On Wednesday, 22 February at 11:00 CET, the European Movement International will hold the fourteenth edition of EuropeanChats, this time featuring European Movement North Macedonia and European Movement Albania.

Institutional Agendas
European Parliament
Monday 20 – Wednesday 22 February
Committee of Internal Market and Consumer Protection
A delegation from IMCO will travel to Helsinki and Talinn to look into the circular economy and resource-efficiency programs of both countries, as well as looking into Estonian e-government and digitalisation initiatives.
Committee of Civil Liberties, Justice and Home Affairs
A delegation of 6 MEPs from the LIBE committee will travel to Brussels, Calais, and Ter Apel to learn about the migratory situation and reception conditions in these countries. They will also look into the fight against smuggling in the area by visiting the UK-France coordination and Information Centre.
Committee of Women’s Rights and Gender Equality
A delegation from FEMM will visit Madrid to focus on the cases on the sexual consent law, care and dependence law, and the fight against trafficking and sexual exploitation. They will visit a women’s shelter, as well as meeting with representatives of the judiciary, NGOs, trade unions, ministers, MEPs and academics.
Special Committee on the COVID-19 Pandemic
Taking place in Cape Town, eight members from COVI will exchange views with the representatives from the South African ministry of health, as well as with members of the national parliament dealing with health, trade and international relations. MEPs will visit the Biovac pharmaceutical company, manifacturing and distributing vaccines in Africa.
Monday 20 – Thursday 23 February
Committee of Security and Defence
A subcommittee from the SEDE Committee will go to Bosnia and Herzegovina to assess the EU’s military operation in Althea and the security situation in the country. MEPs will meet with members of the Tripartite Presidency and the new government, parliamentarians and representatives of the international and think thank community.
Monday 20 – Friday 24 February
Committee on Regional Development
Four MEPs of the REGI committee will travel to Lapland, and they will visit Rovaniemi, discuss the use of EU regional development funds with local, regional and national authorities. They will also learn about the role of Lapland in the regional development and assess cross-border cooperation among Nordic countries in the area.
Tuesday 21 – Thursday 23 February
Committee on Legal Affairs and Committee on Agriculture and Rural Development
10 representants from JURI and AGRI will visit the European Union Intellectual Property Office in Spain. They will discuss the upcoming legislation on geographical indication protection in the EU with experts and representatives from EUIPO.
Committee on Development
A delegation of five members will travel to Washington DC with a purpose of engaging with the US, as well as with the International Monetary Fund, the World Bank, civil society organisations and think-thanks, on the crises in Sub-Saharan Africa and developing countries in other parts of the world. How the international community responds to this will be a topic of discussion.
Wednesday 22 – Friday 24 February
Committee on Fisheries
The PECH delegation will follow up on the “yellow-card” procedure in Ecuador. The delegation will visit Ecuadorian ports, factories, and meet with representatives of the sector and national authorities.
Thursday 23 – Friday 24 February
Special Committee on the COVID-19 Pandemic
Members of the COVI delegation will exchange with representatives from the African Union, the Africa Centre for Disease Control and Prevention, the WHO and the Red Cross in Addis-Ababa.

Monday 20 February
Foreign Affairs Council
The Foreign Affairs Council, chaired by the EU High Representative for Foreign Affairs and Security Policy, Joseph Borrell, will tackle topics such as the Russian aggression against Ukraine following an informal exchange with the Minister of Foreign Affairs of Ukraine Dmytro Kuleba. The Council will also discuss climate and energy diplomacy.
Tuesday 21 February
General Affairs Council
Preparations for the European Council meeting on 23-25 March 2023 will be the topic. Moreover, the Swedish Presidency is expected to raise an item on the earthquake in Türkiye and Syria.

Commissioner of Home Affairs Ylva Johansson receives María Montserrat Marín López, Executive director of the EU Agency for Law Enforcement Training.

Commissioner Elisa Ferreira will travel to the Netherlands to address the event of the adoption of the Just Transition Fund. She will meet with local authorities and industry representatives.
Suica meets with Croatian Minister of EU Funds
Vice President Dubravka Suica will be in Zagreb meeting with Šime Erlić, the Croatian Minister of EU Funds.

Executive Vice-President Margrethe Vestager will meet with Marsha Blackburn, US Senator of Tennessee.

President of the European Commission, Ursula von der Leyen, will be in Tallinn to mark the anniversary of the Estonian Declaration of Independence and one year after Russia’s invasion of Ukraine. She will also meet with Prime Minister Kaja Kallas and NATO Secretary-General Jens Stoltenberg.

President of the European Commission, Ursula von der Leyen, will participate at the G7 leaders’ meeting via videoconference.
Vestager attends the ceremony in support for the Ukranian people
Excecutive Vice-President Margrethe Vestager will attend the ceremony organised by the Danish Parliament in support for the Ukrainian people as we reach one year of Russian invasion to Ukraine.
Dombrovskis takes part in “Bulgaria towards the Euro”
Excecutive Vice-President Valdis Dombrovskis will participate in the conference titled “Bulgaria towards the Euro”.

576th Plenary session
On the agenda is supporting labour market developments, including a discussion on how to maintain employability, boost productivity and develop skills in the context of the European Year of Skills 2023. The European Neighbourhood Policy – the Belarussian way, with the leader of the Belarusian democratic movement, Sviatlana Tsikhanouskaya present. The last topic on the agenda is the one year since the start of the war in Ukraine – Impact of the war on people in Ukraine and in the EU.

Briefing on Energy Crisis and Solutions
Informative briefing primarily addressed to EU Councillors, YEP-s and Former Members. Participants include Rafal Trazaskowski (PL/EPP), ENVE chair and rapporteur on energy, COR Member and Mayor of Warshaw, Kata Tűttö (HU/PES), ENVE vice-chair and rapporteur, City Councillor of Budapest and Andries Gryffroy (BE/EA), Second Vice-chair of ENVE and member of the Flemish Parliament. Specialist Hans Van Steen, Principal Adviser, European Commission, Directorate General for Energy, will also be there.

Webinar on INTERREG Europe’s new call for proposals
European Committee of the Regions is teaming up with INTERREG to present the opportunities of the program for Europe’s regions and cities. The info session will include project funding opportunities, and the Interreg Europe Policy Learning Platform and its expert services.
4th meeting of the Working Group on Ukraine extended to the CoP
The meeting will address topics including transparency and good governance at local level in times of war, Ukraine’s accession process, and current emergency needs in Ukraine and beyond. President of the CoR Vasco Alves Cordeiro, Head of the EU Anti-Corruption Initiative in Ukraine Allan Pagh Kristensen, Member of the European Parliament Jan Olbrycht, and Vice-President of the Congress of Local and Regional Authorities of the Council of Europe, Gunn Marit Helgesen, are some of the profiles who will be present.

The Congress of Local and Regional Authorities will launch a new project in Ukraine
The new project is named “Strengthening multi-level governance, democracy and human rights at local level in Ukraine”, and is a part of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023-2026.
High level conference on “Judicial Reform – Constitutional Amendments/New Legislation, towards effective implementation” organised by the Ministry of Finance
This conference will be organised under the joint European Union/Council of Europe project “Support for the Implementation of Judicial Reform in Serbia”.

Kox will make a working visit to Lisbon
PACE President Tiny Kox will make a working visit to Lisbon.
Berge makes a working visit to Sweden
Deputy Secretary General Bjørn Berge will make a visit to Sweden, and he will have meetings with the Minister of Foreign Affairs as well as with the Swedish delegations to the Parliamentary Assembly of the Council of Europe and to the Congress of Local and Regional Authorities. These meetings are in the context of “Council of Europe Days”.

A PACE-delegation will make a pre-electoral visit
A five-member delegation, with Joseph O’Reilly in the lead, will make a visit to Podgorica to assess the election campaign prior to the presidental election on March 19.

One year since the war in Ukraine started: ceremony at the Council of Europe in support for the Ukrainian people
The Council of Europe will hold a ceremony marking that one year has gone by since Russia’s war of aggression against Ukraine, and this will be followed by an extraordinary meeting of the Committee of Ministers.
Helgesen and Mori takes part in the fourth meeting of the Working Group on Ukraine
Congress Vice-President Gunn Marit Helgesen in company with Secretary General Mathieu Mori will take part in the fourth meeting of the Working Group on Ukraine to be hosted by its Chair, Mayor of Gdansk. This is a part of the institutional partnership with the European Committee of the Regions.

Winter meeting
The meeting starts of with a Joint Session of the three General Committees. It continues with a General Committee on Poltitical Affairs and Security, then it goes into a General Committee on Democracy, Human Rights, and Humanitarian Questions. On the end of the first day, there will be a General Committee on Economic Affairs, Science, Technology and Environment. On Saturday, there will be a Joint Session of the three General Committees. It will end with a Standing Committee Meeting.
