Plenary session
Debate: joint debate – preparation of the European Council meeting of 16 – 17 December and EU’s response to the global resurgence of COVID; state of play of the RRF; plans to undermine further fundamental rights in Poland, in particular regarding the standards of the European Convention of Human Rights and Sexual and Reproductive Health and Rights; the proposed Council decision on provisional emergency measures for the external border with Belarus.
Votes: new orientations for the EU’s humanitarian action; cooperation on the fight against organised crime in the Western Balkans; European framework for employees’ participation rights and the revision of the European Works Council Directive.

Thursday 16 December

Plenary session
Debates: MeToo and harassment – the consequences for the EU institutions; cases of breaches of human rights, democracy and the rule of law; barriers to the free movement of goods.
Votes: motions for resolutions – continuous crackdown on civil society and human rights defenders in Russia: the case of human rights organisation Memorial; the situation in Cuba and Nicaragua; fundamental rights and Rule of Law in Slovenia; MeToo and harassment – the consequences for the EU institutions; situation at the Ukrainian border and in Russian-occupied territories of Ukraine.

European Council


Wednesday 15 December

Eastern Partnership Summit
The leaders of the EU, of the EU member states and of the Eastern Partnership (EaP) countries (Armenia, Azerbaijan, Georgia, the Republic of Moldova and Ukraine) will meet for the sixth Eastern Partnership summit. The summit will reaffirm and reinforce the joint commitment to foster stability and cooperation, to pursue necessary reforms, to define common future priorities, and to mobilise resources to meet the major challenges at hand.

Thursday 16 December

European Council
EU leaders will discuss developments related to COVID-19, crisis management and resilience, energy prices, security and defence, external aspects of migration and the situation in Belarus. Moreover, The European Council is expected to take stock of the preparations for the EU-African Union Summit on 17-18 February 2022.

Council of Ministers


Monday 13 December

Agriculture and Fisheries Council
The Council will seek to reach political agreement on the total catch limits and quotas for the EU’s main stocks for the year 2022. Ministers will hold a policy debate on unfair trading practices in the food supply chain. EU ministers will aim to approve conclusions on the contingency plan for ensuring food supply and security in time of crisis.

Foreign Affairs Council
Foreign affairs ministers will hold a comprehensive discussion on EU-Africa relations; exchange views on Central Asia, Venezuela. Under current affairs, the Council will be informed about Belarus, Varosha and Ethiopia. The Council is due to adopt conclusions on the Civil CSDP Compact.

Tuesday 14 December

General Affairs Council
Ministers will aim to approve the conclusions on the enlargement / stabilisation and association process. The Presidency will inform ministers about the latest developments as regards the Conference on the Future of Europe. The state of play as regards the rule of law in Poland and the values of the European Union in Hungary are also on the agenda. The Slovenian presidency and the incoming French presidency will present the roadmap for the European Semester 2022. Moreover, ministers will approve the Joint Declaration on the EU legislative priorities for 2022.

Monday 13 December

College meeting
The College of Commissioners will convene to discuss new initiatives that are part of the Energy and climate package with Commissioners Frans Timmermans and Valdis Dombrovskis, and the Efficient and green mobility package with Timmermans. Commissioner Margaritis Schinas will present the Revision of the Schengen Borders Code, while Commissioner Věra Jourová will discuss Improving environmental protection through criminal law.

Delegations from the EESC and its Chinese counterpart, CESC, will focus on post-Covid economic recovery and possible EU-China cooperation.

29th OACPs-EU Economic & Social Stakeholder Consultations
The consultation focuses on the role given to the economic and social stakeholders in the new legal framework developed by the EU and the 79 African, Caribbean and Pacific countries (OACPS-EU Partnership). The agreement aims to strengthen the capacity of the EU and the ACP countries to address global challenges together, laying down common principles.

10th SEDEC commission meeting
​​​​​​The 10th SEDEC commission meeting (mandate VII) will take place in hybrid mode, with the possibility to connect remotely via Interactio. The meeting agenda includes: Exchange of views on the implementation of the Joint Action Plan with Mariya Gabriel, European Commissioner for Innovation, Research, Culture, Education and Youth, and Apostolos Tzitzikostas, President of the CoR​; Contribution of the SEDEC commission to the 2021 Annual Impact Report; Discussion of the draft SEDEC Work Programme for 2022.

10th CORLEAP annual meeting
The 10th annual meeting of the Conference of Regional and Local Authorities for the Eastern Partnership (CORLEAP) will take place on 14 December 2021. Under the co-chairmanship of Apostolos Tzitzikostas, Governor of the Central Macedonia Region (Greece) and President of the European Committee of the Regions, and Constantin Cojocaru, Mayor of Edinet and Vice-President of the Congress of Local and Regional Authorities of Moldova (CALM), CORLEAP meets the day before the 6th Eastern Partnership Summit, held in Brussels. CORLEAP is honoured to welcome Maia Sandu, the President of the Republic of Moldova, as a key speaker in the discussion on the role of local and regional authorities in the Eastern Partnership and the way ahead.

Thursday 16 December

Zero Pollution Stakeholder Platform – High-Level Launch Meeting
The CoR will co-chair the Platform together with the European Commission. Marieke Schouten (NL/Greens), CoR Rapporteur for the opinion on EU Action Plan: ‘Towards Zero Pollution for Air, Water and Soil will be Co-chair. Markku Markkula (FI/EPP), Member of the Green Deal Going Local Working Group and former CoR President will be Backup Co-chair.
