Listen to Europe: Reaching Beyond our Echo Chambers
On Tuesday, 28 June 2022 from 14:00 to 17:00 CET, the European Movement International will hold a panel discussion entitled “Listen to Europe – Reaching Beyond our Echo Chambers” at Atelier 29 (Rue Jacques de Lalaing 29, 1000 Brussels). The event is organised with the kind support of the European Parliament and the Open Society Foundation, as concluding activity of the Listen to Europe project which aims to build strategic communications capacity and positively influence public narratives in Europe and about Europe and democracy. In the last years, we have been applying the evidence-based strategic communications approach in trying to engage and positively influence persuadable and middle audience in EU member states while also working with the European and local civil society to increase their impact and outreach. The approach is based on strategic framing, values-based message development, focus group and online message-testing, polling-based audience segmentation, media landscape mapping from social listening research, evidence-based audience building, and audience targeting.

The Future of EU Enlargement: The Invasion of Ukraine and its impact on the Western Balkans
The European Movement International and Raiffeisen Bank International will hold a panel event entitled “The Future of EU Enlargement: The invasion of Ukraine and its impact on the Western Balkans”, which will take place on Wednesday, 29th June (09:00-10:30 CET) at Radisson RED, Rue d’Idalie 35, 1050 Brussels. The invasion of Ukraine is affecting Europe in a multitude of ways. Its impact is also felt in the Western Balkans, not least in terms of the region’s relationship with the EU and with Russia. Furthermore, Ukraine’s application to join the EU has put the focus on enlargement again. Acknowledging the complications of Western Balkans countries (potential) candidacies, and the reasons that have hindered their enlargement processes, the event will also highlight what Western Balkans countries can bring to the table, and the ways their future prospects are intertwined with the EU’s. The topic will be tackled from an economic and geostrategic perspective: What are the economic implications of the War in Ukraine on the region? What is the added value of Western Balkans countries?

Monday 27 June

Transport, Telecommunications and Energy Council (Energy)
Energy ministers will aim at reaching a general approach on the proposals to amend the renewable energies and the energy efficiency directives that are part of the ‘Fit for 55’ package. Ministers will adopt a regulation aiming at filling the EU’s gas storage reserves before the winter and sharing them in a spirit of solidarity. They will also discuss the energy situation in the EU in the context of the war in Ukraine. Ministers will exchange views on a proposal to reduce methane emissions and on a proposal on energy performance of buildings. Ministers will aim to reach a general approach on two energy-related proposals of the ‘Fit for 55’ package: revision of the energy efficiency directive and revision of the renewable energy directive. As part of the Fit for 55 legislative package, the Commission has proposed to revise both proposals in light of the increased ambition of the new emissions reduction target of cutting net greenhouse gas emissions in the EU by at least 55% by 2030, compared to 1990 levels. The Presidency will present a report on the progress made on a proposal to reduce methane emissions in the EU and on a proposal on the energy performance of buildings. This will be followed by an exchange of views. Ministers will exchange views on the energy situation in the EU in the context of the war in Ukraine. The presidency will invite ministers to present the preparedness level of their country in terms of natural gas for next winter. The presidency will provide an update on the state of play and next steps of the proposal on gas storage. Ministers are set to formally adopt the previously agreed regulation without debates in the morning. The Commission will brief ministers about recent developments in the field of external energy relations. Finally, Czechia will present the work programme for its upcoming presidency.   

Tuesday 28 June

Environment Council
Environment ministers will aim at reaching a general approach on proposals that are part of the ‘Fit for 55’ package, relating to the carbon market, carbon sinks, effort sharing between member states, CO2 emission performance standards for cars and vans and a social climate fund. Ministers will also aim to reach a general approach on a proposal to minimise the risk of deforestation and forest degradation associated with products placed on the EU market. The Presidency will present a report on progress made in discussions on a proposal on waste shipments. Ministers will aim to reach a general approach on the following files of the ‘Fit for 55’ package: revision of the greenhouse gas emission allowance trading scheme (EU ETS); revision of the regulation on binding annual greenhouse gas emission reductions by member states (effort sharing regulation); revision of the regulation on greenhouse gas emissions and removals from land use, land use change and forestry (LULUCF); revision of rules for CO2 emission performance standards for new passenger cars and for new light commercial vehicles; regulation establishing a social climate fund. Ministers will discuss a proposal to reduce to a minimum the consumption of products coming from supply chains associated with deforestation or forest degradation, with the aim of reaching a general approach. The objective of this proposal is to ensure that products consumed on the EU market do not contribute to deforestation and forest degradation worldwide. The presidency will present a report on the progress of discussions on a proposal to tighten EU waste shipment rules that aim to ensure that the EU does not export its waste challenges to third countries. The proposal also aims to make it easier to transport waste for recycling and reuse within the EU and better tackle illegal waste shipments. The Commission will inform ministers of the main international meetings that have taken place recently. The Commission will provide ministers with information on certain pending legislative proposals. Sweden will brief ministers on the outcome of the Stockholm +50 conference and Cyprus will brief ministers on the 9th Environment for Europe ministerial conference. Finally, Czechia will present the work programme for its upcoming presidency.

Youth in the post-war reconstruction process
On 29 June, Group III will organise an online webinar entitled Youth in the post-war reconstruction process, from 10 a.m. to 12 p.m. Brussels time. The panel will address the youth dimension of the war in Ukraine and the new youth realities following the conflict, which are particularly important in the context of this European Year of Youth. By looking at the role of youth organisations in the reconstruction process, the speakers will discuss short-, medium- and long-term challenges facing young people with a view to producing concrete proposals on youth empowerment.

EESC: The work of the future: ensuring lifelong learning and training of employees

On 29 June 2022, the EESC’s Labour Market Observatory (LMO) will hold a remote public hearing on “The work of the future: ensuring lifelong learning and training of employees”, concluding the LMO study on the topic. The hearing will look at the financing of lifelong learning, the issue of equal access to lifelong learning, the validation of competences and skills linked to labour mobility across the EU, and the question of lifelong learning in the public sector. Invited speakers include representatives of the European institutions, of the social partners, as well as other civil society organisations.

European democracy, citizens’ participation and the role of regions and cities
The topics to be addressed in working groups consisting of a diverse mix of  politicians, citizens and experts from local and regional governments as well as from EU institutions and bodies are: Lessons learned from the CoFoE, the link between participatory and representative democracy and citizens’ assemblies at local, regional, national and European levels; The future of local citizens’ assemblies and their link to the EU-level; Suggestions on how to put the CoFoE recommendation into practice by the COR; The results of the working conference will be summarised in a report and comprehensive proceedings will be made public. The opening and closing sessions will be web streamed (with EN, DE, ES, IT, FR interpretation), however the deliberations of the working groups will not.

13th OECD Conference on Measuring Regulatory Performance
This conference, organised by the OECD and hosted by the European Commission, will discuss solutions and ways forward on improving the quality of regulations, with a particular focus on improving the efficiency of legislation and its capacity to address complex problems and be fit for tackling future challenges. The Better Regulation Practices across the European Union 2022 report is a starting point to address some of the current global challenges. The report provides an in-depth assessment of the application of the proportionality principle and information on how EU Member States conduct regulatory impact assessment in practice. These topics will be further explored during the conference, along with discussions on the use of regulatory management tools when negotiating and transposing EU laws, and how the use of better regulation can simplify the regulatory environment for businesses. The event will feature as speakers Vice-President Maroš Šefčovič, OECD Deputy Secretary General Jeffrey Schlagenhauf, representatives of the European Parliament, the Council, the Committee of the Regions, the European Economic and Social Committee, and of civil society and business. The CoR has a long standing cooperation with the European Commission on better regulation and in the Fit for Future (F4F) Platform. The Committee will be represented at the conference by Ulrika Landergren (SE/RE), Chair of NAT Commission and CoR representative in F4F who will speak on a panel dedicated to the perspectives on better regulation across the EU.

European Day of the Entrepreneurship in Culture Forum
As part of the 8th edition of the Entrepreneurship in Culture Forum, which will be held from 28 to 30 June 2022 at the École Nationale Supérieure d’Architecture Paris-Belleville, the Ministry of Culture will dedicate the day of 28 June to Europe. This day will be centred around 5 conferences on European cultural issues associated with entrepreneurship (European culture in the face of environmental challenges, the digital transition and innovation, European cooperation as a driver of creativity, gender equality and more) as well as 12 practical workshops on funding, cooperation as a driver of creation, discovering new markets, and networking among peers to facilitate European co-productions, as well as a pop-up business incubator.

“Research and Innovation” Ministerial Conference of the Union for the Mediterranean
This meeting, the first ministerial conference of the Union for the Mediterranean on research and innovation, is organised by France in the context of its presidency of the Council of the European Union and will be held on 27 June 2022, under the co-presidency of the European Union and the Hashemite Kingdom of Jordan. This meeting will be the occasion to affirm the thematic priorities for regional cooperation on research and innovation in the Mediterranean region (including health, climate change and renewable energy) and address the need for a shared vision for research and innovation fundamental values and principles.

Fourth Conference of the Consultation Forum for Sustainable Energy in the Defence and Security Sector (CF SEDSS III)
This conference will include a working session bearing the label of the French Presidency of the Council of the European Union and part of a wider event co-organised by the EDA, the French Ministry for the Armed Forces and the French Alternative Energies and Atomic Energy Commission (CEA). The Ministry for the Armed Forces leads the working group tasked with organising this event and is responsible for coordination between the EDA and the CEA. The CEA is hosting the event at its MINATECH site in Grenoble. The theme of the consultation forum will be “Energy resilience and strategic autonomy”. The focus will be the EU’s sovereignty and strategic autonomy in two strategic sectors: energy and defence. The final day of the forum will be dedicated to a low-carbon technology exhibition, bringing together industry representatives and European start-ups in the energy and technology sector, with the aim of fostering cooperation and promoting a European industrial policy for energy in the field of defence. The ultimate goal of this consultation forum is to help defence ministers from the EU Member States to make adequate decisions so as to reduce the EU’s energy footprint, optimise costs and bolster energy resilience.

Investment Security: SMEs, startups, spinoffs and EDTs
The conference will focus on strengthening investment security in SMEs, startups and spinoffs engaged in research, development and manufacturing in emerging and disruptive technologies. Representatives of EU and non-EU governments as well as the business community will be invited to the conference. The outcome of the conference will be general recommendations for public authorities and private companies to enhance investment security throughout the life cycle of the technology under development.

Celebrating CEPEJ’s 20 years
FRA’s Director will join the 20 year anniversary celebrations of the European Commission for the Efficiency of Justice (CEPEJ) in Valetta. He will take part in panel discussions on how to further quality and efficiency of a digitalised justice. The Council of Europe’s CEPEJ is typically made up of judges from high courts or justice ministry representatives from 46 Member States. A number of observers, including FRA, also contribute to the work of CEPEJ. CEPEJ works to improve the efficiency and functioning of justice in the Council of Europe Member States. It also seeks to strengthen the court users’ confidence in justice systems. It issues tools and guidance for use by court presidents, senior justice officials and stakeholders.

Balance of interests: keeping decarbonisation on course through the energy crisis
In the context of the French Presidency of the Council of the European Union, the EIB Group Offices in France and Germany jointly organise a panel discussion entitled: Balance of interests: keeping decarbonisation on course through the energy crisis. Vice-President Ambroise Fayolle and former French Environment Minister Barbara Pompili will discuss how Member States can co-operate concretely to build European energy and climate sovereignty. They will also discuss the role of the new French government and other Member States, as well as financial development institutions, such as the EIB, in this effort. The event is organised in cooperation with the European Council on Foreign Relations (ECFR) on 27 June 10.00-12.30 CEST. ECFR is launching a report looking at the role of the new French government in developing pathways to protect climate action in the context of the fraught geopolitical environment around energy security.

24th MFC Annual Conference
The European Investment Bank (EIB), the European Investment Fund (EIF) and the EIB Institute are participating in the 24th Microfinance Centre (MFC) Annual Conference. As we emerge from the pandemic, we are eager to reconnect, discuss our concerns and share new perspectives. The conference will give the opportunity to find out about the changing investment landscape and new investment opportunities; discuss how the sector will respond to the post-pandemic challenges, be they economic, technological, green or regarding the financial inclusion of refugees and migrants; meet new leaders and forge business partnerships. The MFC conference is a dynamic platform for initiating and forging relationships among participants and their institutions. More than 500 delegates from 40 countries around the world are expected to attend the 2022 conference. Participants include microfinance practitioners, policymakers, experts, investors, IT providers, donors and social finance enthusiasts.

Council of Europe marks 20 years of action for the proper functioning of justice
The European Commission for the Efficiency of Justice (CEPEJ) will celebrate its 20th anniversary during a ceremony to be held from 9 a.m. to 1.30 p.m., as an introduction to its plenary meeting. The celebration will start with an address by Council of Europe Secretary General Marija Pejčinović Burić and Minister of Justice of Malta, Dr Jonathan Attard, followed by an exchange discussion on the challenges of a digitised judicial system in which many prominent personalities from the justice community will participate. Potential improvements for the future work of the CEPEJ will also be discussed. The agenda of its plenary meeting (27-28 June) includes the adoption of the CEPEJ 2022 evaluation report which provides an overview of the key trends in the judicial systems of the Council of Europe member states and will be made public in the Autumn 2022, as well as discussions on cyberjustice and artificial intelligence, gender equality in the recruitment and promotion of judges, access to justice for people with disabilities and judicial time management. In addition, the results of the 2nd award of the Junior Crystal Scales of Justice Prize will be announced.

Youth Action Week Democracy Now!
The flagship event of the “Democracy Here | Democracy Now” campaign marking 50 years of the youth sector in the Council of Europe, will be organised by the Council of Europe Youth Department under the patronage of the Irish Presidency of the Committee of Ministers and in partnership with the City of Strasbourg. Some 450 young people will share their expectations and aspirations about democracy, access to rights, participation and impact of digitalisation. The participants will propose a 50-point “Call for Action” at local, national and international levels. It will include recommendations addressed to politicians and other stakeholders aiming to revitalise democracy and support the meaningful participation of young people in democratic processes and institutions. The opening session held on Tuesday, 28 June, at 10.45 a.m. in the Palais de l’Europe (Hemicycle) will feature addresses by Secretary General Marija Pejčinović Burić; Permanent Representative of Ireland and Chairperson of the Committee of Ministers Ambassador Breifne O’Reilly; President of the Advisory Council on Youth Spyros Papadatos, as well as Deputy Mayor of the City of Strasbourg Veronique Bertholle. Various thematic conferences and workshops will follow from 28 June to 1 July in the Youth Centre, in other buildings of the Council of Europe, in Lieu d’Europe and in the Apollonia centre.

Summit
The G7 summit hosted by this year’s German G7 presidency takes place from 26 to 28 June in Schloss Elmau, Bavaria. The EU will be represented by the President of the European Council, Charles Michel, and the President of the European Commission, Ursula von der Leyen. The G7 summit is an opportunity to send out a powerful signal of unity in these turbulent times, advocating for progress, prosperity, peace and security. Solidarity and close cooperation are needed to mitigate the impacts of Russia’s war against Ukraine. The seven working sessions of the summit will focus on various topics: global economy, partnerships for developing countries, foreign and security policy, sustainability, food security, multilateralism and digital transformation. The German presidency has also invited leaders from Argentina, India, Indonesia, Senegal and South Africa to take part in several working sessions during the summit. At the end of the summit, the leaders are expected to adopt a leaders’ communiqué.

Parliamentary Assembly 29th Annual Session
The largest event on the Assembly’s calendar, the 2022 Annual Session is the first fully in-person PA meeting since February 2020. It will culminate in the adoption on 6 July of the Birmingham Declaration. Representing the collective voice of OSCE parliamentarians, the Declaration helps shape OSCE and national policy, and will be complemented by a number of supplementary items related to OSCE commitments. The Annual Session will also include elections of OSCE Parliamentary Assembly leaders, including Committee Officers, Vice-Presidents and President.
