The War Within: The war in Ukraine and the assault on European democracy
From 18:00 to 19:00, the European Movement International will hold an event entitled “The War Within: The war in Ukraine and the assault on European democracy” at the Martin’s Hotel, (Boulevard Charlemagne 80). It will be followed by a reception from 19:00-20:30. The event will gather EU, EEAS and NATO representatives as well as a diverse audience from civil society, social partners, youth organisations, member state representatives and opinion-shapers. We will discuss how to strengthen citizens’ and society’s resilience to disinformation, propaganda and hostile information activities. How to defend our democracy from external interference. How to maintain and deepen support for Ukraine and EU sanctions, and to continue showing solidarity with Ukrainian refugees.

Monday 21 November
Agriculture and Fisheries Council
Ministers will discuss the implementation progress of the New EU Forest Strategy for 2030, as well as exchange views on actions taken at EU and national level. Ministers will discuss the agricultural aspects of the nature restoration regulation. Ministers will receive information from the Commission on the outcome of the EU Bioeconomy Conference, which was held on 6-7 October 2022 in Brussels. Ministers will exchange views on the Commission’s recent communication on fertilisers, published on 9 November 2022. The Spanish delegation will inform ministers on the need to ensure the availability and affordability of fertilisers as a basis for food security. Ministers will receive information from the Commission regarding a concrete action plan to promote the energy transition of the fisheries and aquaculture sectors. Ministers will discuss the need to develop and strengthen the sustainable production of the algae sector.

General Affairs Council (Cohesion)
Ministers will exchange views on the long-term impacts of cohesion policy on EU regions. The Council is also expected to approve conclusions on cohesion policy.

Extraordinary Transport, Telecommunications and Energy Council (Energy)
EU energy ministers will seek a political agreement on a Council regulation on enhancing solidarity through better coordination of gas purchases, exchanges of gas across borders and reliable price benchmarks. The objective of this proposal is to establish temporary rules on joint purchasing and demand aggregation, a transparency platform for LNG and gas storage, price volatility management and cross-border solidarity measures. Ministers will seek a political agreement on a Council regulation laying down a temporary framework to accelerate the deployment of renewable energy. The purpose of this proposal is to fast-track the simplification of permitting procedures for renewable energy projects. The proposal focusses on specific technologies and types of projects which have the highest potential for quick deployment and the least impact on the environment.
Friday 25 November
Foreign Affairs Council (Trade)
The discussions at the FAC (Trade) Council are expected to focus on the reform of the World Trade Organization (WTO) and preparations for the 13th WTO Ministerial Conference. The focus will be on how to prepare for MC13 and how to use the positive post-MC 12 atmosphere to advance the negotiations. Ministers will also hold a discussion on EU-US trade relations, and more specifically the concerns relating to the US Inflation Reduction Act. The Council will hold a policy debate on Trade support to Ukraine: ministers are expected to focus their discussion on how to continue supporting Ukraine. Over a working lunch, the Council will exchange views on bilateral trade relations, including ongoing negotiations.

The protection and integration of Ukrainian refugees, 9 months on: how well is it going?
Featuring speakers from the EESC and other EU institutions, international and European organisations, social partners, civil society organisations and think tanks, the event looks at the state of play regarding the reception of Ukrainian refugees in the EU, 9 months on from when the war began. The event will look at different perspectives: the institutional/political perspective, what is happening on the ground, and then to the progress of integrating refugees in the EU, focussing on employment, education and housing.

Geopolitical turmoil at Europe’s door: the perspective of civil society
The EESC’s annual seminar for civil society communicators will zoom in on the impact of the war in Ukraine on the EU, addressing three thorny issues: Energy, EU enlargement and Communication.

Violation of sanctions/EU crimes
In order to prepare its report on “Violation of sanctions/EU crimes”, the EESC is organising a hybrid public hearing on 25th November 2022, from 10:00 a.m. to 12:30 p.m. The aim of the event is to gather input from policy makers, civil society organisations, academics and social partners, which will feed into the EESC’s opinion.

Just Transition in Coal and Energy Intensive Regions – Leaving no-one behind
The European Committee of the Regions (CoR) is organizing, together with the Czech Presidency of the Council of the EU and Moravian-Silesian, Ústí and Karlovy Vary Regions, a high-level conference on “Just Transition in Coal and Energy Intensive Regions“. Building on the work already accomplished in the field of Just Transition, the event will be an opportunity to discuss with the Presidency on the results of the General Affairs Council. Furthermore, it continues the dialogue between all levels of governance and outlines the way forward for coal and energy intensive regions, showcasing good practices from the Czech Republic and underlining the important role of local and regional authorities in the process.

SIRA Transnational Conference: Strengthening and Expanding Social Orientation and Integration of Newcomers in Rural areas
This one-day event is organized by the Share Network, the International Catholic Migration Commission (ICMC) Europe and the International Organization for Migration (IOM). The conference will present the main results and the lessons learned from the AMIF-funded SIRA project, which has piloted innovative integration actions and used multi-stakeholder approaches to strengthen migrant & refugee inclusion in 10 rural regions in France, Greece, Poland and Spain in 2021-2022. The aim of the conference is to explore the conditions for successful social orientation and integration in small and rural communities, and to highlight inspiring bottom-up practices and link them to research and policy frameworks. It will bring together representatives from EU institutions, national, regional and local authorities, civil society and refugee/migrant-led organisations, academia, the private sector and grassroots stakeholders to further discuss how to promote the participation of communities and newcomers, as well as to strengthen synergies between integration and rural development strategies.

The members of the Green Deal Going Local working group will be meeting in person for their 11th meeting. The main highlights of the agenda are: Green Deal Going Local 2022 achievements and outlook 2023; Energy crisis: changing narratives for a new energy transition; UNFCC COP 27: main take-aways from Sharm El-Sheikh; The CoR corporate plan for carbon footprint reduction.

Air Quality Conference
The conference aims to provide UpToDate information on air protection in Europe and measures to improve the air quality, which will be presented by the leading actors in this field at national and international level. Representatives of local authorities, business and air quality experts will participate as speakers in the discussion panel. The driving force for the discussion will be the future challenges associated with the ambitious plan presented by the European Commission in the Action Plan on Zero Pollution which will result in revision of key air protection policies, including revision of European legal framework.
Seminar on antisemitism online
The event consists of a seminar for EU Member States on good practice in tackling anti-Semitism online. The programme includes a reception, exhibition opening and screening of the movie Nabarvené ptáče with the participation of its director Václav Marhoul and actress Jitka Čvančarová. The opening will be attended by the Ambassador of the Permanent Representation of the Czech Republic to the EU Edita Hrdá.

Ending gender-based violence in academia: Toward gender-equal, safe and inclusive research and higher education
A serious and lingering issue facing academia, gender-based violence is one of the areas addressed in the 2021 Ljubljana Declaration on Gender Equality in Research and Innovation. The Ljubljana Declaration recognises that there is need for additional policy coordination in the European Research Area as well as building infrastructures to address the issue. With this conference, the Czech presidency aims to kick-start the debate among the relevant stakeholders. To this end, the conference will bring together representatives of national authorities, Research Funding Organisations, Research Performing Organisations, and other relevant stakeholders in the European Research Area and beyond in order to advance the debate on the actions needed to improve the protection of students and staff, with a focus on people in precarious positions, from all forms of violence in academic settings.

Public Service Media for Democracy Conference
The Council of Europe and the European Broadcasting Union (EBU) will organise the conference “Public Service Media for Democracy” to discuss the way to protect the critical role of public service media in upholding democracy at times when their sustainability and independence are being challenged in a growing number of European countries. Their crucial role in times of crisis – such as the Covid-19 pandemic and the war in Ukraine – will also be on the agenda. Organised in partnership with the Lithuanian National Radio and Television and hosted by the Lithuanian Parliament, the conference will bring together broadcasters, journalists, policy makers – including members of the Council of Europe’s Parliamentary Assembly – and representatives of international organisations and associations of journalists.

PACE Standing Committee meets in Reykjavik
The Standing Committee of the Parliamentary Assembly will bring together some 60 of the Assembly’s members. After the opening of the meeting by PACE President Tiny Kox, Birgir Ármannsson, Speaker of Alþingi – (Parliament of Iceland) will give a welcome address. An exchange of views will take place with Þórdís Kolbrún Reykfjörð Gylfadóttir, Iceland’s Minister for Foreign Affairs, as part of the Presidency of the Committee of Ministers. Bjørn Berge, Deputy Secretary General, will participate in the meeting. An event on “Digital violence against women” will be organised on the occasion of the International Day for the Elimination of Violence against Women, with the participation of Katrín Jakobsdóttir, Prime Minister and Minister for Equality, María Rún Bjarnadóttir, Lawyer at the National Commissioner of Police and member of GREVIO, and Ævar Pálmi Pálmason, Head of sexual offences investigation Division.
