Institutional Agendas
European Parliament
This week, MEPs will be working outside the European Parliament, either in their respective constituencies or in Parliamentary delegations. Parliament will resume its activities next week.
Monday 23 May – Wednesday 25 May
International Trade Committee Delegation in Chile
The delegation will meet with representatives of newly elected Chilean government and the Congress, as well as trade unions, business and civil society. The aim is to discuss the modernisation of 2002 EU-Chile Association Agreement. The negotiations on the modernised agreement were concluded at technical level in November 2021. This mission will allow to scrutinise the trade and investment parts of the agreement and to engage with institutional counterparts and stakeholders in the pre-consent phase. Members will also get a first-hand information on the constitutional process in Chile and its potential impact on future trade relations with the EU. Finally, the delegation will explore Chile’s role in the global green transition and possibilities of EU-Chile cooperation in this field. They will also discuss the situation with regard to labour rights and gender equality.
Budget Committee Delegation in Turkey
A delegation from the Committee on Budgets will travel to Turkey from 23 to 25 May 2022. The main objective of this mission is to learn about the implementation of the Facility for Refugees in Turkey. The Facility is a mechanism to coordinate resources from both the EU budget and Member States. The total budget coordinated by the Facility is EUR 6 billion, mobilised in two tranches. Several project visits are organised with the help of the EU Delegation to Turkey. Meetings will also take place with organisations such as UNICEF, UN Women, MoNE and ICMPD to name a few. Members will also have the opportunity to meet and discuss with Deputy Foreign Minister Mr Faruk Kaymakci as well as with Mr Cevdet Yilmaz, Chairman of the Budget and Planning Committee of the Grand National Assembly of Turkey.
Development Committee Delegation in Madagascar
A delegation of the Committee on Development will travel to Madagascar from 23 to 25 May 2022. The overall aims of the mission are for Members to inspect the response to the current famine in the southern Grand Sud region and to assess more generally the use of humanitarian and development assistance in the country for building resilience to food crises induced by climate change and droughts. Members will also follow up on Parliament’s resolution on child labour in mica mining adopted on 12 February 2020. The delegation will meet with representatives of the EU and Member States, with cooperation partners as well as government representatives and civil society organisations. The delegation will carry out a two-day field mission in the South of the island to visit school feeding and nutrition projects, as well as a rural development projects supporting small-holder farmers and women’s associations.
Women’s Rights and Gender Equality Committee Delegation in The Hague
A delegation of the Women’s Rights and Gender Equality Committee, led by the committee’s Chair Robert Biedroń (S&D, PL), will be in The Hague 23-25 May to find out what is being done to prevent and combat human trafficking. They will meet with several civil society organisations working on women’s rights and refugee rights and will visit a shelter supporting those affected by trafficking. MEPs will discuss the Dutch approach to this crime with government representatives, prosecutors and parliamentarians. They will also look at what is being done at EU level, with briefings from Eurojust (the EU agency for criminal justice cooperation), Europol (the EU’s police agency) and a visit to the International Criminal Court.

Internal Market Committee Delegation in Silicon Valley, United States
A delegation from the Internal Market Committee (IMCO) will travel to Silicon Valley, United States, from 23 to 27 May to get a closer insight into US legislative work on e-commerce and platforms and to exchange views on the EU’s digital policy agenda, namely the recently agreed Digital Services Act (DSA) and the Digital Markets Act (DMA). MEPs will meet with tech companies (including Google, Meta, Apple, Airbnb, eBay, Paypal and Uber), local authorities and academia. They will look into the latest digital market advances in the United States, particularly in relation to the development and use of e-commerce, artificial intelligence, consumer protection, online platforms and the gig economy.

Council of Ministers
Monday 23 May
European Economic Area Council
The 54th session of the European Economic Area (EEA) Council, ministers will discuss the overall functioning of the Agreement on the European Economic Area (EEA Agreement). They will also hold a policy debate on reducing strategic dependencies in the fields of raw materials and energy. The EEA Council is expected to adopt conclusions on the cooperation between the EU and the EEA EFTA (European Free Trade Association) states, including on the digital transformation and the green transition.
General Affairs Council
The Council will hold an exchange of views on the draft conclusions to be adopted by the special meeting of the European Council on 30-31 May 2022. Ministers will also discuss the annotated draft agenda of the European Council meeting on 23-24 June 2022. As part of the Article 7(1) TEU procedure, the Council will hold a hearing on Hungary. The presidency will inform the Council on the Conference on the Future of Europe, which concluded on 9 May, followed by an exchange of views.
Eurogroup Meeting
Ministers will discuss the macro-economic developments on the basis of the Commission Spring Forecast. Based on the updated economic outlook, the Eurogroup will discuss the appropriate policy response, in view of the current economic challenges, with a focus on fiscal policies. Following the call for candidates for the position of Managing Director of the ESM, ministers are expected to have an exchange of views on the candidatures received. Ministers will receive a presentation from the Commission on its opinions concerning the updated Draft Budgetary Plans of Germany and Portugal. Ministers will also discuss the draft work plan for the completion of the Banking Union, building on the progress made during the Eurogroup in inclusive format of 3 May and the work done by the High-Level Working Group (HLWG) since then.

Agriculture and Fisheries Council
EU agriculture ministers will meet in Brussels to discuss the spread of the highly pathogenic avian influenza and a strategic approach to the development of vaccination. Ministers will further exchange views on the situation of agricultural markets in view of the situation in Ukraine. Ministers aim to adopt conclusions on vaccination as a complementary tool to current measures for the prevention and control of the highly pathogenic avian influenza (HPAI). Avian influenza poses a risk to public health and is detrimental to animal health and welfare, with serious economic consequences for the poultry sectors affected.
Economic and Financial Affairs Council
Economy and finance ministers will discuss the economic and financial consequences of the sanctions imposed on Russia after its unprovoked and unjustified military invasion in Ukraine. The Council is expected to adopt its position (general approach) on the revised European long-term investment funds (ELTIFs) regulation. This regulation lays down uniform rules on the authorisation, investment policies and operating conditions of EU alternative investment funds (EU AIFs) or compartments of EU AIFs that are marketed in the Union as European long-term investment funds. The objective is to raise and channel capital towards long-term investments in the real economy, in line with the Union objective of smart, sustainable and inclusive growth. Economy and finance ministers will be informed on the follow-up to the G20 meeting of finance ministers and governors of central banks.

Commissioner Margaritis Schinas will participate in the panel discussion “Unlocking the social economy” and meets with Mr Shou Zi Chew, TikTok CEO. he will also participate in the MSc Security Closed roundtable ‘A conversation on defence and data’ and the Greek House Davos ‘East-West dialogue for sustainable peace and cross-cultural understanding’ panel discussion.

Borrell receives the new Chairman of the EU Military Committee
High Representative Josep Borrell will receive General Robert Brieger, the new Chairman of the EU Military Committee. He will participate in a debate on a mid-term assessment of the EU’s foreign policy, organised by the think tank CEPS and will deliver a keynote speech in the High-Level Conference on ‘Shaping Civilian CSDP for the future’, organised by the EEAS to mark the 15th anniversary of its Civilian Planning & Conduct Capability.

Commissioner Ylva Johansson will visit Frontex in Warsaw, Poland.
Wednesday 25 May
College meeting
Commissioners will gather for a College meeting on Wednesday. There are two proposals on the agenda. First, a proposal for a Directive on asset recovery and confiscation. Second, a proposal for a Council decision on adding the evasion or violation of sanctions to the areas of crime laid down in Article 83(1) TFEU.

Commissioner Mariya Gabriel will deliver a keynote speech at the ENGAGE.EU Annual Spring Conference in Sofia, Bulgaria. She will participate in the official signing of the ‘ENGAGE.EU Expansion‘ and will hold a meeting with ENGAGE.EU Rectors.
Hahn delivers a keynote speech at Graz University
Commissioner Johannes Hahn will deliver a keynote speech at Graz University and participate in a meeting of the Styrian Government as well as a public event in Altaussee, Styria with Styria Governor Schützenhöfer.

Commissioner Stella Kyriakides will visit Nicosia, Cyprus where she will visit the Arodaphnousa Centre for Palliative Care and deliver a speech at the first meeting of the Cyprus Federation of Patients’ Associations (OSAK) Standing Committee on Cancer.

Health Workforce and Care Strategy for the future of Europe
In order to prepare its own initiative opinion on “Health Workforce and Care Strategy for the future of Europe”, the EESC is organising a remote public hearing on 23 May 2022 from 9:30 am to 1pm. The aim of the event is to gather input from policy makers, civil society organisations and social partners, which will feed into the EESC’s opinion.

Improving equality in the EU
The EU has adopted legislation covering various grounds of discrimination in a variety of policy areas, in particular employment, to meet its aim of combating all forms of discrimination. However, gaps still exist as Member States have not yet agreed on a horizontal Directive on non-discrimination outside of the labour market proposed in 2008. This hearing with the participation of EU institutions and civil society organisations in the framework of the preparation of an EESC own-initiative aims at closing the gaps and identifying ways to improve equality in Europe, including with an Equal Treatment Directive.
Emergency preparedness
As part of its own-initiative opinion on emergency preparedness, the EESC is organising a hearing to be held in Brussels on 25 May. The purpose of this hearing will be to gather input from experts and will address the following topics: Are our societies and enterprises sufficiently well prepared to deal with situations where the daily functioning of society is severely disrupted? By way of example, we could mention: Disruption of the availability of raw materials resulting from the disruption of production chains or the transport system; The operation of sewerage systems, water supply and waste water treatment; The operation of communication systems in the event of a power cut in the long term; Exit from buildings/lifts in the event of a power cut, or Business continuity of industry in the event of a power cut.

Living in a border community – Citizens’ experiences, perspectives and aspirations
Mützenich, one of the highest villages in North Rhine-Westphalia, is a former municipality in the district of Aachen. It has been part of the city of Monschau since 1972. In particular, Mützenich is one of several German enclaves surrounded by the track of the former ‘Vennbahn’ (now a cycling route) which has been a part of Belgium since the implementation of the Versailler Treaty. Both in Germany and Belgium, life at and with the border has become commonplace: citizens easily cross the border and enjoy advantages from the other side. However, can we say that this has made us more European? Or are we rather taking a step backwards if we look at the unpleasant events during the coronavirus crisis and the war in Ukraine? What do citizens wish for in this cross-border community, that has seen the construction of Europe on a daily basis and witnessed the dismantling of hard borders and the integration of Europe ? Or is more Europe and the improvement of cross-border activities not so desirable? The following topics will be discussed in three groups: Experiencing borders; Wishes for the border situation in Mützenich; Wishes for Europe.

It is time to speak – Climate-neutral Rakvere 2050
How can local governments in Estonia, cities and small local governments of the size of Rakvere get involved in the implementation of the European Green Deal and the implementation of the goal “Climate-neutral Rakvere 2050”? In this inclusive and participative event, all citizens have a say on what our future European Union should look like. Topics that will be discussed are the following: The preparation and development of the Rakvere Climate and Energy Plan; The European Green Deal and its implementation at local level; Climate and environmental aspirations of Estonian municipalities in rural areas — examples of Järva municipality; Action by local authorities to highlight the environmental performance of citizens. The initiative of the ‘Blue Green Engine’; Communication on the European Covenant of Mayors and preparation of energy plans by the Estonian authorities on the Estonian Cities and Valdade Association; Examples of Viims Municipality.

Marie Skłodowska-Curie Actions Annual Conference
This event is co-organised by the Ministry of Higher Education, Research and Innovation, the Paris Sciences et Lettres University, the Institut Curie and the European Commission. The Marie Skłodowska-Curie Actions (MSCA) Conference is held each year, a key event for the MSCA programme. As part of Horizon Europe, the MSCA is the EU’s flagship programme for international scientific mobility. The conference will shine a light on the Marie Skłodowska-Curie Actions and their role in developing a European research and innovation area. PSL Research University (Paris Sciences et Lettres) will be the host and co-organiser of this edition on the theme of future generations and the major challenges faced by Europe and the world. The key event will also provide the opportunity to celebrate the programme’s 25th anniversary, attended by the Member States’ Directors-General for Higher Education, who will be meeting in Paris at the same time.
Meeting on a Shared European Approach for Internal Security Forces
The seminar will discuss the development of a shared European approach for internal security forces for enhanced interoperability and more efficient cooperation between these forces, based on the French-Spanish experience POLARIS (Police Academies Regional Integrated Schooling) and current shared deployments. It will in particular address the inclusion of common steps in training European internal security forces.

FRA will host a panel debate on modern technologies used for law enforcement and fundamental rights at this year’s annual Computer, Privacy and Data Protection conference. Panelists will discuss how existing data protection laws and potential future regulatory frameworks can best protect fundamental rights in law enforcement.

Child and youth participation for Europe
In the framework of the Irish Presidency of the Committee of Ministers, a conference “Child and youth participation in Europe” will aim at promoting the right of children to be heard and have their opinions taken seriously. At the event, the first mid-term results of the work to promote child participation in the project partner countries (the Czech Republic, Finland, Iceland, Portugal and Slovenia) will be presented, with ten young delegates from these countries taking part. Irish youth groups and key actors, who have contributed to numerous initiatives in the field of child participation will share good practices. Special attention will be given to today’s context presenting challenges for children, in particular the Covid-19 pandemic and the war in Ukraine. The conference will be held under the Joint European Union/Council of Europe Project “CP4Europe – Strengthening National Child Participation Frameworks and Action in Europe”.

Strengthening civil society coalitions to combat anti-Semitism in and through education
ODIHR has partnered with the Kreuzberg Initiative against Antisemitism (KIgA e.V.) and the European Network for Countering Antisemitism through Education (ENCATE) to organize a three-day workshop on strengthening coalitions to address anti-Semitism, intolerance and discrimination in and through education. The event is only open to members and stakeholders of ENCATE.
