A Common European Security Policy is Necessary

The European Movement International (EMI) welcomes the intention of the European Council to further develop the Common Security and Defence Policy (CSDP) of the EU with the aim of exercising greater responsibilities in the world.
The EMI is in support of ambitious plans for a strong European defence industry through concrete actions in the areas of research and industrial standards.
However, the EMI believes that essential reforms, which are key to ensure a strong CSDP in the future, are not being sufficiently addressed. In particular the lack of a comprehensive and detailed strategic approach as well as region-specific strategies undermines CSDP as a strong and effective policy. The emphasis of the European Council on support for partner countries and regional organisations does not remove the need for a clear EU strategy with the necessary tools.
The EMI agrees with the European Council that all opportunities of the Lisbon Treaty should be explored, but refers in this regard specifically to permanent structured cooperation.
The EMI expresses its hope that the European Council, European Commission, Member States, the High Representative, and European Defence Agency will take the necessary steps to give fresh impetus to the CSDP, while keeping in mind the planned progress review in June 2015.

"Europe must become a credible player in international relations, working for peaceful conflict resolution, but having the military means to act when necessary. This will only be possible, if the Member States further integrate their military capacities and strengthen the Common Security and Defence Policy alongside the Common Foreign Policy. In times of budgetary constraints synergies must be used to reduce costs and increase efficiency."
