Council of Ministers


Thursday 9 June

Competitiveness Council
Since the EU competitiveness ministers have an important role to play by providing guidance for strengthening the resilience of the EU’s strategic industrial ecosystems, ministers responsible for the internal market and industry will have a policy debate on the topic. Ministers will also be informed about the progress made so far on the European Chips Act. The European Chips Act, or semiconductor package, was presented on 8 February by the European Commission and aims to ensure EU security of supply, resilience and technological sovereignty in the field of semiconductor applications and technologies. Ministers will be invited to adopt a general approach on the revision of the consumer credit directive. The revised directive repeals and replaces the current 2008 directive on credit agreements, and modernises and reinforces consumer credit rules at EU level. Together with the review of the general product safety regulation, the consumer credit directive is part of the New Consumer Agenda, launched in 2020, aiming to update the overall strategic framework of EU consumer policy. The presidency will provide information on the proposal for a directive on consumer rights in the green transition.

Justice and Home Affairs Council (Justice)
Ministers will aim to reach a general approach on two proposals to modernise judicial cooperation. The draft text on digital information exchange in terrorism cases will allow Eurojust to take a stronger and more proactive role to support coordination and cooperation between national investigating and prosecuting authorities for terrorist offences. The proposal to establish a collaboration platform for Joint Investigation Teams (JITs) will make it easier for members of these teams to share information and evidence and to communicate safely, improving the management of joint operations. Ministers will take stock of progress in the ongoing negotiations between the Council and the European Parliament regarding the e-evidence proposals. These proposals aim to speed up access to electronic evidence by creating a legal framework for judicial orders addressed directly to a service provider or to its legal representative in another member state. Ministers will exchange views on fighting impunity in the context of Russia’s war of aggression against Ukraine. They will focus in particular on the EU’s continued support in the investigation and prosecution of international crimes. They will also discuss the effective implementation of EU restrictive measures against Russia over Ukraine. Ministers will seek to agree a partial general approach on the draft environmental crime directive. They will also discuss how to move forward on the remaining open elements. This proposal will replace the existing legislation with a more ambitious text, defining new environmental criminal offences, providing more details on sanctions and introducing measures to assist persons who report offences. Justice ministers will aim to approve Council conclusions on the rights of the child. This follows the presentation by the Commission, on 24 March 2021, of an EU strategy on the rights of the child, which proposes concrete actions to protect, promote and fulfil children’s rights. Ministers will be updated on the state of play on the EU’s accession to the European Convention on Human Rights (ECHR). The presidency will report on progress made in the negotiations in the Council of Europe and the preparations within the competent Council bodies. Over lunch ministers will exchange views on data protection in the context of international data transfers.

Friday 10 June

Competitiveness Council
Ministers responsible for research will have a policy debate on supporting young researchers in times of crisis. More specifically, they will discuss how to coordinate EU action to overcome current challenges faced by researchers and how to help researchers build a sustainable career. The ministers are expected to adopt three sets of conclusions, namely on principles and values for international cooperation in research and innovation, on open science, and on European missions. Ministers responsible for space will have a policy debate on the resilience and competitiveness of the EU space programme. They will discuss what measures can be taken to strengthen the EU space programme, taking into account current challenges. Ministers are also expected to adopt conclusions on Space Traffic Management (STM) and on Copernicus by 2035.

Justice and Home Affairs (Home Affairs)
Ministers will be invited to adopt a general approach on the reform of the Schengen Borders Code. This proposal builds on the lessons learnt from recent challenges, including the COVID-19 pandemic and the instrumentalisation of migrants. It seeks to provide member states with the necessary tools to respond to new challenges when managing the Schengen external border, as well as the internal borders within the Schengen area. Ministers will also discuss the situation of the Schengen area, on the basis of a report to be presented by the European Commission. Over lunch ministers will focus on the European Border and Coast Guard Agency (Frontex). They will discuss the governance of the agency and their expectations regarding the implementation of its mandate. Ministers will take stock of the implementation of the 10 point plan for stronger European coordination on welcoming people fleeing the war from Ukraine. They will focus in particular on the setting up of the EU platform for registration and the cooperation with Moldova. They will also discuss possible challenges related to human trafficking and trafficking of firearms. Ministers will be invited to agree general approaches on two legislative proposals to improve law enforcement cooperation. The draft directive on information exchange will ensure equivalent access for law enforcement authorities to information available in other member states and avoid the proliferation of communication channels used for information exchange, while reinforcing the role of Europol. The Prum II draft regulation will modernise the technical infrastructure supporting the Prum exchanges and broaden these exchanges to other data categories such as facial images. The Presidency will report on the state of play of ongoing work as part of the gradual, step-by-step approach. At the informal ministerial meeting which took place in Lille on 3 February, ministers gave broad support to the proposal for a gradual approach to make headway on the complex asylum and migration negotiations. On this basis, work has continued on a first step, which aims for equivalent advances in the areas of external border protection, solidarity and responsibility.

Foreign Affairs Council (Trade)
The Foreign Affairs Council (Trade) will meet on 12 June in Geneva, in the margins of the WTO ministerial conference. Five years after the last ministerial meeting in Buenos Aires, the 12th WTO ministerial conference will take place in Geneva from 12 to 15 June. MC12 will focus in particular on the reform of the WTO and on the response to the unprecedented disruption to the world economy and global trade caused by the pandemic and Russia’s war of aggression against Ukraine.

College Meeting
Commissioners will gather for a college meeting in Strasbourg. They will discuss the Draft General Budget 2023 and 2021 Annual management and performance report for the EU Budget.

High Representative Josep Borrell will participate in the OECD 2022 Ministerial Council Meeting (MCM) session on the economic and other consequences of Russia’s large scale aggression in a post-pandemic world; will participate in the EUISS Annual Conference focused on the ‘War in Ukraine: Europe’s role in the world’; will hold bilateral meetings.

The EU Youth Test
The EESC is organising a virtual public hearing which will feed into its own-initiative opinion on “The EU Youth Test”. This opinion will look at how youth engagement can be fostered to bring a youth perspective into policy-making at all levels. The aim of the hearing is to find out more about the experience of Member States already implementing the Youth Test and to look at youth participation in the context of Europe’s future.

Enhancing labour mobility to support economic recovery
The EESC will hold a remote public hearing on “Enhancing labour mobility to support economic recovery”. The reallocation of workers across Member States provides opportunities for exchanges and skills transfer. Mobility also allows for improvements in the economic circumstances of those whose skills or aspirations are a poor match for the job in which they find themselves. The hearing will represent a key contribution to the own-initiative opinion on the topic.

Friday 10 June

Bauhaus at the service of citizens
The webinar on “Bauhaus at the service of citizens” aims at inserting the values of services of general interest in relation with social and health services, assistance for the elderly, etc. into the Bauhaus project approach. This does not only concern the building, but also the destination of this building and its insertion in the living environment of European citizens: health services or services for the elderly will not be the same, and in the same buildings.

Tuesday 7 June

Forum on the Mission Adaptation to Climate Change 
The first Forum on the Mission Adaptation to Climate Change will bring together regional and local authorities, members of the European Parliament, of the Committee of Regions, research organisations and non-governmental organisations to take stock, to identify issues, to provide direction and to define the path ahead for the Mission. It will also present the situation in Europe regarding adaptation to climate change and will gather input from regions, including on intentions to participate in the Mission.

Industrial Transition and Democracy  
Bringing together decision-makers from both sides of the Atlantic, the event aims to explore the links between socio-economic conditions and challenges posed to democracies, foster exchanges on effective policies for inclusive, place-based economic transition in struggling industrial regions.

French Presidency


Thursday 9 June

Seminar on “Violence Against Women: What solutions does restorative justice offer?”
The fight to end violence against women is one of the major projects of the Member States and their administrations. The French Presidency of the Council of the European Union will provide an opportunity to shine a light on the subject, attracting the attention of the general public and professionals. For several years, the French National Correctional Administration Academy (ENAP) has been committed to training correctional personnel in the implementation of restorative justice measures and tools. The academy is hosting this seminar to look into how restorative justice can contribute to the fight to end violence against women.

Going beyond a simple review of different European practices, the discussions among European experts on restorative justice will focus on the issues concerning the approach to perpetrators of violence against women.

Symposium: “Bringing Europe to Life: For and together with young people”
This symposium will provide an occasion for stakeholders in the youth sector to reflect on the different forms of participation and inclusion of youth in the decision-making processes of the European Union and Member States. It will bring together a panel of experts, researchers, youth workers and representatives of youth organisations. The discussions will include: the results of the 8th cycle of the EU Youth Dialogue on space and participation for all; and the conclusions of the Conference on the Future of Europe that will be submitted in March 2022.

This conference will focus on the investments needed to attain net zero emissions and the EU’s global leadership in mobilising the necessary climate finance. Speakers include Minister of International Cooperation of the Arab Republic of Egypt Rania al-Mashat, EIB Vice-President Ambroise Fayolle, Director of the School of Transnational Governance at the European University Institute Alexander Stubb, CEO & General Manager at Enel Francesco Starace, and Chairman & CEO of Liebreich Associates Michael Liebreich. The discussions will explore the best practices in the areas of energy transition and innovation, which are critical for addressing the challenges associated with climate change. The conference will also feature a special session on the upcoming COP27 in Egypt and explore the role of various stakeholders in making the conference a success.

The follow up of the project “Preventing money laundering and terrorist financing in Serbia” will be presented during the fourth Steering Committee meeting on the topic. Tobias Flessenkemper, Head of the Council of Europe Office in Belgrade, Danijela Vazura, State Secretary at the Ministry of Finance of Serbia and Hakan Jevrell, Special Envoy (Ambassador at large) for Organised Crime of the Kingdom of Sweden will give introductory remarks.
