Environment Council
EU environment ministers will seek to approve two sets of Council conclusions that will serve as the EU’s general negotiating mandate for the 27th United Nations Climate Change conference (COP27), and for the 15th United Nations Biodiversity Conference (COP 15). They will also formally adopt the regulation on persistent organic pollutants at the start of the meeting. Ministers will hold two policy debates on the revisions of the Industrial Emissions Directive and the Waste Landfill Directive, and on the proposal to renew the Eco-Design Regulation. Under any other business, the presidency will inform ministers about the Environmental Crime Directive.
Tuesday 25 October
Transport, Telecommunications and Energy Council (Energy)
EU energy ministers will seek a general approach on the proposal for a directive on the energy performance of buildings. Ministers will hold a policy debate on the gas package, which includes a proposal for a directive and a proposal for a regulation on common internal market rules for renewable and natural gases and hydrogen. Under any other business, Lithuania will share information on the importance of ensuring nuclear safety at the Belarusian Ostrovets nuclear power plant in accordance with recognised EU safety levels.
Sunday 30 October
Informal meeting of trade ministers
The informal meeting of trade ministers will be chaired by the Minister of Industry and Trade of the Czech Republic Jozef Síkela. During the discussions, the ministers will focus on the geostrategic importance of trade and trade agreements, as well as the topic of digital trade or trade relations with the USA.

The role of legal professions in EU Anti Money Laundering
The ECO section contributes in a partnership to the European Conference “THE ROLE OF LEGAL PROFESSIONS IN EU AML/CFT (Anti Money Laundering / countering the financing of terrorism)”. The event is organised by the LIGHT project, that aims to support transnational training of lawyers and notaries covering anti-money laundering. Its goal is to increase the legal competency and then ensure the effectiveness of AML policy. ECO section president Mr Stefano Palmieri and EESC rapporteur on AML/CFT Mr Javier Doz Orrit will speak at the event.

SMEs, social economy enterprises, crafts, liberal professions: opportunities and challenges of the green transition
This hearing will focus on topical questions such as the possible avenues to help SMEs be well informed and prepared to grasp the opportunities of the transition to climate neutrality, coupling it with the possibilities offered by the digitalisation and hedging the current geopolitical risks. It will also take into consideration the challenges faced by the Belgian companies and the opportunities offered to them if they successfully adjust to the climate neutral and digitalised world.

Stakeholder consultation on creating an enabling environment for the social economy – the local and regional perspective
This public online consultation will feed in the Committee of the Regions’ outlook opinion in view of the forthcoming Proposal for a Council Recommendation on developing social economy framework conditions, following a referral from the European Commission Vice-President Šefčovič. It will gather input from key social economy stakeholders and cities and regions regarding the creation of favorable conditions for the social economy sector to grow in the EU.

Multi-Level Dialogue on Just Transition
The Multilevel Dialogue on Just Transition is being hosted by the European Committee of the Regions and organised in cooperation with the European Commission. The aim of the Dialogue is to promote exchange between the different levels of governance in the process of just transition throughout Europe. The European Union has to make the most out of the Just Transition Fund, and the participation of cities and regions is of key importance to its success. The plans of the European Union are to cut greenhouse gas emissions by 55% by 2030 and achieve climate neutrality by 2050. This undertaking requires a socio-economic transformation, especially in regions relying heavily on fossil fuels and carbon-intensive industries. In this context, the regional representatives and guests from all parts of Europe will share their experiences and recommendations, helping to define the future shape of the policy.

EuroPCom 2022: Communicating Climate Action!
Under the slogan “Communicating Climate Action”, EuroPCom will be the occasion to hear the EU’s political messaging ahead of the COP27 and to discuss communication techniques and methods on how to engage citizens in taking climate action. There are two sessions on the programme: first a panel debate featuring experts in climate summits giving us a global perspective at what is at stake at COP27 and providing information to climate communicators about the EU’s political messaging. Secondly a session presenting practical examples on successful communication approaches and techniques to boost citizens, business or public authorities’ engagement in delivering climate action.

Tackling energy poverty: EU approach & sharing best practices. Implementation of the European Pillar of Social Rights principle no. 20
The conference focuses on prevention and possible solutions to energy poverty including the EU best practices to this issue. The aim of the conference is to emphasize the importance of social aspect of energy policy in meeting the EU climate targets and addressing the war of Russia against Ukraine.

Prague Process Ministerial Conference on Migration
Established in 2009 at the occasion of a ministerial conference held during the Czech Republic’s first EU presidency, the Prague Process is returning to Prague after 13 years. In 2022, the Czech Republic is once again taking on the role of the host with the aim of taking cooperation in this migration process a step further. Ministers of the participating countries responsible for migration are expected to approve a political declaration and an action plan that will shape the framework for cooperation for 2023-2027. The Prague Process brings together nearly 50 countries, representing geographically a rough quarter of the planet (including EU countries, Eastern Partnership, Western Balkans, Central Asia, Turkey and others). The main areas of cooperation between the countries concerned are: prevention and combating irregular migration, readmission, voluntary return and reintegration, or legal migration with emphasis on labour migration. In addition to the traditional discussions and a series of bilateral meetings, the forthcoming meeting in Prague will offer the opportunity for a joint response to the impact of the Russian aggression in Ukraine or the situation in Afghanistan.

The European Platform for Roma Inclusion (“EPRI”) brings together national governments, the EU, international organisations and Roma civil society. It aims to stimulate cooperation and an exchange of experience on successful Roma inclusion.

Conference on Accountability, Transparency and Trust
The Working-level experience-sharing conference will focus on the implementation of the EU Directive on the protection of persons who report breaches of Union law, with speakers and participants from the Commission, EU Member States and EEA countries.

National rule of law dialogue in Germany
The dialogue will draw from the European Commission’s 2022 Annual Report on the Rule of Law. It contains for the first time concrete recommendations for each Member States. At the public event on 27 October, EU Justice Commissioner Reynders will present the report, followed by a discussion. The event can be followed via livestream: in German and English. On the following day, an expert workshop will explore ways forward on how to improve rule of law in Germany.

First European conference on community disaster preparedness
The EIB Institute, in collaboration with the Red Cross Red Crescent Climate Centre, is organising the first European conference on community disaster preparedness. Extreme weather events, such as droughts, floods, wildfires and heavy storms, are on the rise around the globe. Being prepared and knowing how to act in the right way and help others can save lives and limit damage. EIB President Werner Hoyer and Luxembourg Minister of the Interior Taina Bofferding will open the conference, which will address preparedness for natural disasters in Europe and in Luxembourg and best practices from across the globe and disaster preparedness financing.

43rd Session of the Congress of Local and Regional Authorities
The Congress of Local and Regional Authorities of the Council of Europe will hold its 43rd Session. Russian Federation’s war against Ukraine; application of the European Charter of Local Self-Government in Belgium, the Czech Republic, Denmark and Sweden, the observation of the latest local by-elections in Serbia and Albania; human rights and the environment; regional finances; hate speech and fake news; smart cities and regions; and women and children refugees will be among the key topics of the session. President of Ukraine, Volodymir Zelensky; Minister for Communities and Territories Development, Oleksiy Chernyshov, and Mayor of Kyiv, Vitali Klitschko, have been invited to address members of Congress on the afternoon of Tuesday 25 October.

Council of Europe Conference of Ministers responsible for Sport
The 17th Council of Europe Conference of Ministers responsible for Sport will be organised by the Enlarged Partial Agreement on Sport (EPAS) in co-operation with the Ministry of Youth and Sports of the Republic of Türkiye. Secretary General Marija Pejčinović Burić will open the event together with the Minister of Youth and Sports of Türkiye Mehmet Muharrem Kasapoğlu. Two main themes are on the agenda: Sport for all: uniting us for stronger societies; Rethinking sport: leading the way for a healthy and sustainable future
