Tuesday 20 September
Investing in the Future of Ukraine in Europe Event
The European Movement International and the European Investment Bank, in the context of the ‘Investing in the Future of Europe’ series of discussions jointly organised since 2017, will bring together an online high-level panel to debate the reforms and investments needed to build back Ukraine’s economy and infrastructure. What can the EU do to support Ukraine during Russia’s invasion? How can the EU and its partners invest in the reconstruction of Ukraine? What reforms does Ukraine need to undertake in its path towards EU membership? The panel featuring Annika Eriksgård (European Commission), Michael Siebert (European External Action Service), Lionel Rapaille (European Investment Bank) and Tetiana Shevchuk (Anti-Corruption Center Ukraine) will try to answer those questions from 15:00 to 16:00 CET.

Monday 19 September – Tuesday 20 September
ENVI Delegation visit to the European Environment Agency
The Committee on the Environment, Public Health and Food Safety will send a three-member delegation to visit the European Environment Agency (EEA) in Copenhagen (Denmark). The Members will learn about the current and planned activities of the Agency as well as the staff and budget situation. It will be an occasion to exchange views on the role of EEA as knowledge base for areas under the ENVI remit and detail the Agency’s support for the ongoing ENVI legislative work.
EMPL delegation visit to Spain
A delegation to the European Agency for Safety and Health at Work (EU-OSHA) in Bilbao will focus on occupational diseases, workplaces changed by COVID-19 and digitalisation. The draft programme features discussions about governance and priorities of EU-OSHA with its Interim Executive Director and about tackling occupational cancer as well as musculoskeletal disorders. MEPs want to get a full picture of how COVID-19 changed Europe’s workplaces and what was the EU-OSHA response. Further discussions will focus on workplace health and safety in the context of digitalisation and on Online Interactive risk Assessment project (OiRA) and the preparations of the Occupational Safety and Health Summit taking place in May 2023.
Monday 19 September – Wednesday 21 September
PEGA delegation visit to Poland
MEPs from the EP’s Inquiry Committee on the use of spyware will be in Warsaw to hear from victims of spyware, local politicians, and other experts. MEPs will meet with members of the Polish Senate’s extraordinary committee on Pegasus, security service experts, victims of spyware, journalists, NGO personnel and experts from academia.
Monday 19 September – Thursday 22 September
CULT mission to Serbia
A delegation of 4 MEPs of EP’s Committee on Culture and Education will visit Novi Sad that has been designated as one of European Capitals of Culture in 2022. The delegation is led by Milan ZVER (EPP, SL).
LIBE delegation to Poland and Romania
A Civil Liberties Committee delegation will travel to Warsaw and Bucharest, including visiting the borders with Ukraine in both countries, where they will meet with government representatives, local authorities as well as civil society organisations, EU agencies and international organisations working with refugees. MEPs will visit border checkpoints and reception centres set up for Ukrainian refugee.
Monday 19 September – Friday 23 September
INTA delegation visit to Australia and New Zealand
A delegation of the International Trade Committee travels to Australia and New Zealand to gather information first-hand about trade negotiations ongoing with Canberra and finalised with Wellington. MEPs will meet ministers, deputies, NGOs, and business and trade union representatives.
Joint FEMM-DEVE mission to Ethiopia
The Committee on Women’s Rights and Gender Equality jointly with the Committee on Development will be on a mission to Ethiopia. Members will look at the situation of women in Ethiopia in particular gender-based violence both in view of persistent harmful traditional practices and of the armed conflict. The implementation of the Regional UNFPA-UNICEF Joint Programme on the Elimination of Female Genital Mutilation will also be assessed.
JURI delegation visit to the US
A Legal Affairs Committee delegation meets with US legislators, governmental officials, US regulatory agencies, civil society, academia and think tanks on topics of common interest related to artificial intelligence, intellectual property rights, corporate due diligence, the protection of the environment through criminal law as well as on strategic lawsuits against public participation (SLAPPs), among others.

COVI delegation visit to European Medicines Agency in the Netherlands and BioNTech in Germany
A delegation of the Special Committee on the COVID-19 pandemic (COVI) will visit the European Medicines Agency in Amsterdam, the Netherlands, and the headquarters of BioNTech in Mainz, Germany. Members will exchange with the EMA Director, Emer Cooke, and experts on the agency’s role during the pandemic. They will learn about mRNA technology and its potential, in the laboratories where the development of the Comirnaty COVID-19 vaccine took place.
Tuesday 20 September – Thursday 22 September
DEVE delegation visit to Indonesia
A delegation of four members from the Committee on Development, chaired by Stéphane Bijoux, will be in Indonesia. The delegation will review EU development portfolio in the country, in the context of the new programming period (2021-2027). The mission will include visits to EU-funded projects, meetings with Indonesian authorities, local actors, civil society, and EU and Member State diplomatic missions in Jakarta.

The Committee on Employment and Social Affairs will have a technical preparatory meeting about the legislative employment guidelines. Agenda to be confirmed.

Tuesday 20 September
General Affairs Council
The General Affairs Council will discuss the agenda highlights of the October European Council. In the framework of the annual rule of law dialogue, ministers will hold a horizontal discussion. They will address the four areas covered by the Commission’s rule of law report: justice systems, the anti-corruption framework, media pluralism and other institutional issues related to checks and balances. The Council will exchange views on the follow-up to the Conference on the Future of Europe. Ministers may also discuss the state of play in the EU-UK relations. Following the State of the Union address by President von der Leyen, ministers will exchange views on legislative programming, focusing on the Commission’s ‘letter of intent’ and the annual foresight report. The Council will also hear, in public session, a presentation on the priorities of the Czech presidency for the duration of its term of office

President Ursula von der Leyen will attend the 77th session of the United Nations General Assembly (UNGA) High-Level Week 2022, as will do Mr Frans Timmermans Mr Josep Borrell, Mr Janez Lenarčič and Ms. Jutta Urpilainen. They will host and participate in events and meetings with leaders from around the world, and have a number of high-level bilateral meetings in New York throughout the week.
Gabriel participates in the 35th anniversary of the Erasmus+ programme
Commissioner Mariya Gabriel will participate in the 35th anniversary of the Erasmus+ programme, in Brussels.
Johansson speaks at the ‘EU Days Lund’ event
Commissioner Ylva Johansson in Lund, Sweden, will give a keynote address at the ‘EU Days Lund’ event and participate in a panel session ‘The future of the Common European Asylum System in the light of the Ukrainian refugee situation’.

Gender lens investing as a way to improve gender equality in the EU
As part of its work to prepare an opinion on “Gender lens investing as a way to improve gender equality in the European Union”, the European Economic and Social Committee (EESC) is organising a remote public hearing on 23 September 2022 from 9:30 am to 11 am. The discussion will focus on the EU’s role in improving the position of women in receiving capital invested within the Union. It will also address how the EU can step up the implementation of gender budgeting in its annual budget and external financing mechanisms.

Stakeholder consultation on Just and Sustainable Transition in the context of the coal and energy intensive regions
The European Committee of the Regions (CoR) is drafting an opinion on the “Just and Sustainable Transition in the context of the coal and energy intensive regions”. The Rapporteur-General on the opinion, Sari RAUTIO (FI/EPP), together with the expert, Mr. Ilari HAVUKAINEN, will meet representatives of local and regional associations and other stakeholders for a consultation and an exchange of views on the relevant topics of this opinion.
Increasing renewable energy production in European Regions and Cities: challenges and opportunities
As part of the extended program of the EUSEW 2022, the Commission for the Environment, Climate change and Energy (ENVE) of the European Committee of the Regions (CoR), in cooperation with The Clean Hydrogen Joint Undertaking and Eurocities is organising an online session on “Increasing renewable energy production in European regions and cities: challenges and opportunities” that will look at the main challenges and opportunities for wind, solar and clean hydrogen.

Sustainable Blue Economy and Aquaculture in EU Regions
The European Commission, Directorate-General for Maritime Affairs and Fisheries and European Committee of the Regions are co-organising a hybrid event dedicated to Sustainable Blue Economy and Aquaculture in EU regions at the Albert Borschette Congress Center. Regions across the EU will present the examples of successful integration of aquaculture: as part of a sustainable and resilient blue economy in the EU regions, as an activity well integrated with nature conservation, and as an innovative and competitive sector of the future.

Seminar „EU-NATO Defence Planning Coherence“
EU and NATO are ready to strengthen the Euro-Atlantic security. The seminar will focus on deepening EU-NATO defence planning coherence, on implementing CARD analysis recommendations and implementing Strategic Compass conclusions and on possible introduction of new tools for capabilities development.

Conference “Nuclear Energy for Space Exploration. Strengthening the EU innovation and technological leadership“
The Ministry of Industry and Trade in cooperation with the Ministry of Transport, Czech Technical University and the European Nuclear Society are organising the event. A study by the European Nuclear Society will be presented, representatives of the Joint Research Center, the European Space Agency, the Center for Nuclear Research SCK-CEN, the Pulsar Tractebel project, the Ministry of Transport of the Czech Republic and the Faculty of Nuclear and Physical Engineering, Czech Technical University in Prague will participate in the discussion. The goal is to highlight the fundamental contribution that nuclear energy has had to space exploration, and the need to develop space nuclear systems to meet the challenges of the new era of space exploration that is opening. Its purpose is also, in this context where the US, Russia, and China have engage such developments, to encourage space Europe, which does not have yet nuclear space capabilities yet, to take the necessary steps to develop them so as to keep its place as a potential partner in space exploration in the coming decades.

Innovation for a sustainable and resilient future
The EIB conference on “Innovation for a Sustainable and resilient future”, in cooperation with ISEG, and counting on the high patronage of the President of the Portuguese Republic, will take place in Lisbon on 23 September 2022. The high-level conference will gather, among other, H.E. Marcelo Rebelo de Sousa, President of the Portuguese Republic, EIB’s President Werner Hoyer and Vice-President Ricardo Mourinho-Félix, Ms Clara Raposo, Dean of ISEG Lisbon School of Economics and Management, Bertrand Piccard, clean technology pioneer, and Professor Mariana Mazzucato. Apart from opening and closing remarks and keynote speeches, the international conference will include a panel and a fireside chat. The panel will address “Financing disruptive innovation for green transition” while the fireside chat will address “EU innovation ecosystem and public policy banks”.

Conference “Democratic renewal: innovating with deliberative democracy”
The Congress of Local and Regional Authorities will hold a European conference on “Democratic renewal: innovating with deliberative democracy” which will bring together local authorities from Bosnia and Herzegovina and other European countries. The conference will discuss the use of deliberative democracy as a complement to representative democracy and the added value of more collaborative governance in the context of multiple crises facing our societies today.
Thursday 22 September – Friday 23 September
Conference “Let’s Change the Pace”
The Council of Europe, the European Network of Parents of LGBTI+ Persons (ENP) and other partners will hold a conference to review progress and discuss possible action to improve the legal and practical situation of European transgender children. Under the theme “Let’s Change the Pace”, public authorities and civil society representatives will also discuss how to better enable access to human rights to transgender children and share learnings from across Europe. The discussion will feed into a Manifesto advocating for the human rights of European transgender youth. Speakers at the event will include the Portuguese Secretary of State for Migration and Equality Isabel Rodrigues, EU Commissioner of Equality Helena Dali and Rosário Farmhouse, Chair of the Council of Europe Steering Committee for the Rights of the Child.
