on 8 April 2022. The aim of the event is to reflect on which steps the EU could take to make progress on this topic and contribute to the debate around the European Year of Youth.

“Cohesion our Fundamental Value” – a contribution from Europe’s Islands to the Conference on the Future of Europe
The event gathers together representatives from islands all over Europe to highlight their vision and contribution towards the Conference on the Future of Europe. Governors and local politicians will answer to the questions: Did the COFE take on board islands’ needs and requests so far? What happens after the COFE? Which future can we imagine for European islands?
Thursday 7 April
13th COTER commission meeting
Members will gather in this hybrid meeting to discuss: the new EU Arctic strategy; debate on the implications of the war in Ukraine for cohesion policy and cross-border cooperation; 8th report on economic, social and territorial cohesion; guidelines for the development of the trans-European transport network (TEN-T); the New EU Urban Mobility Framework; the next generation of own resources for the EU budget.

French Presidency
Monday 4 April
Market Access Day
The third Market Access Day will be devoted to promoting European Union trade agreements to businesses. Some of these agreements, even ones that provide major opportunities for European businesses, are still underused and not well known among businesses. This day will also be an occasion to familiarise businesses with the many trade policy instruments available to them. The discussions, led by the Deputy Director General responsible for trade rule enforcement at the Directorate General for Trade, will demonstrate the value of the European toolbox (e.g. Access2Markets portal, single points of entry, ROSA rules of origin self-assessment tool) and French resources (e.g. the regional solutions portal). The event will also highlight the European Union trade defence instruments to raise awareness of them among French and European businesses.

This meeting will be an opportunity to discuss the approach to public information and communication on environmental issues in the Member States.
Tuesday 5 April
EU-US Justice and Home Affairs Senior Officials Meeting
European and American experts will come together at this meeting to identify opportunities to cooperate and find common ground on shared judicial concerns and potential joint responses to security challenges. It will be held in preparation for a meeting at the ministerial level which will take place on 23 June 2022.

Meeting of European Environmental Assessment Experts
Environmental assessment is a process that aims to integrate environmental considerations into the development of a project or planning document from the initial stages of deliberations. The goal is to advise the project initiator and the administration on the project’s environmental impact in order to help them prevent, avoid and even offset this impact. At the meeting, national environmental assessment experts of the ministries for the environment of each Member State will discuss current issues in depth, in coordination with the Directorate-General for the Environment of the European Commission.

Using European Citizens Initiatives for advocacy
FRA will run a webinar on the European Citizens’ Initiative (ECI) and how civil society organisations can make use of it. All civil society organisations from the FRA Fundamental Rights Platform will be invited to join. The webinar will discuss what a European Citizens’ Initiative is, how to use it for advocacy. It and will focus on participatory democracy and involvement of active citizens in policymaking. After an introduction by the European Commission and the European Citizen Action Service (ECAS), two ECI organisers ‘European Digital Rights (EDRi)’ and ‘Voters without Borders, Full Political Rights for EU Citizens’ will share their experiences. The European Commission’s Secretariat-General organises the event jointly with FRA.

In accordance with its Rules of Procedure, the EIB convenes the meetings of its Board of Directors at least six times a year. In line with the EIB Group Transparency Policy, the bank publishes the meeting agenda, as from four days before the meeting; and the minutes of the meeting, including the list of conflicts of interest declared by the participants with respect to a project to be financed. The minutes are in principle approved in the following meeting and are subsequently published on the bank’s website.

22nd Conference of the Alliance against Trafficking in Persons
The 22nd Conference of the Alliance against Trafficking in Persons will focus on protection of and assistance to victims of trafficking – and specifically, the application of a victim-centred approach to support victims of trafficking in human beings and uphold their rights. It intends to draw attention to the importance of granting trafficking victims access to comprehensive assistance as part of a durable solution aimed at their full recovery and (re)integration. To this end, the conference will analyze some emerging patterns in State protection systems and approaches. It will offer guidance on how to expand existing mechanisms to ensure that they take into account victims’ views and experiences, are inclusive, non-discriminatory and human rights-based, and designed and implemented in a gender-sensitive and trauma-informed manner. Moreover, panelists will discuss how protection systems need to promptly adapt to take into account the vulnerabilities of the people seeking refuge from armed conflicts.

The inclusion of survivors’ voices to ensure a human rights-based and survivor-centred approach to combating human trafficking
The topic of this year’s 22nd High-Level Alliance against Trafficking in Persons Conference, which will take place from 4 to 6 April 2022 in Vienna/online, will focus on protection and assistance – and specifically the application of a victim-centred approach to support victims of trafficking in human beings and uphold their rights. In this respect, the side event will focus on: The different mediums that survivors use for awareness raising, including artwork; The overall need for inclusion of survivors’ voices and perspectives in policy-making in the OSCE region; and The importance of including survivors as key stakeholders in all anti-trafficking work as a way to ensure a human rights-based and victim and survivors-centred approach to combating human trafficking. The virtual presentation of survivors’ artwork will be conducted by Laurent Ziegler, Member of the International Survivors of Trafficking Advisory Council (ISTAC).

Effective National Referral Mechanisms to protect and promote the rights of victims and survivors of trafficking, especially children
The topic of this year’s 22nd High-Level Alliance against Trafficking in Persons Conference, which will take place from 4 to 6 April 2022 in Vienna/online, will focus on protection and assistance. In this respect, the side event organized by the OSCE Office for Democratic Institutions and Human Righs (ODIHR) will focus on: Key components and new features of ODIHR’s updated National Referral Mechanisms (NRM) Handbook; The NRM for children and the specific guidance for dealing with child victims of trafficking; and The overall importance to establish and strengthen NRMs with a human rights-based, gender-sensitive, trauma-informed, survivor and victim-centered and child-appropriate approach. The updated NRM Handbook will be presented by Tatiana Kotlyarenko, ODIHR Adviser on Anti-Trafficking Issues, and Rachel Witkin, lead project consultant and Head of Counter-Trafficking, Helen Bamber Foundation.
