Council of Ministers
Monday 11 – Tuesday 12 October
Agriculture and Fisheries Council
EU ministers will seek agreement on the fishing opportunities for next year for the Baltic Sea, based on the proposal by the European Commission. In addition, ministers will discuss fishing opportunities for the EU for stocks shared with the United Kingdom, Norway and coastal states.
Ministers will hold an exchange of views concerning the preparation of strategic plans, which are required under the new common agricultural policy 2023-2027. Ministers will also hold an exchange of views about the revision of EU marketing standards.
The Council will hold a debate about the Fit for 55 package which was presented by the European Commission in July 2021. Ministers will discuss in particular the contribution of the agriculture and forestry sectors to the objectives laid out in the package.
Ministers will discuss the communication on the new EU forest strategy for 2030, which was presented together with the Fit for 55 package in July.
Thursday 14 October
Informal video conference of telecommunications ministers
EU telecommunications ministers will hold a policy debate on the proposed Artificial Intelligence Act, focusing on its regulatory design and the challenges of its effective implementation.
Friday 15 October
Employment, Social Policy, Health and Consumer Affairs Council
Employment and social affairs ministers will discuss the future of the European Semester and have a debate on health and safety in the context of the future of work. They are also expected to adopt a Council Decision on guidelines for employment policies and conclusions on gender mainstreaming in the EU budget.

The hearing will feed into opinion SOC/691 and its reflection on how to consolidate democracy, fundamental rights and the rule of law in the post-crisis recovery phase.

The Members of the European Committee of the Regions will hold a hybrid meeting for the 146th Plenary Session on 12, 13 and 14 October 2021. The debates of the session include the 2021 EU Annual Regional and Local Barometer, the Priorities of the Slovenian Presidency of the Council of the EU, Raising Ambition, Stronger Governance: Leaders Together for a Glocal Green Deal, Natural Disasters: Responding to Emergencies and Building Resilience in Cities and Regions EU Green Deal: Sustainable Smart Mobility in our Regions, Cities and Villages and the Conference on the Future of Europe.
EURegionsWeek: “Local infrastructure investment in Europe – clearing the path to the green and digital transitions
This workshop, co-organised with the European Investment Bank (EIB), will provide an opportunity to learn about key findings to improve transition investment. Strong public investment plays a central role in the European Union’s COVID-19 recovery plan. Looking to turn challenge into opportunity, the majority of this investment is being channelled towards the other big challenges we face: climate change and digitalisation. Local infrastructure investment is an important delivery point of EU policy implementation. The EIB 2020 municipality survey provides important insights into investment needs, priorities and barriers. The CoR is rolling out its RegHub survey in 2021, which zooms in on planning and permitting issues. Both surveys pay close attention to the challenges of the green and digital transformations.

Cities fostering democracy in the European Union – urban perspectives for the Conference on the Future of Europe
Cities and municipalities are the closest democratic institutions to our citizens. Their contributions are fundamental to enhancing democracy, which includes bridging the gap between citizens and the EU institutions, while improving the quality of EU regulation and policy-making, which is implemented at the local level. The European Committee of the Regions in cooperation with Eurocities and the Council of European Municipalities and Regions, wish to discuss these elements at the event Cities fostering democracy in the European Union, which will take place in a hybrid format.

Tuesday 12 October
Informal video conference of health ministers
During the first part of the meeting, which will also be attended by Stella Kyriakides, Commissioner for Health and Food Safety, the health ministers will focus on finding common solutions to increase availability and accessibility of medicines and to improve the response and preparedness to cross-border health threats.
In the second part, they will discuss the possible ways of cooperating, investing in health and providing support in the introduction of innovative solutions for resilient health systems. The final part of the meeting will be dedicated to the key aspects of vaccination related to the COVID-19 pandemic.
