Talking Europe with Maciej Popowski, Acting Director General of DG NEAR
On Monday, 22 November from 16:30-17:30 CET, we will hold the tenth edition of Talking Europe organised in partnership with the European Commission, this time featuring Maciej Popowski, Acting Director General of DG NEAR. This series of online events launched in 2020 aims to discuss the EU’s work and how it affects all Europeans.
Our guest Maciej Popowski, Acting Director General of DG NEAR, will discuss the recent work of DG NEAR, including the state of the enlargement and neighbourhood policies in the European Union, the promotion of EU values in Europe’s eastern and southern neighbourhood and the recent developments in the accession countries.

General Affairs Council
The General Affairs Council will start preparing the European Council to be held on 16-17 December 2021; will adopt conclusions on enhancing preparedness, response capability and resilience to future crises; will exchange views on EU enlargement and on the Stabilisation and Association process; also will discuss the state of play on EU–UK relations.
Wednesday 24 November
European Economic Area Council
The 53rd session of the EEA Council will assess the overall functioning of the Agreement on the European Economic Area (EEA Agreement). It will also hold a policy debate on the New Industrial Policy.
Thursday 25 November
Competitiveness Council (Internal market and industry)
Ministers responsible for the internal market and industry will discuss the regulations on the Digital Services Act and the Digital Markets Act; will hold a policy debate on implementing the recovery plan for Europe.
Friday 26 November
Competitiveness Council (Research and space)
Ministers responsible for research and space are expected to adopt conclusions on the future governance of the European Research Area (ERA); will hold a policy debate on achieving cross-sector objectives and the Slovenian presidency will provide an update on ‘institutionalised European partnerships’; also, ministers are expected to adopt conclusions on ‘Space for everyone’, and hold a policy debate on long-term sustainable development and financing of ‘New Space’.

College meeting
In this meeting, the College of Commissioners will discuss the European Semester autumn package and the Capital Markets Union, presided by Commissioner Valdis Dombrovskis. High Representative Josep Borrell and Commissioner Margaritis Schinas are responsible for the discussion on EU response to the situation at the EU’s external borders with Belarus. Reinforcing democracy and integrity of elections package is the final topic on the agenda, which Commissioner Věra Jourová is responsible for.

The EESC’s Labour Market Observatory will hold a remote public hearing on A Just Transition for workers of European industries: fostering opportunities for reskilling and upskilling. The event will examine, through a discussion with civil society organisations and socio-professional stakeholders, how to ensure a just transition for workers of European industries, taking into consideration the need to strengthen opportunities for reskilling and upskilling.

Long-term vision for rural areas will be discussed and adopted. They will exchange views on Future EU State aid rules for agriculture, rural areas and forestr; Health Emergency Response Authority; New EU Forest Strategy for 2030.

10th ENVE Commission meeting (hybrid)
The agenda foresees: debate on the UNFCCC COP26; debate on the Conference on the Future of Europe; statement on the Green Deal campaign; presentation of the new Zero Pollution Stakeholder Platform. The ENVE commission members will also adopt opinions such as: “local and regional authorities accelerating the implementation of the EU Pollinators Initiative” and “gender equality and Climate change: towards mainstreaming the gender perspective in the European Green Deal”.

Consultation forum for sustainable energy in the defence and security sector
The Consultation Forum for Sustainable Energy in the Defence and Security Sector (CF SEDSS) is a European Commission funded initiative managed by the EDA. This Forum was established to create a defence energy-related community to share information, knowledge and best practices on improving energy management, increasing energy efficiency and buildings performance, utilising renewable energy sources in the defence sector and enhancing the resilience of defence-related critical energy infrastructure.
