However, in view of increasing international conflicts and challenges, this is no longer enough. We must use the opportunity to stay in dialogue with such important members as Russia, Ukraine, Turkey and Great Britain and to find common answers, for example, to questions of security and migration.” According to Leitl, the Council of Europe should therefore be developed into a kind of informal “European Security Council”.
