Monday 2 May
Transport, Telecommunications and Energy Council
Ministers will exchange views on the energy situation in the EU in the context of the war in Ukraine. This extraordinary Council aims to take stock of possible additional actions in terms of security of supply, gas transit and management of gas stocks, in particular with a view to the weeks and months to come. It also aims to identify the measures to strengthen coordination between member states to be implemented, and the common messages to be disseminated. Ministers will also be invited to discuss the EU’s level of preparedness for a supply crisis and the solidarity measures and instruments within the EU that they would like to promote in this context.

Informal video conference of economy and finance ministers
Ministers will focus their discussion on the economic recovery in Europe (Recovery and Resilience Facility). They will exchange views on the Council implementing decisions on the approval of national recovery and resilience plans for Bulgaria and Sweden. Ministers will also discuss further implementation of the Recovery and Resilience Facility. The facility will make available a total of €672.5 billion in grants and loans to foster the recovery from the COVID-19 pandemic. The funds will be used for reforms and investments in the member states, supporting the EU’s climate transition and digital transformation.
Eurogroup
The Eurogroup will meet in inclusive format, via videoconference, to discuss a draft work plan on the banking union. The President of the Eurogroup will present his proposal for a work plan to complete the Banking Union. Completing the banking union is a key European objective aimed at further strengthening EU’s financial sector. At the Euro Summit in December 2020, Leaders tasked the Eurogroup with preparing, on a consensual basis, a stepwise and time-bound work plan on all outstanding elements needed to complete the Banking Union. Leaders underlined this mandate once again at their informal meeting in Versailles on 10-11 March 2022, emphasising that a completed Banking Union must be part of the equation for financing the needs of our economy.

The EESC´s Consultative Commission on Industrial Change (CCMI) is organising a hearing on the EU Strategy for Sustainable and Circular Textiles, with the participation of the European Commission and civil society stakeholders.

Decent work worldwide
The EESC will hold a remote public hearing on decent work worldwide, in the context of the ongoing opinion on the topic. Millions of workers around the world suffer from violations of their labour rights and from poor working conditions. Still today, 160 million children – one in ten worldwide – are in child labour, and 25 million people are in a situation of forced labour. The COVID-19 crisis is deteriorating the working and living situation of workers worldwide, in particular of those most vulnerable. The European Commission’s Communication on Decent work worldwide, adopted in February 2022, sets out the internal and external policies the EU uses to implement decent work worldwide, putting this objective at the heart of an inclusive, sustainable and resilient recovery from the pandemic. The hearing will represent a key contribution to the ongoing EESC opinion on “Decent work worldwide”. Speakers due to attend include representatives of the European institutions, the International Labour Organisation, academics and experts in the field, as well as other civil society organisations.
Common Agricultural Policy: 60 years later
The EESC will hold on 4 May 2022 an online thematic debate on the Common Agricultural Policy (CAP) in the context of its 60 year anniversary and of the terrible war in Ukraine. This debate aims to discuss with representatives of EU institutions and stakeholders how the national CAP strategic plans could provide a substantial contribution to the economic, social and environmental transition imposed by the European Green Deal. It will focus on ensuring European agriculture delivers its Green Deal objectives in a sustainable and resilient manner. The debate will also have a specific focus on how European agriculture has to adapt to the new conditions created by the war in Ukraine.

SMEs, social economy enterprises, crafts and liberal professions Fit for 55 – Turning the Challenges into Opportunities
The European Economic and Social Committee is organising a hearing in the framework of its own initiative opinion on “SMEs, social economy enterprises, crafts and liberal professions Fit for 55 – Turning the Challenges into Opportunities”. The hearing will assess the chances and challenges that SMEs face due to the green transition in terms of proper funding and support measures. The Green Deal and the Fit for 55 package affect SMEs through direct requirements or indirectly through increased costs or resources. Some specific groups – such as micro companies, social economy enterprises, crafts and some liberal professions, are especially vulnerable and have less resources and information to secure the successful green transition.

Europe Day 2022
The EESC will celebrate Europe Day 2022 with a fully virtual event to commemorate the date of the historic Schuman declaration, considered to be the beginning of what is today’s European Union. It is a chance for reflection on what peace, cooperation and solidarity have built, and what we hope to achieve in the future. On this day, the EU invites citizens from across Europe to learn more about the EU’s institutions, how it works and what the EU can do for them. The focus of all EU institutions on this day is to engage young people in the context of the European Year of Youth, which is the main theme this year. In parallel, a strong message to support and stand with Ukraine is being clearly conveyed at an interinstitutional level.

RePowerEU
As part of the Green Deal Going Local campaign, the CoR Climate Pact Ambassador and the National Covenant of Mayors Ambassadors will discuss RePowerEU, the new plan to make the European Union independent of Russian gas. CoR members will be joined by representatives of the European Commission, the Covenant of Mayors Political Board, local and regional authorities, financial experts and climate organisations. The ambassadors from both networks will discuss how to go further and faster in the transition towards secure, affordable and sustainable energy.

Stakeholder Consultation on the CoR opinion Guidelines for the development of the TEN-T network
The European Committee of the Regions (CoR) is in the process of drafting an opinion on the revision of the guidelines for the development of the trans-European transport network (TEN-T) that was published by the European Commission on 14 December 2021. The rapporteur for this opinion, Ms Isabelle Boudineau (FR/PES), Member of the Regional Council of Nouvelle-Aquitaine, together with her expert, will meet representatives of local and regional associations and relevant stakeholders for a consultation and an exchange of views on the relevant topics of this opinion.

Youth for Just Transition in Moravian-Silesian region
The future of young people will be directly affected by the upcoming transition, and their needs, opinions, fears and hopes are an important part of today´s discussion within the Conference on the Future of Europe as well as presentations of projects and activities that are being prepared from Just Transition Fund and could make a needed positive change for future generations. The workshop will be chaired by Mgr. Zdeněk Karásek, Deputy Member of the European Committee of the Regions, with the participation of Věra Jourová, EC Vice-president for Values and Transparency.

Stakeholder consultation on the 8th Cohesion Report
The European Committee of the Regions is in the process of drafting an opinion on the 8th Report on Economic, Social and Territorial Cohesion that was published by the European Commission on 9 February 2022. The rapporteur for this opinion, Ms Nathalie Sarrabezolles (FR/PES), Councillor of the Finistère Departmental Council, together with his expert, will meet representatives of local and regional associations and other stakeholders for a consultation and an exchange of views on the relevant topics of this opinion.

CoR-EC Broadband Platform meeting on digital cohesion
The members of the Broadband Platform – European Commission experts and local and regional politicians – will meet virtually to discuss the challenges and opportunities of digital transition and connectivity for cities and regions in Europe. The meeting will focus on reasons for the growing digital divide, challenges faced by cities, regions, businesses, and citizens and ways in which the digital transformation can lead to greater cohesion; the latest evidence on weak signals, wild cards, megatrends and possible scenarios on how digital cohesion can be achieved as well as lessons learnt from foresight for the present; a presentation of the CEF2 Digital programme, which provides funding for the rapid deployment and use of 5G for smart communities and innovative applications; promoting international connectivity, in particular by involving cross-border regions.

Civil Justice in Europe in the Digital Age
This conference will highlight the digital innovations benefiting civil law notaries and judges while reflecting on the means of reinforcing them. It will present the European networks helpful to judges and civil law notaries in handling their cases. The conference’s focus will also include the registers used in cross-border procedures, in particular the European Certificate of Succession.

Museums in Europe: What challenges lie ahead?
This conference will bring together European museum directors and representatives from administrations tasked with museum policy in Europe and representatives from the European Institutions, professional networks and civil society. Discussions will concern in particular: the role, values and missions upheld by museums; the key role of museums in the transmission of knowledge, education and empowering communities; new models for cooperation and mobility for professionals; and issues of tourism, sustainable development and public policy.

Informal Meeting of the Working Group on the EU and Global Health
The conference focuses on climate change in the Arctic, especially from the point of view of young people. The conference programme includes expert speeches and panel discussions. Another aim of the This informal group of experts will meet to propose strategies and working methods allowing the European Union and Member States to take on a leading role in confronting new global health challenges as well as in international negotiations, taking into account their strong collective political and financial commitments.

The Social Economy, the Future of Europe
The workshop “Financing the social economy: Building new bridges” will be held as part of the “The Social Economy, the Future of Europe” conference, with speakers including European Commission members, European partners and private-sector players. It will focus on the importance of providing social economy entities with better guidance on financial instruments that could prove essential to supporting their development strategies. In addition, the workshop will explore how certain sophisticated financial instruments typically reserved for mainstream for profit companies could be made available to these entities.
Meeting of Directors-General for Youth
The meeting of the Directors-General for Youth of the EU Member States, organised during each presidency of the Council of the European Union, will be an opportunity to take into account the results of the European Youth Conference. The meeting will also be the occasion to present local and national actors and projects to the other Member States.

The fourth Fundamental Rights Dialogue is co-organised by the Representation of the European Commission in France, the European Parliament, and the City of Paris, as part of the Europe Day 2022. It invites young people ask questions, and suggest ideas and solutions to pressing human rights issues in a conversation with Michael O’Flaherty, FRA Director; Gwendoline Delbos-Corfield, Member of the European Parliament (EFA/Greens); Bénédicte Charrier, representative of CNAJEP/Advocacy Director at Coexister France; Jérôme Quéré, Executive Officer at Mouvement Européen, France.

The Nicosia Chamber of Commerce and Industry and the European Investment Bank are hosting the webinar ‘Investment at times of shocks – the Cyprus perspective’. The webinar will focus on investment needs and priorities for Cyprus corporate perspective. It brings together a group of economists, policymakers, as well as representatives from financial institutions and the business community. After the opening remarks, the Minister of Finance and the Governor of the Central Bank will deliver their keynote remarks. The EIB Investment survey for Cyprus will be presented, followed by a panel discussion on Investment in Cyprus Corporate Perspective.

Geopolitical uncertainty: how can we finance a faster and safe green transition in the Czech Republic?
On the eve of the Czech Presidency of the Council of the EU and in the year in which the Czech Banking Association celebrates 30 years since its foundation, the Czech Banking Association and the European Investment Bank are hosting the conference “Geopolitical uncertainty: how can we finance a faster green transition in the Czech Republic?”. EIB Vice-President Lilyana Pavlova will provide a cross-EU perspective on initiatives to promote green investment, with a view not only to slow climate change but also to improve energy security. Jan Juchelka (CEO, Komercni Bank) will discuss how banks are supporting the green transition. The Czech macroeconomic environment will be presented by Jakub Seidler (Chief Economist, CBA), while Debora Revoltella (Chief economist, EIB) will examine the remaining obstacles to green investment in the Czech Republic and the EU. A panel chaired by Monika Zahalkova will focus on approaches to promote investments in energy efficiency and in green innovation.

Accountability for Violations of International Humanitarian Law and International Human Rights Law in Ukraine
The OSCE Office for Democratic Institutions and Human Rights (ODIHR) is organizing a meeting between prosecutorial and investigative bodies in Ukraine and in other participating States on the topic of ensuring accountability for violations of international humanitarian law and international human rights law in Ukraine. The meeting aims to identify need for support and room for co-operation to ensure accountability. The meeting will also include representatives of international organizations and civil society.
