Plenary session
MEPs debate and vote on, among other things, the following issues:
Gender Equality in EU’s foreign and security policy; Digital Services Act; Framework of ethical aspects of artificial intelligence, robotics and related technologies; Recommendation to the Council and the VPC/HR concerning the Implementation and governance of Permanent Structured Cooperation (PESCO); The future of European education in the context of Covid-19; Commission Work Programme 2021; Recommendation to the Council, the Commission and the VPC/HR on relations with Belarus, Recommendation to the VPC/HR and to the Council in preparation of the 2020 Non-Proliferation of Nuclear Weapons Treaty (NPT) review process, nuclear arms control and nuclear disarmament options, Police brutality within the EU; Deforestation.

Council of Ministers


Monday 19 October – Tuesday 20 October

Agriculture and Fisheries Council
EU ministers will hold an exchange of views on the reform of the common agricultural policy (CAP). EU ministers are also due to agree on the total allowable catches (TACs) and member states’ quotas for the ten most commercially important fish stocks in the Baltic Sea for the year 2021. The Council is responsible for fixing TACs and allocating fishing opportunities. Decisions are taken on the basis of proposals from the European Commission. EU ministers plan to adopt conclusions on the ‘farm to fork’ strategy. The Commission presented its ‘farm to fork’ strategy on 20 May 2020, as one of the key actions under the European Green Deal.

Friday 23 October

Environment Council
Ministers will deliberate on the Regulation on European Climate Law and plan to adopt the conclusions on the Biodiversity Strategy. The agenda is ti be confirmed.

Informal meeting of Competitiveness ministers
Ministers in charge of the internal market and industry will convene for an informal Council meeting. They will address issues related to industrial and internal market policy. The debate will focus on the EU’s economic recovery.

Monday 19 October

Commissioner Johannes Hahn meets with Sebastian Kurz, Chancellor of Austria, and Robert Holzmann, Governor of the Austrian National Bank.

Jourová holds a video meeting with Minister of Justice of Slovakia
Commissioner Věra Jourová holds a video meeting with Ms Mária Kolíková, Minister of Justice of Slovakia.

Tuesday 20 October

College meeting
The Commission will present its Work Programme for 2021. Moreover, the College will address the Joint proposal for a Council Regulation concerning restrictive measures against serious human rights violations and abuses, and the Regulation on European data governance.

Wednesday 21 October

Johansson participates virtually in the Conference on Europol
Commissioner Ylva Johansson participates virtually in the Conference on Europol.

Thursday 22 October

Johansson receives Minister for Migration and Asylum of the Hellenic Republic
Commissioner Ylva Johansson receives Mr Notis Mitarakis, Minister for Migration and Asylum of the Hellenic Republic.

Wednesday 21 October

Sustainable Development Goals in crisis recovery
The European Committee of the Regions (CoR) is organising, together with the Council of European Municipalities and Regions (CEMR), EUROCITIES, Regions4 and Platforma, a workshop on the Sustainable Development Goals (SDGs) during the European Week of Regions and Cities. More can be found here.

German Presidency


Monday 19 October – Thursday 22 October

European Open Science Cloud Symposium
The European Open Science Cloud (EOSC) Symposium 2020 brings together researchers, data scientists, EOSC projects, EOSC working group members and representatives of the EU countries and associated countries to discuss the final steps towards the establishment of the first EOSC. Tuesday 20 October

Ministerial conference on ERA
The ministerial conference on the European Research Area (ERA) aims to achieve an ambitious reorganisation of the ERA. The ministers from EU countries provide advice on how the ERA can be made more dynamic and effective through measures such as facilitating transnational cooperation and paying closer attention to societal interests. Thursday 22 October

Eastern Partnership Ministerial Meeting
The third conference of environment and climate ministers of Eastern Partnership (EaP) countries, EU member states and the EU Commission on environment and climate action will take place in Luxembourg City back-to-back with the EU Environment Council on 23 October. The EU Commission and the German EU Council Presidency are jointly organising the meeting. 

Sunday 25 October – Tuesday 27 October

World Health Summit 2020
n recent years, Germany has strengthened its commitment to global health, leveraging its G7 and G20 presidencies and lending support to multilateral and bilateral health partnerships. It has also become one of the strongest supporters of the World Health Organization (WHO) and other international agencies. In light of this, under the German Presidency of the Council of the EU, the German Federal Ministry of Health, together with its trio partners from Portugal and Slovenia, will hold a moderated panel discussion of the health ministers. The aim is to assess the progress achieved so far on the initiative to strengthen the EU’s role in global health that was officially launched under Finland’s Presidency of the Council of the EU. FRA will provide expert input on relevant international human rights standards and the relationship between human rights and the European Green Deal.

The workshop will focus on the advisory and financing assistance the EIB Group provides to cities and regions to support their green transition and economic recovery.
