Council of Ministers
Monday 16 May
EU-Canada Joint Ministerial Committee meeting
The third EU-Canada Joint Ministerial Committee meeting will take place in Brussels, marking the fifth anniversary since the provisional application of the EU-Canada Strategic Partnership Agreement in 2017. It will be co-chaired by the High Representative of the EU for Foreign Affairs and Security Policy, Josep Borrell, and the Minister of Foreign Affairs of Canada, Mélanie Joly, with the participation of foreign affairs ministers from the EU member states. The Joint Ministerial Committee will review the state of bilateral relations and make recommendations to further deepen cooperation on areas of mutual interest in the year ahead. Discussions with Canada will also focus on furthering bilateral engagement in support of democracy, human rights and a rules-based multilateral order, and seek to reinforce cooperation to address today’s most pressing global challenges such as the sustainable recovery from the COVID-19 pandemic, climate change, biodiversity, energy security and the advancement of a human-centric digital agenda.
Foreign Affairs Council
The Council will hold an exchange of views on the Western Balkans. Over lunch, they will informally exchange views with the Western Balkans foreign affairs ministers. Foreign affairs ministers will also review the latest developments in the Russian aggression against Ukraine, and hold an informal exchange on the subject with the Minister of Foreign Affairs of Ukraine Dmytro Kuleba and the Minister of Foreign Affairs of Canada Mélanie Joly. Ministers will then discuss current affairs, including High Representative, Josep Borrell’s recent visit to Chile and Panama, and EU financial support to Palestine.

Foreign Affairs Council (Defence)
The Foreign Affairs Council in its defence configuration will be briefed by High Representative Josep Borrell about current affairs, namely developments in Mali. The Council will then exchange views on the implementation of the Strategic Compass, with a focus on the effectiveness of CSDP (Common Security and Defence Policy) missions and operations. EU ministers of defence will then have a discussion on the Russian aggression against Ukraine. Over an informal working lunch, ministers will exchange views with NATO Secretary-General Jens Stoltenberg and the Minister of Defence of Ukraine, Oleksiy Reznikov, via videoconference.

Foreign Affairs Council (Development)
The Foreign Affairs Council in its development configuration will be chaired by the High Representative for Foreign Affairs and Security Policy, Josep Borrell. It will exchange views on the global implications of the Russian aggression against Ukraine, with a focus on food security and the multilateral response. Over an informal working lunch, EU development ministers will exchange with Mr Filippo Grandi, the UN High Commissioner for Refugees.

Commissioners will gather for a College meeting on Wednesday. Top of the agenda are the RePowerEU plan and aid to Ukraine. Commissioners will also discuss defence investment, the international partnerships and energy package, a new strategy on international energy engagement, and a Joint Communication on a partnership with the Gulf European Semester Spring Package.

Tuesday 17 May
Launch of the CoR-JRC Pilot Action on Partnerships for Regional Innovation
The European Commission and the European Committee of the Regions will launch the Pilot action on Partnerships for Regional Innovation, announcing the 39 successful applicants for this pilot project. This initiative responds to the urgent call of the European Green Deal to address the unprecedented challenge posed by climate change and other societal challenges related to sustainability in ways that strengthen social and territorial cohesion.
Wednesday 18 May
Regional Conference on Integration
The Directorate General of Migration Policies of the Department of Migration Policies and Justice of the Government of Navarre, in collaboration with the Directorate General of External Action and the Navarre Federation of Municipalities and Councils, and under the patronage of the European Committee of the Regions, will host a meeting in Navarro, Spain. These information sessions and exchange of good practices will showcase experiences of European localities and regions that are actively working on the integration of migrants in their host communities. Authorities from CIVEX and the Committee of European Regions will present the opportunity that this initiative “Cities and Regions for Integration” offers to European mayors and regional leaders; a platform to showcase positive examples of integration of migrants and refugees, share relevant information and promote diversity as an added value to build inclusive cities and ensure social cohesion.

Europe unfolds in Transylvania – building on democracy, education and youth
The local dialogue is organized by Emil Boc, Mayor of Cluj-Napoca, CoR Member, in collaboration with the European Committee of the Regions (CoR) and the local support of Europe Direct Cluj and Romanian Association of Municipalities. Nicolae Ionel Ciucă, Prime Minister of Romania and Apostolos Tzitzikostas, President of the European Committee of the Regions are invited to take part in the panel discussion.

This conference, organised around five round tables, will offer the opportunity to assess the phenomenon of environmental crime in Europe from the point of view of legal practitioners, European judicial authorities and European investigative services. Particular focus will be placed on issues of judicial cooperation concerning environmental offences, in some cases committed on the territory of multiple Member States.

This conference will bring together members of the European Commission, members of governments and parliaments of Member States and citizens, including representatives from the outermost regions. France, Spain, Portugal and their outermost regions will present the priorities identified to ensure that the development of these territories benefits local populations.

Road Transport: Social rights, technological challenges and environmental issues
Promoting high social standards in road transport is an important issue at European level. This seminar will facilitate discussion on this topic through two round tables, focusing on: the next steps of the Mobility Package, in particular its implementation in terms of enforcement and cooperation between Member States; and future social challenges for the road transport sector, in view of technological developments and challenges of the ecological transition.

FRA Management and Executive Boards to meet
During the Management Board meeting, the Board will elect a new member of its Executive Board. It will adopt the Fundamental Rights Report 2022 and discuss the topic of the focus chapter for next year’s Fundamental Rights Report. The Board will also adopt FRA’s Consolidated Annual Activity Report 2021 and give its opinion on the FRA accounts 2021. It will receive an update on the Programming document 2023-2025 and information on the development on the Annual Work Programme 2024. The Board will also address the implications of the amendments to FRA’s founding regulation, which entered into force on 27 April 2022.

The National Contact Point for EEA/Norway Grants in Czechia and the Financial Mechanism Office of EEA/Norway Grants will bring together all actors engaged in implementing the Roma inclusion and empowerment programme under the Norway Grants 2014-2021 programme.

The 2022 Global Gender Summit of the Multilateral Development Bank (MDB) Working Group on Gender (MDB-WGG) is co-hosted by the European Investment Bank and Islamic Development Bank. The theme is: “Building Back Better: Advancing Gender Equality for a More Resilient Future”. The three day Summit will focus on three gender topics: the care economy, climate change and digitalization. This will also pave the way towards the Climate Change Conference (COP27) hosted by the Egyptian Government later this year.

Foreign ministers discuss response to the aggression of the Russian Federation against Ukraine
Chaired by Luigi Di Maio, Minister of Foreign Affairs and International Co-operation of Italy, the session will provide an opportunity for ministers to review the state of human rights, democracy and the rule of law on the basis of the annual report of the Secretary General of the Council of Europe, Marija Pejčinović Burić. They will also discuss the Organisation’s role in solving conflicts and crises in Europe and its co-operation with the European Union. The session will furthermore provide an opportunity for ministers to take decisions on the work of the Organisation in areas such as artificial intelligence and cybercrime, freedom of expression, combatting hate speech, Council of Europe monitoring, including improving the protection of social rights, human rights and the environment, participation of civil society organisations and national human rights institutions, restorative justice, culture and cultural heritage, rights of the child, protecting the rights of migrant, refugee and asylum-seeking women and girls as well as inter-religious dialogue. At the end of the ministerial session, Italy will hand over the Chairmanship of the Committee of Ministers to Ireland. Irish Foreign Minister Simon Coveney will present the priorities of his country’s Presidency.
