Monday 26 September
Agriculture and Fisheries Council
EU agriculture ministers will meet in Brussels to discuss the situation of agricultural production and logistics in Ukraine, as well as the implementation of transport routes to the EU. For this discussion, ministers will be joined by Ukrainian Minister for Agrarian Policy and Food, Mykola Solsky. Ministers will exchange views on fishing opportunities for 2023, including on fish stocks shared with the United Kingdom. They will also debate EU-Norway and coastal states annual consultations for the coming year. Over lunch, ministers will discuss current food labelling rules in the Union, and the need for potential improvement. They will also discuss the current situation of eel stocks and the future of those depending on it; the permanent keeping of pastures related to GAEC 1; the use of temporary state aid measures in light of the Russian war against Ukraine.
Thursday 29 September
Competitiveness Council (Internal market and industry)
Ministers will kick off with a policy debate on the upcoming proposal for a single market emergency instrument (SMEI), which the European Commission presented on 19 September 2022. They will also have a policy debate on the proposal for ecodesign for sustainable products regulation (ESPR), which was presented by the European Commission in March 2022. The ESPR aims to make almost all physical goods on the EU market (except food, feed and medicines) more environment-friendly, circular, and energy-efficient. Then, under AOB, the German delegation will inform ministers on a proposal for a ‘European Alliance for Transformation Technologies’ and the French and German delegations will present a joint non-paper on securing critical raw material supply. Over lunch, ministers will discuss the resilience of the single market in the context of the war in Ukraine.
Friday 30 September
Extraordinary Transport, Telecommunications and Energy Council
EU energy ministers will aim to reach a political agreement on a proposal for a Council regulation on an emergency intervention to address high energy prices. The proposal aims to ease the pressure of high energy prices on citizens and the economy. It includes measures to shrink electricity demand in order to reduce electricity prices for consumers, and measures to redistribute the energy sector’s surplus revenues to final customers. The measures proposed are exceptional and temporary in nature.

She will meet with Prime Minister Dr Robert Golob and Minister for Development and European Cohesion Policy Dr Aleksander Jevsek, for the launch event of the 2021-2027 Partnership Agreement, and visit several projects funded by Cohesion Policy.

Conference on SMEs, social economy enterprises, crafts, liberal professions: opportunities and challenges of the green transition
This joint high-level event will focus on topical questions such as the challenges faced by Micro, Small, Medium Enterprises (MSMEs) to successfully adjust to the climate neutral and digitalised world. It will also analyse the possible avenues to help MSMEs to be well informed and prepared to grasp the opportunities of the transition to climate neutrality, coupling it with the possibilities offered by the digitalisation and hedging the current geopolitical risks.
Annual Conference on Fundamental rights and the Rule of Law
The EESC FRRL Group’s annual conference will provide a platform for debate of the European Commission’s third Report on the Rule of Law (July 2022), which for the first time entails country specific recommendations. It will gather EESC Members, civil society representatives (including social partners), EU institutions and other stakeholders to discuss the main developments in the EU in the area of fundamental rights and the rule of law over the past year. On the occasion of the conference, the FRRL Group will issue its second synthesis report covering the visits carried out in 2020-2021. Secretary General of the European Movement International Petros Fassoulas will participate in the ‘Roundtable 1: EU response after the Conference on the Future of Europe (COFE): the role of civil society in upholding and promoting the Rule of Law in the EU’ from 01.30 p.m. – 03.00 p.m.

14th CIVEX commission meeting
The 14th Commission for citizenship, governance, institutional and external Affairs (CIVEX) meeting will take place from 11:00 to 13:00 and from 14:30 to 16:30 ECT. Legal migration and attracting skills and talent to the EU will be discussed, as well as the role of EU cities and regions in rebuilding Ukraine. Secretary General of the European Movement International Petros Fassoulas will deliver a statement during the thematic debate on the follow up of the Conference on the Future of Europe. This meeting will be fully on-site. 15th COTER commission meeting
The 15th COTER commission meeting will take place from 11:00 to 18:00 ECT at the CoR premises (room JDE52). Members will be invited to vote on COTER external activities for 2023. The COTER Commission will also be voting the Opinion on “Enhancing cohesion policy support for regions with geographic and demographic handicaps” by rapporteur Ms Marie-Antoinette MAUPERTUIS (FR/EA). A general exploratory debate will take place on the opinion on ” Just and Sustainable Transition in the context of the coal and energy intensive regions” , by rapporteur-general Ms Sari RAUTIO (FI/EPP), and an exchange of views will be held on the opinion on ” Communication on putting people first, securing sustainable and inclusive growth, unlocking the potential of the EU’s outermost regions” , by rapporteur Mr Pedro CHAVES DE FARIA E CASTRO (PT/EPP). COTER Members will also have the possibility to participate in a debate on the Impact of the Russian war in Ukraine on accessible and affordable housing in the EU in the context of the EU internal market.

8th Session of the Meeting of the Parties to the African-Eurasian Migratory Waterbird Agreement
Czech Republic, in its role of the Presidency to the Council of the EU, will coordinate the position of the EU and its Member States and will negotiate on their behalf.
Tuesday 27 September
11th Direct Dialogue between EU Capitals Mayors and the European Commission
Mayors of EU capitals will meet to discuss current topics relevant to the whole EU such as affordable housing or green urban restoration. Frans Timmermans, Vice-President of
the European Commission, will join as the voice of the EU.

Conference of Directors of Judicial Academies of the European Judicial Training Network
The European Judicial Training Network (EJTN) is the principal platform and promoter for the training and exchange of knowledge of the European judiciary. EJTN represents the interests of over 120,000 European judges, prosecutors, court staff and judicial trainers across Europe. The conference will focus on key issues important to the development of judicial training in Europe.
