Eurogroup
The Eurogroup will meet in Luxembourg and discuss the macroeconomic situation in the euro area and policy response to high energy prices and inflationary pressures, including an exchange of views with the Secretary-General of the OECD; the Euro area priorities in the Recovery and Resilience Plans (RRPs) and the implementation of Euro Area Recommendations; business models of public and private participants in the digital euro ecosystem; and prepare international meetings.
Tuesday 04 October
Economic and Financial Affairs Council (ECOFIN)
EU economy and finance ministers will exchange views on high energy prices and financial markets and discuss the proposed regulation on REPowerEU chapters in recovery and resilience plans with the aim of agreeing a Council position (general approach). The Commission will present the review report on the implementation of the Recovery and Resilience Facility, followed by an exchange of views. The Council is also expected to adopt its implementing decision under the Recovery and Resilience Facility as regards the national plan of the Netherlands. In preparation for the G20 and the IMF annual meetings, the ministers will approve the EU terms of reference and statement to the International Monetary and Financial Committee (IMFC). The Council will also aim to approve conclusions on climate finance ahead of the 27th COP 27. Then, the Presidency will update ministers on current financial services legislative proposals, while the Commission will update them on the implementation of existing legislation in this field. On the agenda also figure a discussion on the economic and financial impact of Russia’s aggression against Ukraine, and on the fiscal and non-fiscal role of the EU customs.

Meeting of the European Political Community
The first meeting of the European Political Community will bring together leaders from across the continent in a spirit of unity in Prague, ahead of the informal meeting of heads of state or government. The European Political Community aims to foster political dialogue and cooperation to address issues of common interest and strengthen the security, stability and prosperity of the European continent. This platform for political coordination does not replace any existing organisation, structure or process and does not aim to create new ones at this stage.

In the context of a constantly evolving economic environment and high uncertainty, the ECO section will organise a conference to have an open and inclusive debate with policy-makers, civil society representatives and economic researchers to inform and influence the economic policy debates at EU and national levels.

The Journey of the €uro
In the context of the 20th anniversary of the euro coin and in a cultural partnership with the ECO Section, a cultural initiative is being held partly physically and partly online to display the journey of the euro. The exhibition consists of archive material provided by the Historical Archives of the European Union (HAEU), using parts of the previously organised online exhibition “From Conception to Launch: Twenty Years of the Euro”. Additionally, the exhibition is enriched by material from the “#EuroAt20” project, launched online in January by the European Commission, while the angle of Croatia joining the euro area on 1 January 2023 is also considered. The exhibition will be launched in connection with the ECO Section meeting, where the own-initiative opinion on the digital euro will be debated and agreed.

Towards an EU framework against homelessness based on the principle of ‘Housing First’
The EESC conference entitled “Towards an EU framework against homelessness based on the principle of ‘Housing First'” will be held from 9h30 to 13h00. The aim of the conference will be to reflect on how the EU, national, regional and local authorities, as well as organised civil society, can join forces to identify practical steps to be taken to eradicate homelessness in the EU.

14th SEDEC External Commission Meeting
The 14th SEDEC external commission meeting (mandate VII) will take place from 10:30 to 14:00 at the Quality Hotel Brno Exhibition Centre, Křížkovského 496/20, 603 00 Brno, Czech Republic. The meeting agenda includes the election of the new chair and vice-chairs of the SEDEC commission; the first discussion and adoption of the opinions on The Future of Youth Policy in the EU; a new innovation agenda for Europe; a general exploratory debate for the opinion on pathways to school success; and a debate with European Labour Authority’s Executive Director Cosmin Boiangiu.

SEDEC External Commission Conference
This high-level conference on Engaging Youth in Science, Research and Innovation will focus on new challenges in education and on how to attract and engage more young graduates in the regional innovation ecosystems. The panel includes the Governor of the South Moravian Region, Jan Grolich, the SEDEC Chair, leading representatives of the local education and innovation ecosystem, and representatives of the European Commission.
Online Stakeholder Consultation on the Progress of the Sustainable Development Goals
The Sustainable Development Goals (SDGs) should be implemented by 2030. However, the last two years with the pandemic, the war in Ukraine and growing geopolitical tension correspond to a reversal of progress in SDGs implementation throughout the world and in the EU. In this framework, the CoR has re-appointed Ricardo Rio, Mayor of Braga, Portugal, as rapporteur for an Opinion on the progress in the implementation of SDGs. The Opinion is the occasion to engage in an inter-institutional dialogue with EU decision-makers ahead of the UN Summit and SDGs review. Mr Rio has also been invited by the Czech Presidency of the Council to a Working Party meeting in November to contribute to the EU VR. Before drafting the Opinion, the rapporteur would like to gather your views and feedback on progress on SDGs in your cities/regions and country.

The 14th NAT commission meeting will take place at the European Committee of the Regions, Rue Belliard 99-101, Brussels room JDE 52, from 11:00 until 18:30 (CET). The meeting will be web streamed. The following opinions will be discussed and adopted: Reform of the geographical indications system; Safeguarding food security and reinforcing the resilience of food system; Regional adaptation strategies for low carbon agriculture; European Health Data Space; Balancing local communities’, entrepreneurs’ and travellers´ needs linked to short-term rentals; and Targets and tools for a Smart Rural Europe.

14th meeting of the ENVE commission
The 14th ENVE Commission meeting will take place fully in person from 11:30 to 17.30 at Palazzo Reale, Piazza Duomo 12, 20122 Milan, room “Conference Hall”. The meeting will be web streamed. The agenda foresees the adoption of the opinion “EU Strategy for Sustainable and Circular Textiles”; an exploratory debate and an exchange of views on the opinions “Industrial Emission Directive” and “EU Nature Restoration Target”; present the CoR opinion on “Delivering on the Sustainable Development Goals by 2030”; and debate on opportunities for cities and regions to step up environmental action and address biodiversity loss.

ENVE commission’s conference “Local Green Deal: A blueprint for a future-proof recovery”
From 9:30 to 12:30, ENVE Commission will hold a conference on “Local Green Deal: a blueprint for a future-proof recovery” at Palazzo Reale, Piazza Duomo 12, 20122 Milan, room “Conference Hall”. The conference will be web streamed. There will be two panels respectively on implementing the Green Deal at the local and regional levels and the benefits of climate and environmental action, followed by a roundtable on implementing the Green Deal in times of crisis. Nicola Pochettino (Director for Environment and Natural Resources Projects Directorate of EIB), Nadia Pellefigue (Vice-President of the Occitania region) and Clara De La Torre (Deputy Director General, DG CLIMA) will deliver keynote speeches at the conference.

The Europe of Tomorrow: Gender Equality and the Economy
The purpose of the conference is to discuss how to best promote gender equality in the new realities with a specific focus on economic and social rights. Taking into account the European Year of Youth 2022, the conference will facilitate dialogue with the young generation and address challenges that young people face today in order to achieve the Union of Equality tomorrow.

Annual Conference of the European Migration Network
The Annual Conference of the European Migration Network, this time focused on labour migration, will take place at Prague Congress Centre. The topic of the Conference is “EU and Labour Migration: Needs, Strategies and Challenges” and the overall goal is to provide participants with a unique opportunity to examine the current situation and issues which European Union deals with in the field of labour migration.

Thursday 06 – Friday 07 October
Multiplying Fundamental Rights Charter knowledge with national experts
FRA will host an expert event on the EU Charter of Fundamental Rights in Vienna. The invitees are a diverse group of national legal experts from EU Member States, including academics. They also include legal experts working at national courts, national human rights and ombuds institutions, national administrations as well as practising lawyers. FRA will give participants an overview of its Charter materials and resources, including the Charter handbook (available in all official EU languages) to support national capacity building on the Charter. The European Commission will present their e-Justice Portal, the electronic one-stop shop in the area of justice, and the European Training Platform. Impulse statements given by outstanding experts, including a current member of the Court of Justice in Luxembourg and a former member of the European Court of Human rights in Strasburg, will complement the programme.

Cultural Routes Annual Advisory Forum
In Chania (Crete, Greece), the 2022 Advisory Forum will be organised by the Enlarged Partial Agreement on Cultural Routes of the Council of Europe and the European Institute of Cultural Routes, in cooperation with the Hellenic Ministry of Culture and Sports, the Hellenic Ministry of Tourism, the Greek National Tourism Organisation, the Region of Crete, the Municipality of Chania, the Chamber of Industry and Commerce of Chania, and the Historic Cafes Route. This year’s Forum will be devoted to the theme, “Cultural Routes of the Council of Europe: Safeguarding European Values, Heritage, and Dialogue”. It will be the opportunity to underline the growing relevance of the Cultural Routes of the Council of Europe methodology and practices in promoting Europe’s shared cultural heritage and intercultural dialogue while fostering sustainable local development.

Quality and effectiveness of education for Roma and Sinti children during the COVID-19 pandemic: Challenges and good policy practice
In Warsaw, Poland, the DIHR is organizing this consultative meeting to provide a forum for discussion on challenges, effective practices and policies related to education for Roma and Sinti children, including adverse effects resulting from the COVID-19 pandemic, and to review lessons learned during the health crisis. The event aims to identify the key obstacles to equal access of Roma and Sinti children to quality education in the context of the pandemic. The meeting will gather policy development experts, civil society, state advisers, fieldworkers and researchers. Access to the event is by invitation only.
