EuropeanChats with European Movement Netherlands & European Movement Lithuania
The European Movement International will hold the twelfth edition of EuropeanChats, this time featuring Gaja Šavelė, Chairman of the board of European Movement Lithuania, and Mark Zellenrath, Chairman of European Movement Netherlands. EuropeanChats gathers activists and stakeholders from the European Movement International network, to discuss with European citizens different issues surrounding the debate around the future of Europe, and how the pandemic and the war in Ukraine affect the EU at large and civil society in particular. The event will be moderated by Petros Fassoulas, Secretary General of the European Movement International, and broadcast on our Facebook, YouTube, LinkedIn and Twitter.

Monday 31 October – Thursday 03 November
SEDE delegation to Niger
A delegation of Members of the Subcommittee on Security and Defence (SEDE) led by Chair Nathalie Loiseau (RE, FR) will travel to Niger to reaffirm the strategic importance of EU-Niger cooperation on security and defence and hear from leading voices on the impact of regional instability, including countering jihadism, with a particular focus on the consequences for the EU’s Common Security and Defence Policy.
ING2 delegation to New York, USA
A delegation of Members of the Special Committee on foreign interference in all democratic processes in the European Union, including disinformation (INGE 2) will hold talks with a series of experts, including at the UN, in New York.
Tuesday 01 November – Thursday 03 November
INTA delegation to Nairobi, Kenya
A five-member delegation from the Committee on International Trade (INTA) led by committee chair Bernd Lange will hold talks in Nairobi, Kenya about the interim Economic Partnership Agreement under negotiation between the EU and Kenya.
TRAN delegation to Singapore
Seven members strong delegation of the transport, led by Jens Gieseke (EPP, DE), are visiting Singapore to explore and discuss innovative solutions in Singapore’s transport system that could apply to the current challenges in the transport sector across the Union.
Tuesday 01 November – Friday 04 November
PEGA delegation to Greece and Cyprus
A delegation from the Inquiry Committee on Pegasus and other spyware (PEGA) will visit Cyprus and Greece to investigate the development and use of spyware in these member states. In Cyprus, they will meet with government officials, NGO representatives, and people (including journalists) that were targeted with spyware. MEPs will then continue to Greece to talk to stakeholders such as NGO representatives, human rights defenders, journalists and data protection authorities. The visit will conclude with a press conference on Friday 04 November at 12.00 EEST at the European Parliament Liaison Office in Athens.

TRAN delegation to Germany, Austria and Italy
Six MEPs from the delegation of the Transport and Tourism Committee, led by MEP Barbara Thaler (EPP, AT), will be visiting Germany, Austria and Italy. They will meet public authorities, rail and industry representatives, to discuss the development of transport infrastructure sites along the TEN-T corridor, including the Brenner tunnel construction site.
REGI delegation to Calabria, Italy
The Regional Development Committee (REGI) will visit the Italian region of Calabria to take stock of the infrastructure projects in the region supported by the cohesion funds. Six members of the REGI committee will meet representatives of regional authorities and of initiatives that have profited from cohesion resources. They will also talk about the Recovery and Resilience Plan and related challenges for the region of Calabria.
CULT delegation to Budapest, Hungary
A delegation of the Culture and Education Committee (CULT) will travel to Budapest. The delegation, comprising eight MEPs and led by committee chair Sabine Verheyen (EPP, DE), will intend to gain in situ insights into Hungarian cultural, educational and media policy, as well as to speak with the people involved. They are set to meet their counterparts in the Hungarian parliament (National Assembly), Culture and Innovation Minister János Csák, Regional Development Minister Tibor Navracsics, and representatives from Hungary’s National Media and Infocommunications Authority, Budapest Deputy Major Anett Bősz, educational institutions and figures from media and civil society. At the end of their visit, the MEPs will hold a press conference in Parliament’s Liaison office in Budapest on Friday, 4 November at 13.00.
LIBE delegation to the United Kingdom
A group of MEPs from the Civil Liberties Committee (LIBE) will visit the United Kingdom to discuss the possible impact of the UK’s planned data protection legislation. During their visit, the group of three MEPs will meet with data protection experts, academics, NGOs, the UK’s Information Commissioner, parliamentarians from the House of Commons and the House of Lords, and government representatives (TBC).
FEMM delegation to Warsaw, Poland
MEPs on the Women’s Rights and Gender Equality Committee (FEMM) will be in Warsaw to hold meetings on women’s rights and sexual and reproductive health and rights. They will meet with representatives from the Ministry of Health, and of the Ministry of Family, Labour and Social Policy, and with members of the Polish Sejm and of the Polish Senat. They will discuss women’s rights and SRHR in the context of the war in Ukraine with Wojciech Bakun, Mayor of Przemyśl, a city on the border with Ukraine that has greatly supported refugees. Finally, MEPs will visit a community centre offering counselling and assistance to refugees from Ukraine and meet with representatives of other organisations supporting refugee women and girls from Ukraine.
COVI delegation to Italy
A delegation from the Special Committee on the COVID-19 pandemic (COVI) led by Chair Kathleen Van Brempt will visit Italy. The mission will focus on the regions most affected by the COVID-19 pandemic, including Venice – Padova, Lombardy – Bergamo, and Milan. The objective is to meet and discuss with different players the early phases of the pandemic, the response and the main challenges faced, in order to understand what happened during the first weeks and months of the outbreak, with a view to better prepare the EU for future public health threats.
Thursday 03 November – Friday 04 November
FISC delegation Switzerland
Members of the Subcommittee on Tax Matters (FISC) will travel to Switzerland. The delegation, led by Chair Paul Tang will meet with representatives of the Economic Affairs and Taxation Committee of the Swiss National Council, key representatives from the Federal Department of Finance and the Federal Tax Administration, as well as stakeholders from the private sector and civil society. The delegation will be composed of Paul Tang (S&D, NL), Evelyne Regner (S&D, AT) and Kira Peter-Hansen (Greens/EFA, DK).
PETI delegation to Germany
A delegation of members of the Committee on Petitions (PETI) will conduct a Fact-Finding-Visit to Germany. Many petitions submitted to the Committee concern cross-border family matters and the mission will enable Members to gain a better understanding of the German judicial system and the role of the “Jugendamt” (Youth Welfare Office) on these issues. Members will have exchanges of views with petitioners and with representatives of ministries, courts as well as youth welfare offices.

Informal meeting of trade ministers
The informal meeting of trade ministers, which will be chaired by the Minister of Industry and Trade of the Czech Republic Jozef Síkela, will take place on 30 – 31 October 2022 in Prague. The main meeting day on October 31 will take place in the Prague Congress Centre. During the discussions the ministers will focus on the geostrategic importance of trade and trade agreements, as well as the topic of digital trade or trade relations with the USA.

Building an asbestos free Europe for workers
As part of its work to prepare an opinion on the Commission package to better protect people from asbestos and ensure an asbestos-free future, the European Economic and Social Committee (EESC) is organising a hybrid public hearing on 31 October 2022 from 10:00 am to 13 am. The aim of the event is to gather input from other EU Institutions, civil society and academia on the following questions: What are the strengths and weaknesses of the Commission’s package? What kind of activities do different actors carry out to protect workers from asbestos exposure, and are there any best practices to be shared?

REPowering our EU
On 4 November 2022 the Sustainable Development Observatory (SDO) of the European Economic and Social Committee (EESC) will host an online conference on the potential for an energy shift towards renewables in Europe. The conference principally aims to assess how future development of photovoltaic (PV) systems and wind power plants (onshore and offshore) can be fostered to deliver on REPowerEU targets and beyond. As part of the EU delegation, the EESC delegation will count with the six members of the Ad Hoc Group on COP, plus, the EESC youth delegate to COP from 12 November to 18 November. The EESC delegation will engage in meaningful conversations, bilateral meetings and side events calling on the EU institutions and Governments to step up climate ambition, following science and scientific information, and placing a particular focus on the role of organised civil society to accelerate climate action.

The EESC at COP 27
As in the previous years, the European Economic and Social Committee (EESC) will actively take part in the annual United Nations Framework on Climate Change – COP27, which this year will take place in Sharm El-Sheikh, Egypt from 6 to 18 November 2022. This year marks the 30th anniversary of the adoption of the United Nations Framework Convention on Climate Change. Witnessing increasingly grim extreme weather events, and following the publication of the IPCC reports highlighting the risk to humans and ecosystem of climate inaction, we urgently need to ramp up our collective climate ambition to address the climate emergency. It is high time to turn pledges into action.

Conference of Regional and Local Authorities for the Eastern Partnership (CORLEAP) Annual Meeting on the future of the Eastern Partnership
Discussions on the agenda include cities and regions’ voice in new geopolitical circumstances, the role of local democracy in the modernisation of democratic processes, and the integration of environmental concerns into national, regional and local policy processes.
Thursday 03 – Friday 04 November
The Mediterranean leading the way: A cooperative framework to strengthen area-based nature conservation actions
The Final Event of the Interreg Mediterranean Biodiversity Protection Community project (MBPC) will be used, in terms of contents and timing, as an opportunity to showcase the community’s results and nature-based solutions, and ecosystem-based approaches to climate change adaptation. Debating these achievements with policymakers and practitioners will foster concrete transferable conservation actions into EU territorial, marine and coastal policies. The last day will focus on setting action-oriented priorities moving beyond 2022 and on how to mainstream biodiversity conservation into marine and maritime policies, with one session organized in the frame of the Seas, Rivers, Islands and Coastal Areas Intergroup (SEARICA) of the European Parliament.

EU cities and regions at COP27
The 27th session of the Conference of the Parties (COP 27) to the United Nations Framework Convention on Climate Change (UNFCCC) will take place from 6 to 18 November 2022 in Sharm El-Sheikh, Egypt. As part of the delegation of the European Union and member of the LGMA (Local Governments and Municipal Authorities) constituency, which represents local governments and municipalities worldwide, the European Committee of the Regions will be attending COP27 to continue advocating a formal role for subnational governments in international climate governance and the implementation of the Paris Agreement.

EU – Western Balkans Justice and Home Affairs Ministerial Forum
Annual ministerial-level forum organised for the purposes of deepening the integration process with Western Balkan partners. Continuity of topics is expected in the context of the presidency trio, focused on the JHA portfolio. The summit will likely take place in Albania in accordance with the tradition of hosting it in the Balkans.

EU Secure and Innovative Digital Future
High-level ministerial conference focused on security of digital technologies from the point of view of regulation and practice of state, business and users. The programme will cover cyber security, security of supply chains, and building ecosystem for the development of artificial intelligence and data economy.
Saturday 05 November
14th Meeting of the Conference of the Contracting Parties to the Ramsar Convention on Wetlands (Ramsar Convention)
The meeting of the Conference of the Parties is the highest decision-making body of the Ramsar Convention on Wetlands, which evaluates the implementation of the Convention and adopts resolutions to ensure the operation of the Convention and the global conservation, management and wise use of wetlands over the next triennium. The Czech Republic, in its role as Chair, will coordinate the EU’s joint action on each agenda item, in accordance with established practice. The meeting takes place from Saturday 5 to Sunday 13 November.

Participation of Ms Lagarde and Mr Elderson at Sustainability and Money: Shaping the Economy of the Future
Latvijas Banka hosts a conference “Sustainability and Money: Shaping the Economy of the Future” on 3 November 2022, in the year marking its centenary. The conference will be held with the distinguished participation of European financial sector leaders including several representatives from the ECB. The opening address to the conference will be delivered by President of the Republic of Latvia Egils Levits. Panels include: A Bridge over Troubled Waters; Shadowed by Carbon; and Future of Money. The conference will be held on 3 November 2022 in the National Library of Latvia, at Mūkusalas iela 3, Riga.

Open lecture by Ms Lagarde organised by Eesti Pank and dedicated to Professor Ragnar Nurkse
The President of the European Central Bank Christine Lagarde will give an hour-long lecture in the Independence Hall of Eesti Pank at 11.30 (EET) on 4 November on the topic of Monetary Policy in the Euro Area. The lecture is part of a series of Eesti Pank lectures dedicated to the economist Ragnar Nurkse.

EIB at Web Summit 2022
Web Summit is the world’s largest annual technology conference that brings together the people and companies redefining the global tech industry. The EIB Group, composed of the European Investment Bank and the European Investment Fund, which focuses on small businesses, is a leading supporter of start-ups and the digital economy and one of the largest providers of finance for innovation in Europe. EIB Vice-President Ricardo Mourinho Félix and the EIB Group delegation will participate in a number of events during the summit on topics ranging from climate finance to investing in cutting-edge technologies.

Berlin Process Summit for the Western Balkans
EIB Vice-President Lilyana Pavlova will participate at the Berlin Process 2022 Western Balkans Summit that will be held on November 3rd in Berlin. The event will be chaired by Federal Chancellor Olaf Scholz and attended by heads of states from the Western Balkans, representatives of the participating EU countries, the UK, as well as international financial institutions and regional organisations. Given the geo-political implications of the Russian invasion of Ukraine the agenda will have a particular focus on energy security and green transition and the region’s commitment to expedite implementation of the Green Agenda for the Western Balkans. It will also address initiatives to enhance the development of the Common Regional Market, announced under the Berlin Process in November 2020.

First Forum on History Education – Belgrade
At times when history is up against distortion, denial of certain historical facts and political misuse of the past, it is crucial to offer spaces for open discussion on the role of history in the XXI century and to develop guidelines to support the peaceful development of memories based on multiperspectivity. The annual forum for history education offers one such space in which public authorities from ministries of education, higher education and culture, teachers, curriculum developers, and academics, etc. can share their views and practices in history education, with the aim of developing recommendations for improving History Education.
Friday 04 November
Integration workshop, Regional body of probation (Armenia)
The Council of Europe will inaugurate a workshop equipped with various tools and machines in the probation centre of Ararat to help the beneficiaries acquire new skills in order to enable their better consequent integration in social and economic life. The Acting minister of Justice of Armenia Grigor Minasyan, the Deputy Minister of Justice of Armenia Arpine Sargsyan, the Head of the Council of Europe Office in Yerevan Martina Schmidt and the Head of the Probation Service of Armenia Gevorg Simonyan will take part in the event. The workshop has been set up under the project “Support the scaling-up of the Probation service in Armenia” which is part of the CoE Action Plan for Armenia 2019-2022.
