Tripartite Social Summit
The main theme of the tripartite social summit will be “Tackling the energy crisis and the cost of living crisis: How to protect the economy, businesses and workers”. Participants will discuss the assessment of the impact of the war on the current socio-economic situation; measures to tackle the energy crisis; and the economic and social support measures to tackle the cost of living crisis.
Thursday 20 — Friday 21 October
European Council
The European Council will discuss the latest developments in relation to Russia’s war of aggression against Ukraine; the state of energy prices and security of supply; economic issues; and external relations, in particular EU-Asia relations and the preparations of the United Nations Climate Change Conference in Sharm El-Sheik, Egypt (COP27), and the 15th Conference of the Parties to the Convention on Biological Diversity.

Monday 17 October
Foreign Affairs Council
The Foreign Affairs Council will exchange views on the Russian aggression against Ukraine and hold a discussion on relations between the EU and China. Under current affairs, ministers will discuss issues related to the upcoming COP 27 – UN Climate Change Conference, and Ethiopia.
Agriculture and Fisheries Council
The Agriculture and Fisheries Council will aim to reach a political agreement on the fixing of fishing opportunities for 2023 in the Baltic Sea, and provide guidance to the Commission ahead of this year’s annual meeting of the International Commission for the Conservation of Atlantic Tunas (ICCAT) on 14-21 November. Ministers will also exchange information on their respective agricultural market situation, especially in the context of the war in Ukraine, and provide guidance to the Commission on trade-related agricultural issues.
Tuesday 18 October
General Affairs Council
The Council will continue preparations for the European Council meeting on 20-21 October by discussing draft conclusions. They will hold a debate on the European Parliament’s proposal for revising the EU rules governing the EP election, exchange views on the follow-up to the Conference on the Future of Europe, and discuss developments regarding the rule of law in Poland.

Geopolitics of energy strategies in the Euro-Mediterranean region
The EESC and Consiglio Nazionale dell’Economia e del lavoro (CNEL) joint conference will be dedicated to the “Geopolitics of energy strategies in the Euro-Mediterranean region” and will focus among other on short-term solutions to the current geopolitical situation, with the search for new suppliers and transportation routes to reduce energy dependence on a single provider.

Supporting labour market developments
In order to prepare its own initiative opinion on “Supporting labour market developments”, the EESC is organising a remote public hearing to determine how to maintain employability, boost productivity and develop skills, especially in SMEs. Invited speakers include representatives of the EU institutions, the social partners, as well as other civil society organisations.
Wednesday 19 October
Mini-hearing as part of the study group meeting on Semiconductors
The EESC is currently working on a new opinion document “Strategic autonomy and semiconductors – Addressing structural shortages and strengthening strategic autonomy in the semiconductor ecosystem”. The works are conducted through two meetings of a study group. The rapporteurs are Mr. Anastasis Yiapanis and Mr. Guido Nelissen. When ready, this opinion will be transmitted to European Commission, European Parliament and Council for consideration. Our first meeting will take from 9h30 to 13h, and during this meeting a mini-hearing will take place with six stakeholders so that they can convey their vision of the semiconductors industry.

7th meeting of the European Migration Forum
The European Migration Forum is a dialogue platform on migration, asylum and migrant integration, and will meet for the seventh time. Participation in the Forum meeting is by invitation only.

Stakeholders’ Consultation on “The Single Market Emergency Instrument”
The European Commission has recently published a proposal for a Single Market Emergency Instrument (SMEI). Given the relevance of this initiative for local and regional authorities, the CoR is preparing an opinion on the SMEI, which is scheduled for adoption at the ECON Commission meeting of 7 December 2022 and at the Plenary Session of 7/8 February 2023. This consultation is aimed at providing the rapporteur, Muhterem Aras (DE/GREENS), with comments and suggestions. It is open to representatives of local and regional authorities and their stakeholder associations. Experts, officials of EU institutions and think tanks are also invited to contribute.

Interactio – Access to health care for migrants and refugees, with a particular focus on mental health
The European Commission – DG HOME, European Committee of Regions, and the Council of Europe Development Bank under the umbrella of the Urban Agenda Partnership for Inclusion, are organizing this event to explore existing innovative approaches to minimising barriers to health care, with a focus on those applied in response to the COVID-19 pandemic and the arrival of many displaced people from Ukraine. This event also aim to identify best practices and potential solutions applicable in Europe and to develop recommendations on how these challenges can be addressed through multilevel governance.

Mr Giuseppe Varacalli (IT/Renew Europe), rapporteur on the European Commission’s package Legal Migration – Attracting Skills and Talent to the EU, will hold a Stakeholder consultation from 16:00 – 17:30, at the European Committee of the Regions building in Brussels. This consultation is aimed at providing the rapporteur with comments and suggestions for the elaboration of his opinion, to be adopted at the Plenary on 1 December 2022. It is open to representatives of local and regional authorities and their stakeholder associations. Experts, officials of EU institutions and think tanks are also invited to contribute. Attendance is by invitation.

Eastern Partnership Business forum is a business conference focused on increasing economic cooperation between the EU and the EaP countries, focusing on business cooperation, investment and overall strengthening of the Partnership.

ICRI 2022 – International conference on research infrastructures
A global forum providing an opportunity for strategic debates on international research infrastructure collaboration. It will address grand societal challenges such as environmental and energy crises, society’s digitalisation, and infectious disease pandemics. For the first time in its history, ICRI will also offer a programme for the wider public.

Academic seminar on the evolving role of the European Ombudsman
The Office of the European Ombudsman, the Law Department and the School of Transnational Governance of the European University Institute are holding an academic seminar in Florence, Italy to discuss the evolving role of the European Ombudsman. The seminar will bring together academics and other experts to consider how the Ombudsman has shaped the debate on ethics and accountability standards in the EU administration. The various panels will discuss the Ombudsman’s role evolution, how the Ombudsman’s ‘soft’ power can encourage positive change and the role of transparency in achieving accountability in the EU institutions, and the new challenges and opportunities for the Ombudsman in monitoring specific policy areas or specific EU bodies.

FRA will hold its regular meeting with the National Liaison Officers in Vienna. The meeting will provide an overview of FRA’s activities that are relevant to them. FRA and the liaison officers will also take stock of their cooperation and working methods. Participants include representatives from EU Member States, as well as from North Macedonia, Serbia and Albania, who participate in the work of FRA as observers.

Finance in Common Summit 2022
The 3rd edition of the Finance in Common (FiCS) Summit will be co-organised by the African Development Bank and the European Investment Bank in Abidjan, Côte d’Ivoire as a hybrid event, allowing virtual and in-person participation. The event’s theme will be “Green and Just transition for a sustainable recovery.” The Summit will foster debates on the importance of working together to promote resilience and adaptation, green and quality infrastructure, and health and social protection while supporting a human rights-based approach and fighting against inequalities.
