EMA has the pleasure to share with you the policy paper entitled: “Scenarios of an Application: On the verge of the Opinion of European Commission on Albania’s Application for EU Membership”, supported by Friedrich Ebert Stiftung Friedrich Ebert Stiftung (FES) and Think Tank Fund, Open Society Institute (OSI).
 
For the Western Balkan countries and their progress towards European Integration, autumn is always important because at this time of the year the European Commission publishes the progress reports for each of them. But this time, autumn takes on a special importance, particularly for Albania and Montenegro, because the European Commission is expected to publish its ‘Opinion’ on their application for EU membership in November 2010.
 
Therefore, it is necessary to analyze this moment, which is important for Albania’s EU accession process. With the view of making this process better understood, EMA through this paper analyses the potential scenarios, based on practices of the enlargement process as well as Albania’s chances for success in this undertaking.
