Friday 8 October – Saturday 9 October

This hybrid event is the culmination of the European Parliament’s youth consultation process for the Conference on the Future of Europe. EYE2021 participants will explore these ideas in ideation workshops during the event. After a public voting process during EYE2021, the ideas will be consolidated into a report, presented to the Members of the Conference and fed into the political debate of the Conference.

Wednesday 6 October

EU-Western Balkans summit
Discussions will centre around: reaffirmation of the European perspective of the Western Balkans, which is of mutual strategic interest and remains a shared strategic choice; development of our cooperation and the region’s socio-economic recovery, in the context of the ongoing Covid-19 pandemic; implementation of the Economic and Investment Plan (EIP), which sets out a substantial investment package and will generate more sustainable, green, digital and people-focused growth, benefiting the region and Europe as a whole and intensifying regional cooperation exploring further cooperation on political and security matters of mutual concern.

Council of Ministers


Monday 4 October

Eurogroup
Ministers will exchange views on the macro-economic situation in the euro area.
Ministers will take stock of the implementation of euro area priorities in the recovery and resilience plans based on a presentation from the European Commission.

Tuesday 5 October

Economic and Financial Affairs Council
Ministers will discuss the implementation of the Recovery and Resilience Facility and are expected to adopt a Council implementing decision approving the national recovery and resilience plan for Malta. 

Wednesday 6 October

Environment Council
EU environment ministers will meet in Luxembourg for their first meeting under the Slovenian presidency.
The Council will hold an exchange of views on the Fit for 55 package, which was presented by the Commission in July.
Ministers will aim to approve conclusions on the preparations for the United Nations conference on climate change (COP26).
Ministers will exchange views on the new EU forest strategy for 2030.

Thursday 7 October

Justice and Home Affairs Council
EU justice ministers aim to approve Council conclusions on the EU strategy on the rights of the child. The strategy proposes concrete actions to protect, promote and fulfil children’s rights.

Friday 8 October

Justice and Home Affairs Council
The Council is expected to adopt the blue card directive. The new rules establish the entry and residence conditions for highly qualified non-EU nationals coming to live and work in the EU.
Home affairs ministers will discuss the challenges posed by screening and detention of migrants.
They will also follow up on the situation in Afghanistan with regard to international protection, migration and security and will exchange views on the situation on various migration routes.
The Commission and the presidency will also inform ministers about progress on the development of migration action plans for priority countries of origin and transit.

Social Innovation for Refugee Inclusion: Sowing Innovation in the Cracks of Crisis
The fourth conference of the Social Innovation for Refugee Inclusion (SI4RI) builds on previous editions in 2016, 2017 and 2019.  The 2021 conference will explore in particular how the diverse landscape of partnerships, social enterprises, participatory models, and community led initiatives spearheading social innovation for inclusion have fared against the backdrop of COVID 19. It will also discuss how this ecosystem can emerge strengthened from the crisis, and how innovations can reach underserved places and highly vulnerable groups.

Local and regional authorities accelerating the implementation of the EU Pollinators Initiative – Stakeholder Consultation
The Committee of the Regions is drafting the Opinion “LRAs accelerating the implementation of the EU Pollinators Initiative” to accelerate the implementation of the existing EU Pollinators Initiative. The focus is on integrating protection measures for pollinators into other EU policies and existing programmes.

Tuesday 5 October

5th meeting of the CoR-UK Contact Group
This hybrid meeting will consists of two thematic sessions about: implementation of the institutional aspects of the EU-UK Trade and Cooperation Agreement and New avenues for EU-UK policy cooperation involving local and regional authorities.

The European Ombudsman will present the findings of the European Ombudsman’s report on the functioning of the EBCGs complaints mechanism for alleged breaches of fundamental rights and the role of the Fundamental Rights Officer (OI/5/2020).

Discussion about transparency and democracy
Ombudsman Emily O’Reilly will discuss democracy, transparency and trust in the EU of tomorrow in an informal talk with author and political activist Nini Tsiklauri.
