UN climate change conference (COP27)
EU Ministers will attend the UN climate change conference (COP27), in Sharm El-Sheikh, Egypt, from Sunday 06 November to Tuesday 08 November. The EU set its priorities in the EU Negotiating mandate for COP27, which includes finding solutions to align targets faster with the 1.5°C goals and financing for loss and damage to meet the needs faced by vulnerable countries around the world in facing the effects of climate change.

Eurogroup
The Eurogroup will discuss the economic developments in and outlook for the euro area; the update on draft budgetary plans for the fiscal policy in the euro area; budgetary measures to mitigate the impact of high energy prices; reports on and discussion of international meetings; the policy priorities of the Italian government; and in banking union format, they will address the challenges and opportunities in the banking sector in the current economic, geopolitical and financial markets environment.

Tuesday 08 November

UN climate change conference (COP27)
EU Ministers will attend the UN climate change conference (COP27), in Sharm El-Sheikh, Egypt, from Sunday 06 November to Tuesday 08 November. The EU set its priorities in the EU Negotiating mandate for COP27, which includes finding solutions to align targets faster with the 1.5°C goals and financing for loss and damage to meet the needs faced by vulnerable countries around the world in facing the effects of climate change.

Economic and Financial Affairs Council
The Council will discuss the implementation of the Basel III regulation; the taxation of trucks; the economic and financial impact of the Russian aggression against Ukraine; the implementation of the Recovery and Resilience Facility (RRF); the current legislative proposals in the field of financial services; the European Fiscal Board 2022 Annual report; the US inflation reduction act; and the outcome of the G20 meeting and the  IMF annual meetings. The Council is also expected to approve conclusions on EU statistics. Finally, in the margins of Ecofin, there will be a macroeconomic dialogue meeting with social partners, focusing on energy prices.

Friday 11 November

Economic and Financial Affairs Council (Budget)
The Council will aim to reach an agreement on the 2023 EU budget with the European Parliament. The Council will start at 09:30 in public deliberation and prepare for the meeting of the Conciliation Committee. The meeting of the Conciliation Committee with the European Parliament will start at 11.00.

College Meeting
The College of Commissioner will present the security and defence package, which includes a new action plan on military mobility and a proposal for an EU cyber defence policy. They will also present their proposals on communication on fertilisers; the development of post-Euro 6/VI emission standards for cars, vans, lorries and buses; and economic governance review.

Gender-based investments in national Recovery and Resilience Plans
The EESC Section for Economic and Monetary Union and Economic and Social Cohesion (ECO section) will organise a hearing bringing together experts from organised civil society and academia, as well as decision-makers to discuss the measures taken by Member States in their RRPs, the current methodology to assess their results, potential incentives (through taxation, by promoting investment in work-life balance, as well as in care services, training, improvements in working conditions, etc.) to increase gender equality in the Member States, and other effective measurement tools to assess the impact of such measures. 

Wednesday 09 – Thursday 10 November

2022 Annual meeting of Presidents and Secretaries-general of the EESC and of the national ESCs of the EU
This year, the Presidents and Secretaries-General of the EESC and the Economic and Social Councils of the EU will be gathering in Bucharest to discuss “Turning geopolitical challenges into a European Union success story: the contribution of organised civil society”. The debate will focus on three subjects: welcoming and integrating in the EU the people fleeing the war in Ukraine; follow up to the Conference on the Future of Europe.

The Future of Talents – Actors of the future of Europe  
This online event will focus on the talents’ support all over the European Union and on the presentation of the best practices and proposals on such activities. Specific policies and concrete support measures are needed to avoid a brain drain from some regions and countries within the EU due to insufficient opportunities being available for young people. It is crucial to make Europe more attractive to prevent the drain of European talents and workforce to third countries to prevent the hampering of territorial cohesion, particularly as regards those areas which have an acute loss of young talent.

10th Subsidiarity Conference: Active Subsidiarity: Daring more EU democracy – Creating EU added value
​​​​​​​​The 2022 edition of the Subsidiarity Conference is dedicated to “Active Subsidiarity: Daring more EU democracy – Creating EU added value“, and will take place in Valencia (Spain), from 09.00 to 13.00. It takes place at a decisive moment against the background of the emphasis given and the concrete recommendations made with regard to subsidiarity by the Conference on the Future of Europe. The Conference will be structured around a session on “Active subsidiarity after the Conference on the Future of Europe” and a second session on “Active subsidiarity in EU transitions impacting in cities and regions – lessons learned and future outlook“. Conference conclusions paving the way for the CoR’s further Subsidiarity agenda will be p​resented.

Czech Presidency


Monday 7 – Wednesday 9 November

Seminar “Military Mobility” – Weaknesses and strengths of EU member states in the area of military mobility
Military mobility is a cornerstone of European security. The seminar on the main theme: Strengths and Weaknesses of EU Member States in the Field of Military Mobility will discuss the experience of transport in favor of Ukraine, procedures of dual-use infrastructure projects, the synchronization of EU and NATO procedures and other issues related to the digitization of processes.

Wednesday 9 November

Border security operations and capacity building in EU’s neighborhood
The objective of the conference, organized by Frontex in cooperation with the Czech Republic, is to evaluate the operational activities carried out in the framework of the status agreements concluded with the Western Balkan countries and Moldova. The conference will also provide an opportunity to take stock of the other instruments aimed at strengthening cooperation in the field of border management, both in operational and capacity building terms. At the same time, taking into account the experience of the Czch Republic with operational activities in the Western Balkan countries, a significant part of the conference will be dedicated to sharing of particular recommendations and best practices gained from field operations.

The Oireachtas Joint Committee on Public Petitions invited the European Ombudsman to a meeting of the Committee to discuss the Ombudsman’s 2021 Annual Report, ‘Towards 2024’ Sustaining Impact Strategy and the latest public consultation on transparency in EU environmental decision making.

Turkish delegation to visit FRA
FRA will host a delegation from the Fundamental Rights Sector Coordination (FRSC) Project in Turkey’s European Affairs Directorate. The project aims to ensure that all sector stakeholders and institutions can constructively cooperate to improve fundamental rights in Turkey. The agenda will cover the presentation of the project, and expectations from accession countries, particularly Turkish institutions, regarding the institutionalisation of fundamental rights.

The EU subgroup on the national implementation of the EU anti-racism action plan will meet in Brussels. The first day will focus on structural racism during a seminar, jointly hosted with Finland.

Implementing the EU anti-racism action plan nationally
The EU subgroup on the national implementation of the EU anti-racism action plan will meet in Brussels. The second day will be dedicated to discussing the draft checklist and reporting tool on developing, implementing and monitoring effective national action plans against racism.

Fundamental Rights Platform annual meeting 2022
The meeting will take place online from 13:30-17:00 CET. The theme of this year’s meeting is: How can civil society help strengthen the rule of law in the European Union? And how can the rule of law help strengthen civil society? After exposing a state of play of the rule of law in the EU and a panel discussion on the role of CSOs, the online event will breakout into small sessions hosted by CSOs.

Monday 07 – Wednesday 09 November

Committee of Ministers to discuss 4th Summit, Iceland takes over Chairmanship
The representatives of the 46 member states of the Council of Europe will decide on the holding of a 4th Summit of Heads of State and Government at a meeting of the Committee of Ministers, in the presence of the Irish Minister for Foreign Affairs, the Prime Minister of Iceland, the Council of Europe Secretary, and the Deputy Speaker of the Verkhovna Rada (Parliament) of Ukraine. The meeting will also mark the end of the Irish Presidency. On this occasion, the Irish Minister for Foreign Affairs will take stock of his country’s Presidency. A press point is scheduled at 10.30 on 7 November (Palais de l’Europe, and online) with the Irish Minister and the Icelandic Prime Minister. On 9 November, Iceland will take over the Chairmanship of the Committee of Ministers from Ireland for the next six months. Iceland’s Minister for Foreign Affairs, Þórdís Kolbrún Reykfjörð Gylfadóttir, will outline the priorities of her country’s Presidency.

World Forum for Democracy – Democracy: A new hope?
The World Forum for Democracy, which is celebrating its 10th anniversary this year, will bring together intellectuals, politicians, activists, experts and young people from all over the world to discuss the factors contributing to democratic decline and how these may be addressed. The Forum is organised by the Council of Europe, in partnership with Strasbourg City Council, the European Collectivity of Alsace, the Grand Est Region and the French Government. The Forum’s proceedings will be webcast in full.
