European Council


Monday 30 May – Tuesday 31 May

Special Meeting of the European Council
The European Council will discuss the latest developments in relation to Russia’s aggression against Ukraine. EU leaders will discuss continued EU support to Ukraine, particularly humanitarian, financial, material and political support. The European Council will discuss EU security and defence in the wake of Russia’s aggression against Ukraine, including how to strengthen resilience and increase its capacity through investments. EU leaders will also take into account the analysis on defence investment gaps, put forward by the European Commission in cooperation with the European Defence Agency, as well as the Commission’s proposal for strengthening the European industrial and technological base. The European Council will review progress in phasing out the EU’s dependency on Russian fossil fuel, oil and coal imports as soon as possible. In this context, EU leaders will also discuss the ‘RePowerEU Plan’, presented by the European Commission on 18 May 2022. The European Council will discuss food security, including international coordination and how to ensure a comprehensive global approach.

Thursday 2 June

General Affairs Council (Cohesion)
EU ministers responsible for cohesion policy are invited to approve the draft Council conclusions on the Commission Communication on the 8th Cohesion report “Cohesion in Europe towards 2050”. In connection with the report, the Council will hold an exchange of views on the territorial dimension of cohesion policy and the alignment between common European priorities and the needs of local actors.

Transport, Telecommunications and Energy Council (Transport)
Transport Ministers are invited to adopt General Approaches on the three relevant components of the “Fit for 55” package: Alternative Fuel Infrastructure (AFIR), RefuelEU Aviation and FuelEU Maritime regulations, respectively. The Council will also adopt a General Approach on the Intelligent Transport Systems (ITS) directive, as well as on the directive improving stability requirements for passenger ships and will hold an exchange of views on the regulation for the trans-European transport network (TEN-T).

Friday 3 June

Foreign Affairs Council (Trade)
Ministers responsible for trade will exchange views on the state of play of the WTO reform and the preparations for the 12th World Trade Organisation ministerial conference (MC12), to be held in Geneva from 12 to 15 June 2022. Ministers will hold a debate on the state of play in EU-US trade relations and will be briefed on the outcome of the second meeting of the EU-US Trade and Technology Council (TTC), which took place on 16 May 2022. An exchange of views on recent developments and the main orientations in trade relations with China will also be on the agenda. Over lunch, ministers will exchange views on the state of play of the ongoing bilateral trade negotiations.

Transport, Telecommunications and Energy Council (Telecommunications)
Telecommunications ministers will discuss progress reports on the Artificial Intelligence Act, the regulation on a European digital identity (eIDAS) and the Data Act, and will exchange views on the green and digital transition.

Commissioner Nicolas Schmit will participate at the World Employment Conference in the session entitled ‘Ready to Jump: What Regulatory Policies Do We Need for HR services to Bridge the Gap?’; will participate at the German Federal Association of Non-Statutory Welfare Services, in the session entitled ‘Strengthening social service of general interest – lessons learnt from the COVID-19 Pandemic’.

Global food security at risk in the aftermath of the Ukrainian war
The NAT and REX sections of the European Economic and Social Committee (EESC) will host an online thematic debate on global food security in the aftermath of the Ukrainian war. The event will bring together representatives of EU institutions, civil society and other stakeholders to discuss; the impacts of the war on food security worldwide (with a focus on some specific world regions); the actions needed to ensure food security while fostering resilient and sustainable food systems, i.e. through trade and development policies; the role civil society can play in ensuring food security both in Europe and beyond.

Wednesday 1 June

Towards a Circular Economy: Competences for Youth
The EESC and Circular Economy – Sustainable Competences for Youth (CESCY) will jointly host an interactive conference with experts in circular economy competences and youth, policy-makers, academics and business representatives. During this conference, participants will learn more about the outputs from the CESCY project, but will also be given the opportunity to share their views on the topics at stake, as well as to hear from speakers and participants from different sectors and backgrounds.

The European Citizens’ Initiative 10 years on: ready for the future?
Ten years ago, the first Regulation on the European Citizens’ Initiative (ECI) came into effect, launching a new era in the history of citizens’ participation. The 2022 edition of ECI Day will mark a special anniversary of this unique cross-border instrument. Looking back on the past ten years of the European Citizens’ Initiative, we will hear about its successes, its challenges, and what its future will look like. Against a background of multiple threats to democracy, we will discuss how the ECI has contributed to the evolution of democracy and has been a source of inspiration at local and global level.

Annual ESG Conference 2022
To this end, the European Semester Group is bringing together speakers from the EU institutions, organised civil society, the Member States and research institutes for its annual conference on Reforming the European semester for a resilient, sustainable and inclusive Europe – Tackling present and future challenges, to be held from 9.30 a.m. to 1 p.m. on Friday 3 June 2022 in order to hold an interactive discussion on the future role of the European semester in the light of the developments of the last two years and, in particular, how organised civil society can contribute to making it a success. Following the ESG’s assessment of the NRRPs and of organised civil society’s role in them, the ESG calls for organised civil society involvement in the European semester to be strengthened, including through procedures guaranteed by a European standard. According to the ESG, the reform of the semester should aim to provide greater economic governance capacity to the EU and the euro area, while ensuring a greater degree of democratic control and social involvement.

The EU Green Week 2022 will take place in hybrid format on 30 – 31 May 2022. The programme is planned as follows: On Monday 30 May: EU Youth Dialogue with Virginijus Sinkevičius, Commissioner for Environment, Oceans and Fisheries; Opening session – All change? What happens to EU Environmental Policy in times of crisis?; LIFE Awards 2022 – special 30th anniversary edition. On Tuesday 31 May: Circular Economy – Designed to last: sustainable and connected products; Biodiversity – Nature restoration targets; Zero Pollution – Who pays the price for pollution?; Closing session – From hope to action.

Tuesday 31 May

12th ENVE Commission meeting and Conference 
​​The 12th ENVE commission meeting foresees the adoption of the following opinions: Ecological transition – Which balance between social acceptability and environmental imperatives to build resilient communities from the point of view of cities and regions; Green budget put into practice at local and regional levels; Revision of Energy Performance of Buildings Directive; The agenda also foresees exchanges of views on the following opinions; Energy package on gas, hydrogen and methane emissions; Towards a structural inclusion of Cities and Regions in UNFCCC COP27. Moreover, the ENVE commission will hold a debate on the implications of the war in Ukraine for climate and energy policies: EU cities and regions facing the energy crisis.

APPROVE Interreg Europe – Final event
The objective of the Interreg Europe project APPROVE is to improve the policies for the promotion of Renewable Energy Sources (RES) in four very distinct European regions. Experiences in APPROVE regions show that increased awareness, capacity building and community engagement in RES initiatives result in substantial added value in terms of local acceptance and mitigation of the environmental impacts.

The Edinburgh Declaration
The Edinburgh Declaration on biodiversity is a key milestone in the formal recognition of contributions by subnational governments (including cities and local authorities) to the achievement of global biodiversity goals and targets. At the upcoming CBD COP15 (15th meeting of the Convention on Biological Diversity Conference of Parties) the goal of the Edinburgh Declaration is for Parties to formalise this role via the adoption of a Plan of Action specifically dedicated to subnational governments. This aims to ensure the ‘whole of government’ approach advocated for in the post-2020 global biodiversity framework is realised over the coming decade.

Conference on the European Police Record Index System (EPRIS) project
The European Police Record Index System (EPRIS) project is currently in an operational testing phase, to be completed at the end of June 2022. It will enable investigators to find out in a matter of seconds from their desk whether an individual appears as “hit” or “no hit” in the police record of another Member State. This project, initiated in 2017, is supported by six Member States — Belgium, Finland, Germany, France, Ireland and Spain — as well as Europol. The conference will demonstrate the reliability and the benefit of this new investigation support system in order to convince the other Member States to adopt this system at European level.

Artistic Creation and Distribution: Current issues and the future in the face of major environmental challenges
The aim of this discussion is to confront professionals in the creative sectors with the environmental challenges that may concern them and invite them to together come up with ways and means of incorporating sustainable development concerns into the challenges they face regarding the production, distribution and circulation of their work. This discussion will also provide an opportunity to work towards putting in place information and training tools that take into account the particularities of artistic creation and distribution in the process of reducing their carbon footprint.

Combatting Discrimination in Europe: How equality bodies can rise to the challenge
Under the French Presidency of the Council of the European Union, the French Defender of Rights and the European Network of Equality Bodies (Equinet) are holding two conferences, on 2 and 3 June, on the challenges of combatting discrimination in Europe. The first conference will address the role and effectiveness of equality bodies before national and European courts. The topic is especially relevant as the European Commission is currently preparing two directives establishing standards to strengthen these bodies. The second will focus on their increasing role in promoting gender equality. Equality bodies are well-positioned to take on new roles in numerous areas related to pay transparency, work/life balance, company board quotas and gender-based violence. These new responsibilities must be accompanied by a real reinforcement of their resources, powers and independence.

Austrian inclusion conference reopens
The conference will address the issue of an inclusive and barrier free working world for people with disabilities. After a forced break due to the pandemic the theme will be ‘We are back! We won’t let it get us down! It only works together!’ FRA will present EU developments, its role and tasks, as well as its work and findings on people with disabilities, violence against children with disabilities.

Tuesday 31 May – Wednesday 1 June

FRA Director to meet German government and parliament
FRA Director Michael O’Flaherty will meet State Secretaries and staff of the German Justice and Interior Ministries on 31 May. They will discuss relevant FRA work. Topics will include the Agency’s data collection on the situation of people that fled the war in Ukraine, the fundamental rights impact of using Artificial Intelligence, and how to tackle hate crime and antisemitism. In addition, the Director will exchange views with members of the German Parliament’s EU Affairs Committee. On 1 June, he will also meet the German Minister of State for Europe and Climate, Anna Lührmann. Both meetings will touch on fundamental rights aspects of the rule of law, the implications for the EU of the war in Ukraine, as well as on the follow-up to the fundamental rights related proposals emerging from the Conference on the Future of Europe.

Measuring human rights in the European Union
FRA is jointly organising a scientific conference with the German Federal Ministry of Justice. The event is on research methods and measuring human rights in the EU. FRA’s Director will speak about the FRA’s experiences and challenges carrying out human rights research. FRA experts and members of its scientific committee will speak about capturing people’s views and experiences as well as on issues ranging from migration to new technologies.

Mr Fabio Panetta will make an introductory statement at the meeting of the Euro Accession Countries Working Group of the Committee on Economic and Monetary Affairs of the European Parliament.

PACE Standing Committee to meet in Dublin
The Standing Committee of the Parliamentary Assembly of the Council of Europe (PACE), is due to be welcomed by Seán Ó Fearghaíl, An Ceann Comhairle (Speaker of Dáil Éireann, the lower house of the Irish Parliament), and will hold an exchange of views with Simon Coveney, Ireland’s Foreign Affairs and Defence Minister. Reports due to be debated include access to abortion in Europe: stopping anti-choice harassment; gender mainstreaming of migration policies; addiction to prescribed medicines; and eradicating extreme child poverty in Europe as an international obligation and a moral duty.

Anti-racism commission to present its annual 2021 report
The Council of Europe’s anti-racism body, the European Commission against Racism and Intolerance (ECRI), will publish its annual report 2021. It outlines, inter alia, key trends and challenges in the fight against racism and intolerance in Council of Europe’s member states in 2021, notably those related to the continued impact of Covid-19 on vulnerable groups, racism in policing and the situation of LGBTI people, and reviews the work performed by ECRI to meet these challenges.

Group of States Against Corruption to publish its annual report
The Group of States Against Corruption (GRECO) will publish its annual report, where it looks at the state of corruption across Europe in 2021, highlighting key trends, giving examples of good practices and providing country-by-country data on the implementation of GRECO recommendations.

Denmark will hold a referendum regarding whether it should continue to uphold its defence opt-out from the European Union.
