The European Movement France, meeting in Strasbourg, seat of the Council of Europe, in charge of defending Human rights, and seat of the European Court of Human Rights and of the European Parliament, is making a formal appeal. 

The Charter of Fundamental Rights is at the heart of our common engagements. It is indespensable that the President of the European Council, which gathers the Heads of State and Governments of the European Union, and represents the European Union in the world, be a citizen of one of the countries which has ratified the Charter of Fundamental Rights.
