European Parliament


This week, MEPs will be working outside the European Parliament, either in their respective constituencies or in Parliamentary delegations. Parliament will resume its activities next week.

Monday 11 April – Wednesday 13 April

International Trade Committee Delegation in Dehli
A delegation of the International Trade Committee travels to Delhi to discuss upcoming trade and investment talks between the EU and India, which are about to restart. MEPs are also expected to discuss pending trade issues and India’s take on the EU-Indo-Pacific strategy.

Budgetary Control Committee Delegation in Bulgaria
A Budgetary Control Committee delegation will go to Bulgaria to inquire about allegations of corruption and misuse of public funds with a potential impact on the EU’s financial interests. The delegation is scheduled to meet with civil society organisations, investigative journalists, as well as government officials involved in managing EU funds.

Security and Defence Subcommittee Delegation in Georgia
A delegation of the Security and Defence Subcommittee will travel to Georgia to assess the work of the EU Monitoring Mission and the possible implications of Russia’s war against Ukraine in the country. MEPs will meet, among others, Georgia’s President, Prime Minister, Parliament’s Chairman and Defence Minister. They also intend to visit the Administrative Boundary Lines in Abkhazia and South Ossetia regions.

Council of Ministers


Monday 11 April

Foreign Affairs Council
The Foreign Affairs Council will review recent events and current affairs, including the situation in Mali, Libya and Yemen. Ministers will also discuss the latest developments concerning the Russian aggression against Ukraine, following the European Council of 24-25 March 2022. They will then exchange views on the Global Gateway, the new European strategy to boost smart, clean and secure links in digital, energy and transport sectors and to strengthen health, education and research systems across the world. Over lunch, EU foreign affairs ministers will hold an informal discussion with the Norwegian Foreign Minister, Anniken Huitfeldt, and the Icelandic Foreign Minister, Thórdís Kolbrún Reykfjörd Gylfadóttir.

Tuesday 12 April

General Affairs Council
Ministers will hold a country-specific discussion under the annual dialogue on the rule of law. Ministers will also exchange views on the Conference on the Future of Europe, including on the next steps.

Commissioner Maroš Šefčovič will hold a meeting with Luca Visentini, Secretary General of the European Trade Union Confederation.

Simson participates in an event on the security and the stability of the Ukrainian energy sector
Commissioner Kadri Simson will participate in a high-level event on the security and the stability of the Ukrainian energy sector during the war and the post-war revitalisation.

Tuesday 12 April

Reynders participates in the General Affairs Council
Commissioner Didier Reynders will participate in Luxembourg in the General Affairs Council and will meet with Ms. Anna Lürhmann, German Minister of State for European Affairs and Climate.

Simson holds a meeting with the Energy Community Ministers
Commissioner Kadri Simson will hold a meeting with the Energy Community Ministers in the format of the Energy and Climate Committee.

Šuica delivers a message for the National Session of the Europeans Youth on CoFoE
Vice-President Dubravka Šuica will deliver a pre-recorded video-message for the National Session of the Europeans Youth in France on the Conference on the Future of Europe.

Simson holds a meeting with the Ambassador of the United States of America to the European Union
Commissioner Kadri Simson will hold a meeting with Mr Mark Gitenstein, Ambassador of the United States of America to the European Union.

Tuesday 12 April

Hybrid Stakeholder consultation on Revision of the Energy Performance of Buildings Directive (EPBD)  
The European Committee of the Regions (CoR) is preparing an Opinion entitled Revision of the Energy Performance of Buildings Directive (EPBD), which is an essential follow up of the Renovation Wave Strategy and a building block of the Fit for 55 package.

Local Dialogue on the European Year of Youth and Cohesion  
The dialogue will deal with the implementation of the European Structural and Investment funds (2021 – 2027) and its potentials to support the current challenges of European society. The second part of the event will address young people and inquire on their views on the future of the Europe. The moderated dialogue will host panelists such as Apostolos Tzitzikostas, President of Committee of the Regions, Radim Sršeň, initiating member, Mayor of the Municipality of Dolní Studénky​, Vendula Nováčková, Director, Representation of the South Moravian Region to the EU, and Břetislav Dančák, Vice-rector for internationalisation, Masaryk University.​

French Presidency

Informal Meeting of the Bologna Follow-up Group (BFUG)
The Bologna Follow-up Group (BFUG) comprises the 49 member countries of the European Higher Education Area (EHEA), the European Commission, the consultative members, and the European Quality Assurance Register for Higher Education (EQAR). The meeting will provide an opportunity to review the work in progress on the basis of the Work Plan for 2021-2024, which was established during the BFUG meeting organised by the Portuguese Presidency on 15 and 16 April 2021. This meeting will also be the occasion to celebrate the 25th anniversary of the Lisbon Recognition Convention, a key legal instrument for recognising qualifications in Europe.

Informal Meeting of the European Research Area and Innovation Committee (ERAC) & Informal Meeting of the Working Party on Research
ERAC is the EU’s strategic policy advisory committee on matters related to research and innovation within the European Research Area. It meets four times per year, bringing together the Directors-General responsible for these matters. The Council’s Working Party on Research, for its part, is made up of sector-specific attachés and advisors, stationed in the permanent representations of Member States in Brussels. Holding these two meetings simultaneously and in proximity to that of the Bologna Follow-up Group will offer the possibility to foster synergy and interaction between delegations on the themes of research and innovation, on the one hand, and higher education on the other.

Meeting of Directors-General for the Environment
The meeting of Directors-General for the Environment will bring together representatives of the Member States and of the European Commission’s Directorate-General for the Environment. Attendees will address topics related to recent events in the programme of the French Presidency of the Council.

Wednesday 13 April

Meeting of Directors-General for Health
This meeting, focused on the issue of vaccination, will be part of the process of redefining a European Health Union, in line with the texts of the health and safety package. The package includes revisions to the regulations on serious cross-border health threats and expanding the mandates of the European Centre for Disease Prevention and Control (ECDC) and the European Medicines Agency (EMA). The event will offer the opportunity to highlight the plan aiming to reinforce European coordination on vaccination;
work on establishing a European contingency reserve of medicines of strategic importance based on the rescUE mechanism; confirm the initial results of the HERA incubator, the European plan to support Member States in the fight against Covid-19 by improving the identification and analysis of variants, adapting current vaccines and developing new ones.

Fortnight for European Defence Cadets
The fortnight for European defence cadets will be centred around a seminar on the theme of the Common Security and Defence Policy (CSDP). The seminar, which will precede the sixth Olympiad of European military academies, will be open to European cadets. Specialists in the European Security and Defence Policy, both civilian and military, will attend a week-long cycle of conferences as part of the modules shared by participating academies.

European Union Agency for Fundamental Rights


Tuesday 12 April

FRA meets French local civil servants
FRA will meet a group of 30 students from the French National Institute for local Studies (INET). FRA will explore the connections between human rights and local authorities through the results of its Fundamental Rights Survey and the Framework for Human Rights Cities in the EU. The Agency will also highlight the key role cities play in promoting equality by showcasing what local authorities can do to support Roma inclusion. Other issues that will be covered in the discussion will be communicating rights, data protection and AI in the local context. INET provides initial and lifelong training to local chief executives and senior managers of major cities, counties and regions in France. The visit will be hosted at the French Embassy.

Wednesday 13 April

Taking stock of citizenship and human rights education in Europe
FRA will address the Forum on the present and future of citizenship and human rights education in Europe. The Forum aims at strengthening the quality, recognition, and outreach of education for democratic citizenship and human rights education with young people. At the event, the findings and conclusions of the review of the Council of Europe’s Charter on Education for Democratic Citizenship and Human Rights Education will be discussed with all stakeholders. During the Forum, FRA will also take part in a meeting of the International Contact Group on Citizenship and Human Rights Education. The Group brings together representatives of the Council of Europe, the Office of the UN High Commissioner for Human Rights, UNESCO and the European Commission. The Forum runs from 11 to 13 April in Turin. The Council of Europe, the Universal Civic Service of the Italian government jointly organise the event, in cooperation with Amnesty International, the City of Turin, the National Youth Council of Italy and the European Youth Forum.

Forum on the present and future of citizenship and human rights education in Europe
A forum will be organised in the framework of the Italian Presidency of the Committee of Ministers on the present and future of citizenship and human rights education in Europe with young people. It aims at strengthening the quality, recognition, and outreach of education for democratic citizenship and human rights education with young people. Some 400 participants will share their experiences as educators and human rights activists, review the state of implementation of the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education (EDC/HRE) and identify priorities for the next five years.

High level conference: Work-life balance – a leverage for women’s empowerment and promoting gender equality
A high level conference on “Work-life balance as a leverage for women’s empowerment and promoting gender equality” will be organised by Italian Minister of Equal Opportunities and Family in the framework of the Italian Presidency of the Committee of Ministers. The scene will be set with opening addresses by Elena Bonetti, Italian Minister for Equal Opportunities and Family; Benedetto Della Vedova, Italian Undersecretary of State for Foreign Affairs and International Cooperation; Claudia Luciani, Council of Europe Director of Human Dignity, Equality and Governance, and Helena Dalli, European Commissioner for Equality.

Conference on “The progress of the Republic of Serbia in preventing money laundering and terrorism financing” 
A conference on “The progress of the Republic of Serbia in preventing money laundering and terrorism financing” will take place within the project “Preventing money laundering and terrorist financing in Serbia”. Hanne Juncher, Head of Council of Europe Department of Action against Crime; Annika Ben David, Ambassador of Sweden in the Republic of Serbia and Željko Radovanović, Acting Director of Administration for Prevention of Money Laundering of the Republic of Serbia will give introductory remarks.
