EU-Ukraine Association Council
The 8th meeting of the EU-Ukraine Association Council will take place in Brussels and will be chaired by the Prime Minister of Ukraine Denys Shmyhal. The High Representative for Foreign Affairs and Security Policy Josep Borrell will lead the EU delegation. The Association Council will discuss the EU-Ukraine bilateral agenda, notably the implementation of the Association Agreement and state of play of EU-Ukraine cooperation. It will also discuss EU support since the start of the Russian war of aggression as well as Ukraine’s application for EU Membership. During a restricted session, EU and Ukraine’s representatives will exchange views on the situation following Russia’s war of aggression, as well as global and regional issues.

EU-Georgia Association Council
The Association Council will discuss EU-Georgia’s relations, against the background of its EU membership application, with a focus on political dialogue and reform, economic and sectoral cooperation, trade and trade-related matters, and peaceful conflict resolution. The meeting will be chaired by the Prime Minister of Georgia Irakli Garibashvili. The High Representative for Foreign Affairs and Security Policy Josep Borrell will lead the EU delegation. During a restricted session, EU and Georgia’s representatives will exchange views on foreign and security policy, notably regional issues.

The Advisory Group will discuss the impact of the war in Ukraine and of the Council decision to grant Ukraine a candidate status on the implementation of the TSD chapter and they will also talk about the Labour Law Reform.

A Digital Euro: Challenges and Opportunities
The rapid progress of digitalisation is leading to financial innovation including the potential introduction of digital central bank currencies. In the EU, the European Central Bank (ECB) and the European Commission are currently working on plans for the introduction of an electronic form of money issued by the Eurosystem (the ECB and national central banks), a digital euro, which would be accessible to all citizens and firms as a complement to cash. Against this background, the Section for Economic and Monetary Union and Economic and Social Cohesion (ECO section) of the European Economic and Social Committee (EESC) is currently working on an own-initiative opinion on the prospects of such a digital euro. This opinion aims to assess state of play in preparation for a digital euro, the prospects of its introduction and provide timely input from the civil society perspective to the Commission and the ECB to the ongoing discussion. In the framework of the work on this opinion, the ECO section decided to organise a hearing, bringing together experts from organised civil society, academia as well as decision-makers to discuss the challenges and opportunities linked to the creation of a digital euro. The findings of the hearing will feed into the EESC own-initiative opinion.

Sustainability Days
From 6 to 9 September, South Tyrol is holding its very first Sustainability Days, an international platform for discussing the sustainable development of rural Europe. The European Committee of the Regions is partner of the event, which will bring experts and policymakers from a wide range of backgrounds together to explore the question of sustainable development. The following topics will be addressed: Renewable energy and energy efficiency; Agriculture and food; Sustainable mobility; Resilient rural habitats. Three are the objectives of the Sustainability Days: Create a platform for exchange between politics, science, business, associations and civil society; Make sustainable development accessible to a broad audience, especially the youth; Elaborate a Recommendation Paper to support future policy decisions within the four focus topics mentioned above.

Multilevel Climate and Energy Dialogue: UNFCCC COP 27
In partnership with the Czech Presidency of the Council of the European Union, the European Committee of the Regions (CoR) is organising the Multilevel Climate and Energy Dialogue on the UN Climate Change Conference 2022 (COP27). This Multilevel Climate and Energy Dialogue will bring together all levels of government in order to provide concrete and relevant feedback on the EU’s position for COP27. The main issues to be tackled are: Are current efforts in the EU and abroad adequate to keep global average temperature rise to below 1.5 degrees Celsius? In view of the current geopolitical situation, is it foreseen that major emitters will raise their pre-2030 ambition? One of the main priorities of COP27 is to advance on the Global Goal on Adaptation, how can the EU advance on this and increase support to the countries and people most vulnerable to the impacts of climate change? What are the key barriers we need to overcome to realise vertical and horizontal contribution to climate action? Local and regional authorities implement the majority of adaptation and loss and damage actions, how can they best be enabled to become more resilient and avert and minimize loss and damage?

On September 5, 2022, Minister of the Interior Vít Rakušan, Minister of Justice Pavel Blažek and Minister for European Affairs Mikuláš Bek will present their ministries’ priorities for the EU Presidency to the European Parliament.

High Level Group on Gender Mainstreaming
The High Level Group on Gender Mainstreaming is an informal group comprising representatives responsible for gender equality and gender mainstreaming at national level. It is chaired by the European Commission. The High Level Group plays a central role in shaping the EU’s gender equality agenda. The High Level Group on Gender Mainstreaming meets twice a year: once during each Presidency of the EU Council.
Thursday 8 September
Concert for Ukraine
The Czech Presidency is organizing, in cooperation with the European parliament and the Ukrainian mission to the EU, a concert supporting war-torn Ukraine. The Ukrainian band Patsyki z Franeka will perform on the 8th of September at 18:00 on an open-air stage in front of the European parliament, followed by a concert of the Czech pop group Cross Band at 19:30 and finally by a performance by the singer Xindl X at 20:50. The concert is free for all. It is possible to make financial donations during the entire event via a transparent bank account benefiting Ukraine. Representatives from the Czech University of Life Sciences and Czech technical university in Liberec will also be present at the event to present their study opportunities and integration of Ukrainian students in their academic programs.

Round Table with Civil Society from Western Balkans on Challenges of European Integration
The conference will provide a discussion platform for the involvement of a wide range of participants in finding ways to overcome the consequences of conflicts, for raising issues of reconciliation, support for functional democratic institutions, strengthening the principles of the rule of law, the fight against corruption and other elements that disrupt a free society.

A five-member delegation of the Parliamentary Assembly of the Council of Europe (PACE), led by Stefan Schennach (Austria, SOC), will make a pre-electoral visit to Bosnia and Herzegovina from 5 to 7 September to assess the election campaign and political climate prior to the general elections on 2 October.

Meeting of heads of National Human Rights Institutions
On 5 and 6 September 2022, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) is organizing a meeting of heads of National Human Rights Institutions (NHRIs) from the OSCE region focused on building resilient NHRIs. More than 60 representatives of NHRIs, inter-governmental organizations (IGOs), NHRI networks and other regional partners will gather in Warsaw to discuss how to build resilience in their institutions and address threats facing NHRIs.

10th Anniversary Conference: The Ljubljana Guidelines on Integration of Diverse Societies
The OSCE High Commissioner on National Minorities is organizing an Anniversary Conference to mark the 10th anniversary of The Ljubljana Guidelines on Integration of Diverse Societies (Ljubljana Guidelines). The Anniversary Conference aims to review and discuss the key principles in the Ljubljana Guidelines and their continued relevance. Participants will discuss the successes and challenges of implementation and present lessons learned with the aim of identifying ways to better operationalize these key guidelines. They will also discuss emerging challenges and new perspectives to complement the High Commissioner’s efforts to promote the integration of diverse societies.

Concluding Meeting of the 30th OSCE Economic and Environmental Forum
This year marks the 30th anniversary of the OSCE Economic and Environmental Forum (EEF) as well as the 25th anniversary since the appointment of the first Co-ordinator of OSCE Economic and Environmental Activities (CoEEA). The Concluding Meeting of the EEF – will take place, as per usual, in Prague on 8-9 September 2022 and will focus on topics such as: The role of the Economic and Environmental Forum in advancing dialogue and co-operation in the second dimension; Sustainable economic recovery and green growth; Innovation for sustainable economic recovery; Greening the economy and the role of the energy sector.
