Talking Europe with Stefano Sannino, Secretary General of the EEAS
On Monday 25 April, from 10:00 to 10:45 CET, the EMI will hold the twelfth edition of Talking Europe organised in partnership with the European Commission, this time featuring Stefano Sannino, Secretary General of the European External Action Service. This series of online events launched in 2020 aims to discuss the EU’s work and how it affects all Europeans. Our guest Stefano Sannino, Secretary General of the EEAS, will be discussing the recent work of the European External Action Service, developments in the Ukraine war and the Common Foreign and Security Policy. The event will be moderated by EMI’s Secretary General Petros Fassoulas and will be live-streamed from the European Movement International Facebook, YouTube, Twitter and LinkedIn pages.

Jourová meets the Secretary General of the Inter-Parliamentary Union and speaks at Geneva Graduate Institute’s public lecture
Commissioner Vĕra Jourová will be in Geneva to meet with Mr Martin Chungong, Secretary General of the Inter-Parliamentary Union and will speak at Geneva Graduate Institute’s public lecture on “How can we strengthen democracy in the digital age?”.

Urpilainen participates in the Annual Structured Dialogue on Commission Work Programme in the European Parliament’s Committee on Development (DEVE)
Commissioner Jutta Urpilainen will participate in the Annual Structured Dialogue on Commission Work Programme in the European Parliament’s Committee on Development (DEVE), as well as attend virtually the United Nation’s Financing for Development Forum and give a keynote speech at the “Financing the Sustainable Development Goals by increasing fiscal space for an inclusive and sustainable recovery” session.

College meeting
Commissioners will gather for the College meeting on Wednesday. Commissioner Didier Reynders will be in Bratislava. He will meet with Mr. Ivan Korčok (Minister of Foreign and European Affairs), Ms. Mária Kolíková (Minister of Justice). He will also hold a Citizens Dialogue with students of the Commenius University.

Tuesday 26 April

Encouraging the engagement of young people towards achieving sustainable development
On 26 April 2022, the EESC will hold a public hearing which will feed into its information report on Encouraging the engagement of young people towards achieving sustainable development. The event is held in the context of the Commission’s initiatives on education and training for the green transition as well as existing national, European and global initiatives and best practices which look at transformative education and practises for sustainable development. In addition, in light of the war in the Ukraine, the objective is not only to look at the ambition for a green and just transition but also to ensure that education contributes to the promotion of a culture of peace which is the core of the UN Agenda 2030. The aim of the hearing is to find out more about the state of play in the Member States, as well as the limitation and barriers to implement a transformative education for sustainable development on a national level.

Monday 25 April

Second Zero Pollution Stakeholder Platform Meeting  
On 25 April 2022, the 2nd meeting of the Zero Pollution Stakeholder Platform will be held in a hybrid format in Room JDE51 at the Committee of the Regions. This meeting will be co-chaired by Marieke Schouten, member of the European Committee of the Regions and rapporteur for the opinion on Zero Pollution and Patrick Child, Deputy Director-General of DG Environment of the European Regions. This event will be an occasion to discuss the 2022-2024 Work Programme, the link between reducing health inequalities and zero pollution policies as well as new EC proposals to ensure zero pollution from production and consumption. This meeting will end with presentations on research, innovation and digital solutions for Zero Pollution.​

CoR Digital Masterclass: Social media in times of war – Online battlefield of Russia’s war against Ukraine
Propaganda has always been a part of war, but until recently, the public was merely a passive receiver. Now, on social media, warring parties try to instumentalise users to play an active role in spreading their propaganda. How can we avoid that and act more responsibly? Join this year’s first webinar organised under the umbrella of CoR Digital Masterclasses. The session will bring together experts to exchange views and assess online communication practices employed during war times. The two speakers will be Andrew Stroehlein, European Media Director, Human Rights Watch, and Martyna Bildziukiewicz, Head of East Stratcom Task Force, European External Action Service.

149th CoR Plenary Session  
The Members of the European Committee of the Regions will hold a meeting for the 149th Plenary Session on 27-28 April 2022. The main topics debated will be Ukraine, the energy crisis, the EU-UK partnership, and the European democratic values through education to foster EU citizenship.

Wednesday 27 April

Informal meeting of the High Level Working Group on Competitiveness and Growth
The members of the High Level Working Group on Competitiveness and Growth are the administrative directors responsible for competitiveness issues. The group prepares meetings of the Competitiveness Council. This informal meeting will be an opportunity to discuss the next steps for implementing European industrial policy and deepening the internal market.

Rovaniemi Arctic Spirit Conference
The conference focuses on climate change in the Arctic, especially from the point of view of young people. The conference programme includes expert speeches and panel discussions. Another aim of the conference is to promote dialogue between young people and decision-makers.

Thursday 28 April – Friday 29 April

Informal meeting of the Trade Policy Committee (Services and Investment subgroup, “investment” configuration)
The Services and Investment subgroup of the Trade Policy Committee (TPC) assists and advises the European Commission in negotiations on services, investments and investment protection. This informal meeting of the Committee will be an opportunity to discuss issues relating to services.

Meeting of the IT Directors Group (IT Dir)
This Heads of Medicines Agencies (HMA) working group brings together the information technology directors from each of the competent national authorities as well as representatives of the European Medicines Agency (EMA). It facilitates interagency collaboration. Participants at this meeting will discuss EMA’s information technology projects.

Meeting of the directors general of customs
Senior customs officials and experts from the 27 EU Member States will meet to discuss implementation of the European Commission’s 2021–2025 Customs Action Plan. Implementation of the plan is a priority for European customs administrations in order to enhance cooperation and the harmonisation of practices for managing the borders of the European Union with third countries.

European Ombudsman


Wednesday 27 April

European Network of Ombudsmen (ENO) conference 2022 – The role of Ombudsmen in times of crisis
The war in Ukraine has created millions of refugees looking for safe haven throughout the EU. In response, the EU for the first time activated the Temporary Protection Directive to offer quick assistance to people fleeing Ukraine. The Directive allows for access to accommodation, employment, health care and education in Member States. Ombudsmen are in a key position to monitor how national governments are dealing with refugees. In this conference, organised by the Offices of European Ombudsman Emily O’Reilly and French Ombudsman Claire Hédon, speakers in the first session will discuss how national policies are working on the ground, where improvements can be made and what measures could be replicated elsewhere. The pandemic has greatly accelerated the digitalisation of many aspects of people’s lives, bringing many advantages but also challenges. The second session will discuss the extent to which public administrations have taken the needs and rights of citizens into account during this digitalisation process.

European Union Agency for Fundamental Rights

FRA at the Council of Europe Speaking Human Rights Online conference
The European Union Agency for Fundamental Rights will join the Council of Europe conference ‘Speaking Human Rights Online’ in Brussels and will run a practical workshop on using the 10 keys to effectively communicating human rights to counter hate. The event closes the ‘We Can for Human Rights Speech’ project which supports civil society tackle hate speech.

Wednesday 27 April

Webinar with the Association of Polish cities
The European Union Agency for Fundamental Rights will join the first of a series of webinars organised by the Association of Polish Municipalities and present its framework for human rights cities in the EU. It will showcase concrete examples of foundations, structures and tools that can help Polish cities in integrating fundamental rights into their day-to-day work. These webinars will be complemented by a manual developed by the Polish Association of cities on human rights locally. The webinar takes place on the day that the European Union Agency for Fundamental Rights will release its new practical guide to support local authorities in making human rights part of people’s daily life.

Thursday 28 April

Equality and values in education and training working group meets
The European Union Agency for Fundamental Rights will take part in a meeting of the European Commission’s Working Group on Equality and Values in Education and Training. The meeting will discuss some of the educational challenges in relation to the integration of Ukrainian refugees in education. The Working Group continues the successful work of its previous Working Group on Promoting Common Values and Inclusive Education. Representatives of Member States, European Institutions and EU Bodies will attend the meeting virtually.

Investment in times of uncertainty and unknowns
The Bank of Finland and the European Investment Bank are hosting the conference: ‘Investment in times of uncertainty/unknowns”. The conference will focus on Investment needs and climate in Finland. It will assess the extent to which firms are addressing the need to make their businesses more green and digital, against the backdrop of the pandemic recovery programmes and unprecedented recent shocks. The conference brings together a group of economists, policymakers, as well as representatives from financial institutions and the business community. After the opening remarks by the Bank of Finland’s member of the board Tuomas Välimäki and European Investment Bank Vice President Thomas Östros, the results of the EIB Investment survey for Finland will be presented, followed by a presentation by Professor Otto Toivanen (Aalto University). The conference will also host a high level panel, focusing on investment dynamics and investment gaps in Finland.

Building resilience in time of crisis: the role of policies
On the occasion of 30 years of monetary sovereignty of the Republic of North Macedonia, the National Bank is hosting the National Bank Research Conference, organized in partnership with the European Investment Bank (EIB). This high-level event will be attended by governors and vice-governors of central banks from the region and Europe, as well as representatives of international financial organizations, the scientific community and the banking sector. The event will focus on the key challenges for the regional economies – including climate transition, economic resilience, financial inclusion, innovation and post-pandemic new normal – with particular attention to the post-pandemic policy adjustments as well as implications of the heightened uncertainty arising from the escalation of geopolitical risks in Eastern Europe. Improving access to finance for the SMEs is another issue that will be covered. During the event, the Annual NBRNM Award for the best research paper in macroeconomics and banking systems will be announced.

PACE spring session: the consequences of Russia’s aggression against Ukraine
A general policy debate on the consequences of the Russian Federation’s aggression against Ukraine will be at the center of the spring plenary session of the Parliamentary Assembly of the Council of Europe (PACE). Sergio Mattarella, President of the Italian Republic, will address the Assembly at midday on Wednesday and will answer questions from the parliamentarians. The Assembly will also debate reports on strengthening the strategic partnership between the Council of Europe and the EU, safeguarding and promoting genuine democracy in Europe, and on how to put confiscated criminal assets to good use. Reports on combating children’s exposure to pornographic content, on the deinstitutionalisation of persons with disabilities, on preventing excessive and unjustified use of force by law enforcement officers, on tackling discrimination based on social origin, and on the honouring of obligations and commitments by Georgia are also scheduled. Commissioner for Human Rights, Dunja Mijatović will also present her annual activity report for 2021 and take questions from the parliamentarians. The session includes the usual question time to Secretary General Marija Pejčinović Burić by PACE members, as well as the traditional communication from the Committee of Ministers.
