European Council


Thursday 23 June – Friday 24 June

Leaders of the 27 Member States will meet in Brussels on Thursday 23 and Friday 24 June. The provisional agenda for the meeting includes discussions on Ukraine, economic issues, the Conference on the Future of Europe and wider Europe.

Council of Ministers


Monday 20 June

EU-Kazakhstan Cooperation Council
The Cooperation Council between the European Union and Kazakhstan will hold its nineteenth meeting on Monday, 20 June 2022 in Luxembourg, chaired by the French minister of foreign affairs Catherine Colonna and Deputy Prime Minister and Foreign Minister of Kazakhstan, Mukhtar Tileuberdi. The Cooperation Council will discuss the state of play and next steps of the EU-Kazakhstan Enhanced Partnership and Cooperation Agreement. It will then exchange views on political, economic and trade matters (including internal reforms, rule of law and human rights, regional trade) and cooperation. Lastly delegations will touch on regional and international developments and cooperation, including security.

Foreign Affairs Council
The Foreign Affairs Council will be informed about current affairs and ministers will be able to exchange views on recent events and on fast-moving developments in external relations. The Council will then discuss the latest developments in the Horn of Africa, and EU relations with Egypt. Lastly the Council will exchange views on Russia’s war of aggression against Ukraine, in the light of the special meeting of the European Council on 30-31 May 2022 and the adoption of a sixth package of economic and individual sanctions against Russia. Over an informal lunch EU ministers will have the opportunity to hold a discussion with the Minister of Foreign Affairs of Egypt Sameh Hassan Shoukry.

Tuesday 21 June

General Affairs Council
Ministers will prepare the agenda of the upcoming European Council of 23 and 24 June. EU leaders will address the situation in Ukraine, discuss the economic situation, set out the way forward on the Conference on the Future of Europe and hold a strategic discussion on the European Union’s relations with its partners in Europe. Ministers will hold an exchange of views on the way forward as regards the proposals of the Conference on the Future of Europe. Ministers plan to approve the country-specific recommendations for 2022 and transmit them to the European Council for the leaders’ endorsement. The presidency is aiming to reach a partial general approach on a draft regulation on transparency and targeting of political advertising. The proposal was presented by the Commission on 25 November 2021. It is one of the two main elements of the “democracy and integrity of EU elections package”. The draft law contains rules on the labelling of political ads and the obligation to reveal the mechanisms behind political targeting and amplification techniques.

The College of Commissioners will gather for a meeting on Wednesday. They will also discuss a review of trade and sustainable development.

Workers’ Voice for more democratic participation 2022
Category meeting centred around the question of Workers’ Voice in EESC work and also in particular in the youth, dealing with the specific challenges of unionising young workers. 

Health (One Health)
The aim of the conference is to look at how the European Union can be more active in this area, especially through better cooperation among the key stakeholders.

A social taxonomy for sustainable investment – challenges and opportunities
The EU´s Taxonomy Regulation establishes a framework to facilitate sustainable investment. According to the EESC, the EU taxonomy should be aligned with a holistic approach including environmental as well as social sustainability. An operationally viable and conceptually sound EU taxonomy would help to meet the urgent investment needs in the social field by channeling investments in that direction. With this hearing, the EESC wants to shed light on the idea of a social taxonomy, with the objective of stimulating the debate and come up with concrete suggestions. Conclusions will feed into an EESC own initiative opinion, currently in the drafting stage.

Transport accessibility for persons with disabilities
The aim of the event is to reflect on which steps the EU could take to make progress on this topic, in particular by identifying the existing barriers and obstacles and good practices and to offer a space for debate to organisations representing persons with disabilities and other stakeholders.

Tuesday 21 June

Young Leaders of Europe Conference  
In light of the European Year of Youth, it is pivotal to give a voice to those who concretely contribute to a real change in European politics. Taking place in Brussels, the conference will seek to give young elected officials a voice, as well as an opportunity to meet their respective European counterparts, to share their ideas and experiences of the local, national, and EU dimensions. More than 70 young elected officials from all over Europe will gather in Brussels to debate and discuss how to serve Europe and its citizens.

Wednesday 22 June

Knowledge Exchange Platform (KEP 2.0) workshop – Building Synergies for Successful Green and Digital Transitions – The Way Ahead  
The renewed KEP 2.0 initiative aims the exchange of new R&I solutions and best practices, by organizing horizontal seminars in Brussels, and promoting so-called peer-to-peer and showcasing events organised on the ground. It allows for an efficient dialogue and transfer of expertise on R&I issues with European cities and regions, businesses, universities and citizens. This event will focus on new ways of creating and enhancing policy and programme synergies to enable successful green and digital transitions and Horizon Europe Missions implementation. It will present current and future strategies and initiatives from a policy-makers’ perspective, as well as concrete examples for cities’ and regions’ innovative practices in the field.

13th CIVEX Commission Meeting 
The 13th meeting of the CIVEX Commission, and conference on The impact of managing migration and integration on local and regional authorities (LRAs), especially in border regions, and the need to enhance support to LRAs by the EU institutions will be hosted by Municipality of Alimos, Greece, at Divani Apollon Palace, 10 Agiou Nikolaou Street, 166 71 Vouliagmeni, Greece, on Thursday 23 June and Friday 24 June 2022,at the invitation of the mayor of Alimos, Mr Andreas Kondylis (EL/Renew Europe).

Debriefing on the Conference on the Future of Europe: its process and its conclusions  
The online debriefing will be presented by Wolfgang Petzold, Deputy Director for Communication and moderated by Suzanna Matvejevic, Advisor for Outreach. The programme includes a presentation and questions and answers. Specifically prepared for EU Councillors and YEP-s.

French Presidency


Tuesday 21 June – Wednesday 22 June

Colloquium: “Assessing the Needs of Unaccompanied Minors”
Assessing the age of unaccompanied minors, and their isolation, is of key importance. This assessment determines whether they benefit from child protection measures and allows for administrative, civil, educational or penal measures for minors to be implemented. By means of a social analysis of the child’s situation and verification of their identity, it is thus possible to determine their needs and provide them with the appropriate support. In a comparative approach, the different assessment methods in use throughout the European Union will be presented during the colloquium, in order to identify potential best practices and examine the relevance of harmonising techniques and sharing information between European services. The event will bring together legal professionals, representatives of departmental councils and ministries, academics, partner associations and representatives of Member States and European institutions.

Thursday 23 June

EU-US Justice and Home Affairs Ministerial Conference
This meeting will take place within the context of ongoing dialogue between the European Union and the United States concerning justice and home affairs. The meeting will bring together: the French Ministers of Justice and of the Interior; their American counterparts from the Department of Justice, Department of Homeland Security and Department of State; representatives of European institutions and agencies; and representatives from the Czech Presidency of the Council of the European Union that will commence on 1 July 2022. The main purpose of the meeting will be to review the state of transatlantic cooperation in this area to: identify best practices on issues of shared interest, and move towards shared solutions to meet current security threats.

Housing field visit to Katerini
The field visit will be conducted with officials from the Financial Mechanism Office of the EEA/Norway Grants and Greek officials to observe progress made. They will also advise on challenges faced in the implementation of the project in which FRA is the International Partner Organisation. This will be followed by several meetings with relevant authorities in Athens from 22 to 24 June. During the field visit, FRA will meet with members of the Roma community and local authorities.

Guiding national action against racism
The European Commission’s subgroup on the national implementation of the EU anti-racism action plan will meet online. Members of the subgroup will discuss developing a draft checklist for monitoring the implementation of the Common guiding principles for national action plans against racism. They will also exchange and share practices implemented nationally.

Cohesion policy financial instruments for REPowerEU and the New European Bauhaus
The European Commission and the European Investment Bank are pleased to invite you to a major joint announcement of the launch of two new model financial instruments to support the REPowerEU and New European Bauhaus initiatives. The joint announcement will be followed by a thematic workshop focusing on the key features of the new model financial instruments that will support these initiatives. The workshop will provide an early opportunity for participants to learn more about the model financial instruments and ask questions to fi-compass experts from the Directorate-General for Regional and Urban Policy (DG REGIO) and the EIB on how the model financial instruments may be implemented in the 2021-2027 programming period.

Third part of the 2022 Ordinary Session
Addresses by the President of the Hellenic Republic, Katerina Sakellaropoulou, and by King Willem-Alexander of the Netherlands are among highlights of the summer session of the Parliamentary Assembly of the Council of Europe (PACE). There will also be a high-level panel and interactive debate on the theme of “Upholding democratic security in Europe” with the participation of Simon Coveney, Minister for Foreign Affairs and Minister for Defence of Ireland, President of the Committee of Ministers; Pekka Haavisto, Minister for Foreign Affairs of Finland; Marija Pejčinović Burić, Secretary General, as well as Sviatlana Tsikhanouskaya, Leader of Belarus opposition. This panel follows a related report on “Recent challenges to security in Europe: what role for the Council of Europe?”. Other topics to be debated include the humanitarian consequences of Russia’s aggression against Ukraine, with a special focus on internal and external migration, and ensuring accountability for the downing of flight MH17. There will also be a joint debate on reported cases of political prisoners in the Russian Federation, and the need to restore human rights and the rule of law in the North Caucasus.

Delegation of the Congress of Local and Regional Authorities carry out post-monitoring visit to Moldova
A delegation of the Congress of Local and Regional Authorities will carry out a post-monitoring visit to the country in order to discuss the situation of local and regional democracy in the country in the context of the implementation of the Congress’ recommendations contained in the report on local and regional democracy in the Republic of Moldova adopted by the Congress on 4 April 2019 as well as in the revised roadmap signed in April 2021. The rapporteurs Gunn Marit Helgesen and Marc Cools will hold exchange of views with national, regional, and local authorities.
