The threat of anti-gender movements in Europe
From 15:00 to 16:00 CET, the European Movement International will hold a joint online event with the European Women’s Lobby entitled “The threat of anti-gender movements in Europe”, as part of the seventh edition of the Women of Europe Awards and as part of the 16 days of activism against Gender-Based Violence. Both in the US, but also in Europe, where in countries like Spain, Poland, and Italy, access to abortion is compromised, women’s reproductive rights are at the centre of this debate, which is used as an excuse to exert power over women and assault their rights. This trend has been in the making for a while, supported by a global network of extreme-right think tanks and campaigners, strategically organised and coordinated, and transnationally financed. Their rhetoric and narratives have proliferated online, with the use of social media platforms as megaphones for the promotion of anti-gender messages. This event will reflect on how anti-gender movements use online tools to organise internally, get funding, recruit supporters and spread disinformation, anti-women rights narratives, and harmful gender stereotypes.

2022 Women of Europe Awards
The Women of Europe Awards are jointly organised by the European Movement International and the European Women’s Lobby. In 2022, the Women of Europe Awards’ will celebrate its seventh anniversary. Indeed, the Women of Europe Awards were launched in 2016, to highlight the contribution of women in promoting and advancing European issues, and to increase the involvement of women in debates about Europe and its future. While the role of women in the European project remains largely unrecognised, the awards aim to acknowledge and showcase their inspiring initiatives, which lend a voice to women across Europe and defend European values such as democracy, inclusion and diversity. We are delighted to announce that this edition of the Women of Europe awards will take place in person again at the BELvue Museum, Place des Palais 7, 1000 Brussels! The ceremony will be held from 18:30 to 21:30 and will be followed by a reception.

Eurogroup
On the agenda of the next Eurogroup meeting figures the assessment of euro area member states’ draft budgetary plans and the budgetary situation and prospects of the euro area; the euro area recommendations for 2023; Commission communication on orientations for a reform of the EU economic governance framework; post programme surveillance reports: Cyprus, Ireland, Portugal, Spain; Greece: post-programme surveillance report and policy contingent debt measures; election of the president of Eurogroup; Eurogroup work programme for the first half of 2023; and the macroeconomic developments and prospects.

Transport, Telecommunications and Energy Council (Transport)
The two highlights of the next Transport Ministers meetings are the adoption of a general approach to the proposal of a revised regulation for the trans-European transport network (TEN-T), and the adoption of conclusions on the ongoing development of inland waterway transport (NAIADES III programme).

Tuesday 06 December

EU-Western Balkans summit in Tirana
The EU-Western Balkans summit in Tirana is the first-ever summit between EU and Western Balkan leaders to take place in the Western Balkan region. The summit is an opportunity to reconfirm the key importance of the strategic partnership between the EU and the Western Balkans, a region with a clear EU perspective. The main topics of discussion will be tackling together the consequences of the Russian aggression against Ukraine; intensifying political and policy engagement; reinforcing security and building resilience against foreign interference; addressing the challenges posed by migration, and the fight against terrorism and organised crime. Leaders are expected to issue a declaration at the end of the summit.

Economic and Financial Affairs Council
EU ministers will discuss the Economic governance review, the European Semester 2023, Energy taxation, the EU’s new own resources, the current financial services legislative proposals, the report on the implementation of the EU budget, business taxation, and the report to the European Council on tax issues.

Transport, Telecommunications and Energy Council (Telecommunications)
Telecommunications ministers are expected to adopt general approaches on two key legislative files for the EU’s digital transformation: the regulation laying down harmonised rules on artificial intelligence (Artificial Intelligence Act); and the revised regulation on electronic identification and trust services for electronic transactions in the internal market (eIDAS). Ministers will also take note of progress reports on two pending legislative files: harmonised rules on fair access to and the use of data (Data Act); and horizontal cybersecurity requirements for products with digital elements (Cyber Resilience Act).

Thursday 08 December

Employment, Social Policy, Health and Consumer Affairs Council (Employment and social policy)
EU ministers will discuss the two proposed directives on improving working conditions in platform work and on the protection of workers from the risks related to exposure to asbestos; a European care strategy; the European Semester 2023; and gender equality in disrupted economies and on the inclusion of persons with disabilities in the labour market.

Justice and Home Affairs Council (Home Affairs)
Ministers will discuss the Schengen area, in particular, the full application of the Schengen acquis in Bulgaria, Croatia and Romania and will aim to adopt decisions on this matter. They will also discuss asylum and migration, the situation of Ukrainian refugees in the EU and contingency planning during winter, the progress on the draft regulation to prevent and combat child sexual abuse online, and the resilience of critical infrastructure.

Friday 09 December

Justice and Home Affairs Council (Justice)
Ministers will discuss the fight against impunity in Ukraine, asset recovery and confiscation, environmental crime, the digitalisation of judicial cooperation and access to justice,  strategic lawsuits against public participation (anti-SLAPP directive), and the fight against antisemitism.

Employment, Social Policy, Health and Consumer Affairs Council (Health)
The fight against cancer and vaccination will be at the centre of the health session of the Council. Ministers plan to update the Council recommendation on cancer screening (which dates back to 2003) and approve conclusions on vaccination as one of the most effective tools for preventing diseases. The COVID-19 vaccine procurement will be the topic of the ministers’ policy debate. The presidency will also present the state of play on two ongoing legislative files: a proposed regulation on the European Health Data Space and a draft regulation on standards of quality and safety for substances of human origin intended for human application.

Sunday 11 December

Agriculture and Fisheries Council
The Agriculture and Fisheries Council will convene on 11-12 December to discuss the fishing rights for 2023, the market situation in member states, the Common Agricultural Policy (CAP) strategic plans, the evaluation of the EU animal welfare legislation, geographical education, the sustainable use of pesticides and the front of pack labelling.

Accelerating transitions to build open strategic autonomy for Europe
This conference, jointly organised by the three Observatories of the European Economic and Social Committee, the Digital Transition and Single Market Observatory (DSMO), the Labour Market Observatory (LMO) and the Sustainable Development Observatory (SDO), aims to explore what strategic autonomy should mean, how could civil society help to accelerate the transition to an open strategic autonomy of Europe, and how to ensure coherence between EU policies in the short and medium term. After an opening session and an introductory panel, setting the scene of European strategic autonomy,  this issue will be addressed in three panels on (1) Health, labour and social dimensions of strategic autonomy (LMO), (2) Strategic autonomy and the environment (SDO), and (3) How can EU help eco-friendly innovation and protect fundamental citizens’ rights? (DSMO). Each panel will allow time for contributions from participants.

My body, my choice: protecting women’s sexual and reproductive health and rights
Recent developments in the US and some European countries have shown that rights acquired by women are not irreversible. This particularly applies to sexual and reproductive health and rights. These questions are a matter of individual rights but also of public health, as sexual and reproductive health services are an essential part of comprehensive healthcare provision. Societal debates on the questions tend more and more towards polarisation, at the expense of women who can become deprived of their free and informed choice. The hearing will gather the view of civil society on these developments.

The European Care Strategy: challenges and the way forward
The EESC is organising a hybrid conference on “The European Care Strategy: challenges and the way forward” on 07 December 2022. The aim of the conference is: to gather input from policy makers, civil society organisations and social partners on how to ensure the European Care Strategy can be successfully implemented by Member States, discuss on which role the EU, national, regional and local authorities as well as organised civil society can play to facilitate this and to formulate proposals for future EU presidencies. The convenience and potential scope of a European Strategy for Older Persons and the potential of prevention and healthy ageing as a means to alleviate pressure on care systems will also be explored.

Monday 05 December

The role of regions towards future-proof, resilient and connected health systems
This High-Level Conference, jointly organised by EUREGHA – European Regional and Local Health Authorities and the WHO Regions for Health Network, will put the spotlight on moving beyond the current crisis towards strengthened, more resilient and future-proof health and care systems in Europe, focusing on the role of regions and taking into account the EU direction towards the European Health Union project. The event will first feature a series of scene-setting high-level keynote speeches. Following this opening moment, the discussion will then dive into three main topics at the heart of EUREGHA’s and the WHO Regions for Health Network work and that are central to build back better health and care systems: value-based healthcare, digital transformation, and cross-border cooperation in health. The conference will be finally followed by a networking session where participants will be able to discover a mini-exhibition of regional profiles and best practices from EUREGHA and WHO Regions for Health Network members.

United Nations Biodiversity Conference 2022 (COP15)
The 15th meeting of the Conference of the Parties (COP15) to the Convention on Biological Diversity (CBD) will take place from 7 to 19 December 2022 in Montreal, Canada. The European Committee of the Regions (CoR) will be present at this landmark event as part of the delegation of the European Union and as member of the AC SNG (Advisory Committee on Subnational Governments and Biodiversity) constituency to the United Nations. As the EU’s assembly of cities and regions, the CoR will represent the voices of local and regional authorities democratically elected and deploy all efforts to develop an ambitious post-2020 global biodiversity framework. The CoR will be working to ensure that the CBD COP15 adopts a decision implementing a Plan of Action on Subnational Governments, Cities and Other Local Authorities for Biodiversity under the Convention on Biological Diversity (2021-2030).

European Year of Youth Conference
The objective of the conference is to conclude the European Year of Youth and announce its legacy – the activities that should follow. The high-level conference is co-organised by three EU institutions – the European Parliament, the European Commission and the Council of the EU, represented by the Czech Presidency. The main programme is designed and co-created by young people.

Thursday 08 December

Conference on the 30th anniversary of the Single Market
On the occasion of the 30th anniversary of the creation of the internal market, the speakers in the first panel will reflect on the future of the internal market in light of the current crises and the double transition. In the second panel, we will look for an answer to the question of how small and medium-sized enterprises can benefit from the internal market.

Ensuring child-friendly justice for children across Europe
FRA will speak at a round-table event on child-friendly justice and children as victims of crime at the European Parliament. The Centre for Human Rights Advocacy (CADO) organised the event. FRA will address key challenges in ensuring friendly justice for all children at the national and European levels. FRA findings, opinions and capacity-building material will also feed into the course on child-friendly justice when the HELP Working Group meets for the third time to finalise the Council of Europe online tool for legal professionals.

FRA to join human rights day celebrations in Poland
FRA will speak at the official opening of the International Human Rights Day celebration ‘Dignity, Equality, Solidarity’ in Warsaw. The three-day event is a joint initiative by the National Federation of Polish NGOs, the Helsinki Foundation for Human Rights, Watchdog Poland and the Foundation for Poland. It intends to pay tribute to the tireless work and contribution of civil society to uphold human rights under challenging circumstances. This is particularly the case in the context of the massive displacement of families and children caused by Russia’s war against Ukraine. FRA will draw on findings from its bulletin on the fundamental rights impact of the Russian war against Ukraine and its report on civic space in the EU. It will highlight the role of civil society in promoting a rule of law culture and in monitoring fundamental rights in the context of the use of EU funds. The event forms part of the Watch Docs human rights documentary film festival.
