More than Words: What’s Next for the Conference on the Future of Europe?
From 10:00 to 12:00 CET, the European Movement International will hold a joint event with SGI Europe entitled “More than Words: What’s Next for the Conference on the Future of Europe?” hosted by Ms Patrizia Toia MEP in the European Parliament, room ASP3H1. This joint event aims to provide an open discussion on how a solid democratic environment can be shaped and citizen participation can be strengthened in Europe in which citizens from all walks of life can actively engage and have a saying in the decisions that affect them. This discussion will bring together representatives from organised civil society, the EU institutions, social partners and the CoFoE’s citizens’ ambassadors that took part in the Plenary sessions of the Conference with the ambition of discussing how to deliver on the CoFoE by coming up with tangible proposals.

Friday 02 December

Conference on the Future of Europe feedback event
Parliament, Council and Commission will host a feedback event in Parliament’s premises in Brussels. In exchanges with representatives of the institutions, citizens who participated in the European Citizens’ Panels during the Conference will have the chance to review and comment on what the institutions have done since the Conference’s proposals were delivered in May. The three Presidents of the EU institutions will open the event.

Monday 28 November

Foreign Affairs Council (Development)
The Foreign Affairs Council, in its development configuration, will offer the opportunity to have a follow-up of the EU-African Union summit, which took place in Brussels on 17 and 18 February 2022. Ministers will also exchange views on Team Europe’s crisis response in Ukraine and Afghanistan. In the afternoon, they will hold an informal exchange of views with the Chairperson of the African Union Commission.

Monday 28 – Tuesday 29 November

Education, Youth, Culture and Sport Council
Ministers from EU member states responsible for education, youth, culture and sport will meet in Brussels and hold discussions on the European Education Area in times of Russia’s war of aggression against Ukraine; the 2022 European Year of Youth; solidarity with the Ukrainian cultural sector; and how to turn recent crises (COVID-19 pandemic, Russian aggression, surge in energy prices) into an opportunity for the development of sport. Ministers of education are also expected to adopt a Council recommendation on pathways to school success whose aim is to reduce early leaving from school and training and underachievement in basic skills. A set of Council conclusions on well-being in digital education will look into how learners’ potential can be maximised in digital learning environments. The promotion of an intergenerational dimension in the youth field will be on the agenda of ministers of youth whereas ministers of culture plan to approve the EU Work Plan for Culture 2023-2026. Ministers of sport are aiming to approve conclusions on sustainable and accessible sports infrastructure. Finally, The presidency will present a progress report on the state of play of the work in the Council on the proposal for a European Media Freedom Act.

Thursday 01 December

Competitiveness Council (Internal market and industry)
Ministers responsible for the internal market and industry will meet in Brussels. Amongst other things, they will aim to adopt a Council position on the Chips Act and on the regulation on geographical indication protection for crafts and industrial products. The ecodesign for sustainable products regulation and the directive on empowering consumers in the green transition are on the agenda as well.

Friday 02 December

Competitiveness Council (Research and space)
Ministers responsible for research are expected to adopt conclusions on research infrastructures and on the New European Innovation Agenda, and will aim to adopt a Council recommendation on knowledge valorisation. They will also discuss science as an instrument to facilitate policy making in the member states. Ministers responsible for space will discuss EU space data exploitation.

College Meeting
The College of Commissioners will present the circular economy package II, which includes a proposal for a Regulation on substantiating environmental claims using the product/ organisation environmental footprint methods (green claims); a policy framework for bio-based, biodegradable and compostable plastics; a review of the Packaging and packaging waste Directive to reinforce the essential requirements for packaging and establish EU level packaging waste prevention measures and targets; and a carbon removal certification. They will also present the health package comprising a global health strategy and a state of preparedness report.

Community-led initiatives and the European Green Deal
The European Economic and Social Committee (EESC) and ECOLISE will host a policy stakeholder event on “Community-led initiatives and the European Green Deal: towards transformational local development policies”. The aim of this event is to hold conversations about the role of communities and EU policies on the path to transformational systemic change. The objectives of the event are to present the outcomes of the policy positioning process of community-led initiatives towards the European Green Deal; enable widespread community-led response to the climate and ecological crisis through transformational regional and local development policies; empower the role of local communities and policies for transformational systemic change; and facilitate conversations to better understand the potential and needs of community-led initiatives as change agents.

The future of democracy in Europe
Despite the existence of strong provisions against discrimination in European legal texts, inequalities in Europe are persistent and even growing. The Workers’ Group is holding a conference in Paris, the morning session of which will be devoted to actions that could be undertaken to eradicate this phenomenon. The afternoon session will be devoted to a reflection on participative democracy and what challenges and opportunities it can represent for the European Economic and Social Committee. This debate will be further enriched during a last panel discussion moderated by Franca Salis-Madinier, Vice-President of the Workers’ Group. During this discussion, further insights on this issue will be offered by several speakers including Petros Fassoulas, Secretary General of the EMI, Helmut Scholz, MEP and author himself of a report on citizens’ dialogues and participation on the EU decision-making, and Marylise Léon, CFDT Deputy Secretary General.

Youth Climate and Sustainability Round Table #3
Following the success of the previous Youth Climate and Sustainability Round Tables, the EESC, in cooperation with the European Youth Forum and Generation Climate Europe, will host the third EU Youth Round Table from 14:30 to 16:00 CET. Janusz Wojciechowski, European Commissioner for Agriculture, will participate in the event and engage with the youth representatives on the topics of food security and sustainable food system. The event will discuss topics such as: How can we reduce emissions from food production while ensuring food security? Which policies can support young farmers in adapting to the challenging consequences of the climate crisis? How can we ensure that the green transition is fair and equitable in the agri-food sector?

High-Level Group meeting of the CoR and CoE Congress of Local and Regional Authorities
The annual meeting of the High-Level Group, hosted this year by the President of the European Committee of the Regions, Mr Vasco Alves Cordeiro, and with participation of the President of the Congress, President of the Chamber of Regions and President of the Chamber of Local Authorities on the Congress side, will provide an opportunity to take stock of relevant activities on both sides and exchange views on thematic and political priorities of co-operation for 2023 and beyond. High-level participants will specifically focus on the efforts to support reconstruction as well as local and regional democracy, good governance and rule of law in the context of the war in Ukraine.

The main highlights of ​the Plenary session are a closing debate on the European Year of Youth and endorsement of the Charter for Youth and Democracy​ and a debate on the energy crisis and consequences for european households.

Gender equality in the digital age: a task for Europe. Combating gender-based cyber-violence
Following the Trio Presidency Declaration on Gender Equality and the Recommendation of the Committee of Ministers of the Council of Europe on Preventing and Combating Sexism, the Presidency Conference on Gender Equality will focus on the topic of gender-based cyber-violence. The conference will feature expert speakers and bring together a wide range of stakeholders, including representatives from the state, academia, NGOs and the private sector. The conference aims to create a platform to share examples of good practice.

Consultation Forum for Sustainable Energy in Defence and Security Sector – CF SEDSS III
The Forum, managed by the European Defence Agency (EDA) was established with the primary scope to create a defence energy-related community to share knowledge and promote collaborative defence research and innovation on sustainable energy. Through the Forum, CZE MoD will share knowledge and national best practices in the defence energy and climate-related fields.

FRA to join legal assistance for children in Europe conference
FRA will attend the final conference of the CLEAR-RIGHTS project in Brussels. The event will explore enhancing legal assistance for children in Europe. The EU-funded CLEAR RIGHTS project covers learnings, results and promising practices from Belgium, France, Hungary, the Netherlands and Romania. It aims to strengthen the procedural rights of children in conflict with the law as enshrined in the EU’s Procedural Safeguards Directive. The event focuses on the importance of adequate legal assistance by specifically trained professionals. It encourages interactions between children, young people, professionals and experts in the area of child-friendly justice. FRA will provide targeted input into the workshops. It will present its newest research on child-friendly justice focussing on procedural safeguards for children in criminal proceedings.

Supervision Conference: Data protection and criminal justice
The European Data Protection Supervisor – EDPS, the European Union Agency for Criminal Justice Cooperation – Eurojust, and the European Public Prosecutor’s Office – EPPO, are hosting a conference on data protection in the field of criminal justice in the EU. The three topics that will be covered during the conference are: the recent changes in Eurojust’s legislative framework and their impact on the way the agency processes personal data; a review of the first year of EPPO’s operations, in particular, the challenges and opportunities related to its heterogenic structure; the potential improvements in the governance model to make supervision more effective and better coordinated at European and national level.

Forum on Sport and Human Rights: Focus on freedom of expression
The 2nd edition of the Forum on Sport and Human Rights, organised by the Enlarged Partial Agreement on Sport (EPAS), will focus on freedom of expression as laid down in Article 10 of the European Convention on Human Rights. The event will consist of four thematic sessions on the freedom of expression of athletes, the freedom of the press, gender equality and the media, and combating hate speech in sport. Participation will be by invitation only. However, morning sessions (9 am-12.30 pm) will be web-streamed (link will be provided on EPAS website).
