EuropeanChats with Eurodiaconia & Erasmus Student Network
On Wednesday 15 June, from 14:00-15:00 CEST, the European Movement International will hold the eleventh edition of EuropeanChats, this time featuring Eurodiaconia and Erasmus Student Network. EuropeanChats gathers activists and stakeholders from the European Movement International network, to discuss with European citizens different issues surrounding the COVID-19 recovery and tackle the wider debate around the future of Europe. The discussion will feature Heather Roy, Secretary General of Eurodiaconia and Wim Gabriels, Director of Erasmus Student Network and moderated by Sebastian Rodriguez, Campaign Strategist, Community Building and Digital Outreach Lead, European Movement International.

Building on the Conference on the Future of Europe: What’s Next?
On Thursday, 16 June 2022, from 14:00-15:30 CEST, the European Movement International will hold its upcoming online panel discussion entitled Building on the Conference on the Future of Europe: What’s Next? Now that the Conference on the Future of Europe has finalised its recommendations, the time has come to listen to citizens’ proposals and provide them with a clear perspective on how to implement the ambitious ideas they have put forward. It is of the utmost importance to ensure that they are followed by tangible proposals. This discussion will provide an opportunity to take stock of the final results of this process and share views on the next steps and ambition of this initiative, by taking into account both the demands and expectations of those citizens who take part in the Conference and the role that institutions, national parliaments, civil society and social partners will play in the aftermath of Europe Day.

Foreign Affairs Council (Trade)
The Foreign Affairs Council (Trade) will meet from 12-15 June in Geneva at the beginning of the WTO 12th ministerial conference, as well as at the end of it. Five years after the last ministerial meeting in Buenos Aires, the 12th WTO ministerial conference will take place in Geneva from 12 to 15 June 2022. MC12 will focus in particular on the reform of the WTO and on the response to the unprecedented disruption to the world economy and global trade caused by the pandemic and Russia’s war of aggression against Ukraine.

Monday 13 June

Agriculture and Fisheries Council
EU agriculture ministers will meet in Luxembourg to discuss the state of implementation of the EU common fisheries policy and consultations for fishing opportunities for 2023. They will further exchange views on the application of EU standards on imported agricultural and agri-food products, and discuss the situation of agricultural markets in light of Russia’s invasion of Ukraine. Ministers will receive information from the Commission on its communication on the state of implementation of the EU’s  common fisheries policy. They will further be informed on consultations for fishing opportunities for 2023. Ministers will be briefed by the Commission and exchange views on the application of EU health and environmental standards to imported agricultural and agri-food products. Ministers will hear information from the Commission and member states on the current situation of agricultural markets, particularly in light of the Russian invasion of Ukraine. Ministers will be briefed on the progress made on the regulation on geographical indications, and on the programming process of the European Fund for Maritime Affairs, Fisheries and Aquaculture (EMFAF). 

Tuesday 14 June

Employment, Social Policy, Health and Consumer Affairs Council (Health)
The EHDS is a proposal for a directive (from May 2022) to make it easier for patients to have access to their health data in electronic form and to share this data with health professionals within the EU. Ministers will hold a policy debate on this topic. The current EU global health strategy dates back to 2010; the Commission will, in the light of developments in recent years, including the COVID-19 crisis, propose an update. Ministers will also hold a policy debate on the revision of the EU’s global health strategy. The presidency will inform delegates about the state of play of the draft cross border threats to health regulation. The Commission will – among other things – inform about the implementation of the regulations on medical devices and on health technology assessment as well as the situation in Ukraine from a health and humanitarian point of view.

Thursday 16 June

Employment, Social Policy, Health and Consumer Affairs Council (Social)
The presidency will inform about the state of play as regards the draft law on improving working conditions in platform work. Ministers will – among other things – hold a policy debate on the European Semester and approve the employment and social policy aspects of the Country-Specific Integrated Recommendations – a set of guidance for member states on macro-economic, budgetary, employment and social policies. The Council plans to adopt a recommendation on individual learning accounts. Its goal is to ensure that everyone has access to relevant training opportunities that are tailored to their needs, throughout life and independently of whether currently employed or not. Individual learning accounts give people of working age a budget to spend on training to improve their skills and employability. Ministers also plan to adopt a recommendation which aims to ensure that the Union’s transition towards a climate-neutral and environmentally sustainable economy by 2050 is fair and leaves nobody behind. The chairs of the Employment and Social Policy Committees will inform delegations about their opinion on a proposal from Belgian and Spain – made at the EPSCO Council in October 2021 – to strengthen the social dimension of the European Semester through the introduction of a Social Imbalances Procedure. The Council will hold a policy debate on “Employment of persons with disabilities”. The debate will focus on two main points; to remove disincentives to hire people with disabilities; actions to promote the integration of people with disabilities into the labour market.

Friday 17 June

Economic and Financial Affairs Council
Economy and finance ministers will complete several steps in the procedure to allow Croatia to join the euro area: they will discuss Croatia’s convergence report and they will adopt the recommendation by the euro area member states to the Council on the adoption of the euro by HR on 1 January 2023. They will also endorse a letter from the Council Presidency to the European Council on the issue of euro area enlargement. The Council will discuss the European Semester 2022 and approve the country specific recommendations. The Council will take stock of the implementation of the Recovery and Resilience Facility (RRF) and it may adopt a Council Implementing Decision on the national recovery plan of Poland. Economy and finance ministers will discuss the economic and financial aspects of Russia’s military aggression against Ukraine. The Council will aim to agree its position on the pillar 2 directive transposing into EU law of the global agreement reached at the OECD Inclusive Framework that multinational corporations should not pay less than 15% tax anywhere in the world. The Council will also try to reach a general approach on the Solvency II amending directive and on the review of the alternative investment fund managers directive (AIFM). Economy and finance ministers are also expected to discuss new own resources of the EU. They will also take stock on progress on the legislative package on anti-money laundering.

The Rural Pact conference  
This event is organised by the European Commission in collaboration with the European Committee of the Regions, the European Economic and Social Committee, the European Parliament, the Presidency of the European Council and the European Rural Parliament. The conference will gather EU, national, and regional policymakers along with local authorities, social and economic stakeholders, to participate in the design of the Rural Pact and collect commitments for achieving EU’s long-term vision for rural areas.

Local Dialogue on Youth and Democracy
​​​​​​The European Committee of the Regions, in co-operation with European Movement Ireland​ and the Irish Regions European Office, is organising an event on the role of youth and democracy in Europe. The topics will include: Youth participation in elections; Social media; Cross-border engagement; Contribution to the process o​f co-creation of a European charter on youth and democracy.

Multilevel Climate and Energy Dialogue on the Energy Efficiency and Renewable Energy directives
This dialogue is a direct contribution to the implementation of the “Multilevel Climate and Energy Dialogue” as can be found in the Regulation on the Governance of the Energy Union and Climate Action (EU) 2018/1999. It will bring together representatives of the EU institutions, Permanent Representations and sub-national governments in order to discuss the position of the Energy Efficiency and Renewable Energy directives in view of the current geopolitical situation, as well as the REPowerEU plan.

Seams of Europe: Border Regions talking – Part II  
The aim of this trinational citizens’ dialogue is to deepen the proposals developed at the last Citizens’ Dialogues and work out approaches for implementation, by bringing together citizens who live more or less close to the border from each side of the border. As citizens, you are invited to formulate recommendations that will strengthen Saxon-Polish-Czech cooperation in the cross-border area and make cooperation more crisis-resistant. Participants will receive information from expert speakers who specialise in various areas of cross-border cooperation. Thus, no specialist knowledge or previous experience is required for participation. The exchange aims at gathering your ideas for future coexistence in the border regions and make a joint contribution to the future of Europe.

What are the challenges and opportunities for armed forces in implementing EU environmental law? This question will be at the heart of the fifth edition of the European Conference of Defence and the Environment (ECDE). This discussion forum will bring together representatives of the EU Member States and scientific, legal, institutional and military experts. Participants will discuss several significant challenges: climate disruption and its impact on defence, energy use during operations, conservation of biodiversity on military bases and the links between sustainable finance and the defence industry.

EU High Level Group to combat hate speech and hate crime
FRA will report on the activities of the FRA-led working group on hate crime reporting, recording and data collection. This includes introducing the group’s newly adopted terms of reference till 2024. FRA will also outline the upcoming key guiding principles on cooperation between civil society organisations and law enforcement. These were developed under FRA’s leadership and will be launched at the meeting.

FRA to exchange views with EU Human Dimension experts
FRA will focus on its engagement with civil society and civic space issues, including human rights defenders. It will draw from its report Protecting civic space in the EU and its European Union Fundamental Rights Information System. FRA will also talk about its work on equality, as well as the situation of fundamental rights arising from the war in Ukraine. Here it will refer to FRA’s findings from the border visits and its first Bulletin on ‘The war in Ukraine – Fundamental rights implications within the EU’. This includes information on the challenges people fleeing Ukraine face related to accommodation and reception, as well as issues like trafficking and child protection.

The 19th EMN Annual Conference will look at the current state of play, find out what our focus should be at EU level, discuss, among other, the role microfinance institutions (MFIs) and other financial inclusion actors are destined to play in the near future.

SRSG on Migration and Refugees to visit the Republic of Moldova
The Special Representative of the Secretary General on Migration and Refugees (SRSG), Leyla Kayacik, will visit the country to explore how the Council of Europe could, through targeted measures, support the Republic of Moldova in protecting vulnerable persons, such as women and children fleeing the war in Ukraine. Meetings are scheduled with relevant authorities, with the Ombudsman and the People’s Advocate for Child’s Rights, representatives of NGOs and international organisations and civil society. The SRSG will also visit the Moldexpo Refugee Accommodation Centre in Chisinau and the Palanca border crossing point near the Ukrainian border.

Plenary session of the Venice Commission
During its plenary session, the Venice Commission is expected to adopt opinions on the Media Law of Azerbaijan, the Independence of Judicial Courts of Lebanon, amendments to electoral legislation in Türkiye, the vetting of judges and prosecutors and draft amendments to the constitution of Kosovo* among others. The Venice Commission also is expected to endorse its urgent opinion on the constitutional and legislative framework on the referendum and election announcements by Tunisian President Kais Saied.
